Hj.Idris bin Hj.Haron The Chief Minister of Melaka , Malaysia I am very happy to welcome all the participants to the 14th Melaka Twin Cities International Convention 2014 which is being held in Melaka on the 1st & 2nd of April 2014. Yet, being a Historical City, Melaka has a lot to offer to visitors. I sincere hope that participants, both from overseas as well as from within Malaysia will have the opportunity at some point to explore and experience as much as you can, what the City has in store for you. The 14th International Convention of Melaka Twin Cities 2014 provides a wonderful platform on which all participants can meet, strengthen their friendship and enhance cooperation. I believe that this convention will contribute greatly to disseminate ideas and experience about the “Megaprojects - Concepts, Strategies, and Practices for Success” and I wholeheartedly wish this convention will benefited each and every one of you and your organization. Abu The Mayor of Melaka Historic City Council , Malaysia I am honored that the 14th International Convention of Melaka Twin Cities 2014 is to be held again in this beautiful City of Historic Melaka from 1st & 2nd April, 2014 with the theme “The Megaprojects - Concepts, Strategies, and Practices for Success”. Mega Project building vibrant innovation that can address the world’s most challenging problems. With another mining and resources boom on the horizon, a high level of activity is returning to the mega project market. Governments are also identifying the need to maintain key infrastructure assets, and build new structures according to community needs, so there has also been a significantly increased level of spending for the infrastructure of roads, rail, ports, power and bridges. Make the most of your time out of the office with one and a half day convention. AT A GLANCE The Melaka Historic City has established twinning relationship and cooperation with various cities since 1984, namely with City of Lisbon, Portugal (1984); City of Kuala Lumpur, Malaysia (1989); City of Valparaiso, Chile (1991); Nanjing and Jiangsu Province, China (2001); Changsha, China (2004); Sawah Lunto, Indonesia (2004); Padang Panjang, Indonesia (20 The Twin Cities Convention is a platform to revitalize meeting for Melaka with Twinning Cities, Friendship Cities, partners and others in our continuous efforts towards strengthening existing relationship and partnership, and moving forward for innovative twinning in various aspects of mutual interest and benefits. The Twin Cities programmed started the Convention in April 2001 with an aim towards building better cities together until today. Experiences from abroad have provided some indicative guidelines on how to approach, conduct and manage twinning program. Melaka Twin Cities International Convention is a platform to gain much knowledge to learn and emulate from the successful foreign experiences in city twinning, whilst adapting the program to suit the local norms, values and culture.

INTRODUCTION A megaproject is an extremely large-scale investment project. Megaprojects are typically defined as costing more than $1 billion and attracting a lot of public attention because of substantial impacts on communities, environment, and budgets. Megaprojects can also be defined as "initiatives that are physical, very expensive, and public. This one and a half day international convention will convene leading developers, architects, engineers and urban planners to explore megaprojects, both those constrained by cities. The Convention will address the issues faced and the lessons learned in developing and operating megaprojects based on other cities’ experience. But over the years, a number of large real estate developments (“megaprojects”) have challenged the adequacy and the effectiveness of the framework as a tool for modern city planning. Join us at a full-day exploration of megaprojects and how they will impact the future growth and development of our cities. WHAT WILL YOU LEARN:1.
