at the plenary session the minister of communications and information technologies of azerbaijan mr ali abbasov informed those present that taking into account the topicality of the problems connected with global climate changes as well as the fact that this year has been announced the year of ecology in our country the conference is dediof information and communication technologies ict on ecology mr minister underlined the support the azerbaijan government gives to the global smart 2020 program let us remind that the given program is targeted at reducing harmful exhausts into the atmosphere through application of new technologies azerbaijan government s policy in accordance with global challenges is aimed at solving the climate change problems including through implementation of the so-called green economy the minister said speaking at the plenary session the deputy minister of ecology and natural resources of azerbaijan mr firdousi aliyev informed those present about the success achieved by the ministry in preserving the environment the deputy minister spoke of healthy ecology as of one of the key factors in the social and economic life of a society and emphasised application of ict innovations in ecological research resident coordinator for un in azerbaijan mr fikrat akchura spoke about global ecological problems making particular note of global warming and of the harm done to the planet by these changes according to the speaker application of new technologies can considerably reduce exhaust of harmful substances the un representative also pointed out azerbaijan as a country known for its aspiration to create an information society and as one that attaches parthe environment speaking at the plenary session the chief of the services department of the international telecommunication union itu mr arthur levin made a presentation about the history of the represented organisation its role at global scale and the problems it was underlined that the current progress not only opens new opportunities to countries but also sets new tasks before them including climate changes application of progressive green technologies will help protect the environment better and reduce the negative impact on ecology in conclusion the itu representative underlined that the union as a specialised un entity is carefully watching ecological processes in the world and supporting the programmes aimed at preservation of the natural environment 2

fruitful work of the rcc board an important event held during the work of bakutel-2010 rd meeting of the board of the heads of administrations of the regional commonwealth in the field of communications rcc the meeting was attended by delegations from the communications administrations of full rcc members such as azerbaijan belarus kazakhstan kyrgyzstan moldova russia tajikistan uzbekistan and ukraine as well as rcc observers such as communications administrations from bulgaria latvia lithuania slovenia and the international organisation of space communications intersputnik there were guests from the international telecommunications union the cis executive committee and the pan-african postal union as well as moldova s independent regulator the meeting was chaired by the rcc board member russia`s telecom and mass communications minister schegolev who stressed the international forum s importance on the opening day of bakutel-2010 azerbaijan`s communications and it minister ali abbasov greeted all the participants and expressed confidence that the decisions made at the event would serve further strengthening of mutually beneficial cooperation between rcc countries the rcc board started its work with discussion of the activity of communications ministries to implement the decisions made at the 24th upu congress 2008 geneva and summed up the upu strategy conference in e-mail questions the rcc board summarised and approved the activities of the postal operators council over the past 10 years and outlined the main directions for its further development the board approved the concept of creating the rcc express mail system ems rcc noting that its implementation will promote new ems products to the regional market for improve their quality and competitiveness and add customer satisfaction summing up the largest itu conferences in 2010 the board also approved regional initiatives over the next four years which will be basis for important communications and ict projects the authorized comission-10 also elected for the next four years a secretary general a deputy secretary general and three directors of the bureau as well as members of the radio regulations board rrb the rrb s composition from region c 4 which comprises rcc countries now includes the representatives of kyrgyzstan and russia russia was also elected to the itu council additionally the meeting discussed preparations for the forthcoming 2012 itu international forums the world conference on international telecommunications wcit-12 and the world telecommunications standardization assembly wtsa-12 it also endorsed the rcc s preparation plans for these forums after discussing the state of satellite communications development in rcc participant countries the board of ca heads requested that rcc profile commissions further elaborate their proposals to ensure orbital and satellite resources in rcc countries one of the important directions of the ca rcc is the problem of making the transition to digital broadcasting by 2015 the rcc board approved recommendations on the coordination of new and the modification of planned frequency assignments allotments for digital broadcasting in the 174-230 mhz and 470-862 mhz frequency bands the board also discussed the issue of strengthening cooperation in the field of telecommunications and improving the councils of rcc operators the strategic directions of the rcc telecommunications operators board as well as the new revised regulations of the rcc telecommunication operators board tob and regulations on the rcc postal operators board pob rcc were approved the participants also heard a report on the implementation of new telecommunications services in rcc countries the board also agreed to the proposal of azerbaijan`s communications ministry to consider the introduction of unified roaming tariffs and instructed the rcc commission on the economy of communications telecommunications and coordination of rcc regulatory authorities to develop appropriate recommendations the rcc leadership was also elected the chairman of the rcc board for the next four years will be russia`s telecom and mass communications minister schegolev during the meeting an agreement was also signed between the russian communications ministry and intersputnik a program of cooperation was also signed in the field of postal communications between rcc and the pan-african postal union covering 2011-2014 in conclusion the meeting expressed gratitude to the azerbaijan government and ministry for their warm reception and for organizing the rcc board meeting.
