the main feature of this largest international event is the fact that bakutel is being held under the auspices of the president of azerbaijan mr ilham aliyev for the fifth time already the head of state took part in the opening ceremony of bakutel 2010 during the vip tour president ilham aliyev got familiarised with the exposition of the exhibition which makes a particularly striking impression this year in the course of the exhibition the minister of communication and information technologies of azerbaijan mr ali abbasov emphasised about the development of the country s ict sector and underlined that this area is currently undergoing dynamic development the ministry of communication and mass communication of russia mr igor shegolev emphasised that baku had hosted the session of the heads of communication offices of the regional commonwealth of communication azerbaijan is interested in the development of not only its own but also of regional ict sector he also added that azerbaijan 2

and russia have close cooperation relations in the ict field the deputy secretary of the international telecommunication union mr go lim jao emphasised that azerbaijan has achieved huge success in the ict field over the past 10 years over 100 companies from 16 world companies including china turkey malaysia uae usa israel etc present the newest products of world s it-business giants as well as plenty of interesting projects it is noteworthy that local companies are taking an active part in this exhibition and conference with their stands occupying almost 40 of the total exposition area in the framework of bakutel the ministry of communication and information technologies of ar together with its partner-companies makes the visitors familiar with the results of the activities implemented through such state projects as national computer electronic signature and electronic document according to local and foreign it specialists azerbaijan is confidently integrating into europe this process manifests itself in the producers and suppliers represented at the exhibition today with it equipment and services the local representatives of the ict field enthusias tically report their achievements and plans the visitors to bakutel 2010 eagerly get familiarised with the successfully implemented innovation area programme in which companies take part with presentations of new ict products technologies and solutions it should be noted that more than 60 of the exhibition participants had confirmed their intention to exhibit new products at this event long before its opening 4

bakutel plays crucial role in ict development in azerbaijan the daily news interviews azerbaijani communications and it minister ali abbasov the communications sector in azerbaijan is developing global projects like the construction of the transnational-eurasian information super highway and the regional innovation zones are at what stage of development at the moment the main goal of the modern economic policy pursued by the azerbaijani government today is to achieve successful results in the development of the non-oil sector based on economic diversification and to create opportunities for the development of new industries thanks to the close attention and personal control of azerbaijani president ilham aliyev to ict projects implemented by the ministry work in this direction is constantly continuing world practice indicates the special importance of ict in the development of the non-oil sector and from this point of view increasing the share of the ict sector in our economy and defining its level of priority seem to be natural processes as has repeatedly been pointed out by president aliyev according to international experts azerbaijan has already made a great deal of progress in ict development it should be noted that the main task of our government in this area is not only to implement local projects but also to take part in largescale regional projects one of these projects is transnational-eurasian information super highway teish today two large information networks connect the united states to western europe and southeastern asia and they provide the most advanced information services however in eastern europe central asia and the rest of the cis the ability of citizens to access high-quality internet is limited due to weak international connections in the region given the existing imbalance in the world in this field azerbaijan has initiated the creation of the teish among eurasian countries according to experts the project s implementation and making eurasia a strong region in terms of national and regional information and computer networks will progress not only the ict sector but also allow for the comprehensive socioeconomic and cultural development of the global community i should note that during sixty-sixth plenary meeting of the u.n general assembly a special resolution was unanimously adopted on the teish project which was put forward by azerbaijan particularly participants welcomed the initiative as the project will serve not only the objectives of the ict sector but also in parallel reduce poverty and illiteracy in the region and strengthen the fight for public health azerbaijan s initiative to coordinate regional efforts in implementing the project was also approved currently intensive negotiations are underway with operators in azerbaijan turkey russia china kazakhstan and georgia to form a consortium and transit route from asia to western europe i also want to announce that the teish was supported in a final report of a ukrainian-kazakh intergovernmental commission today we fully encourage the creation of new companies and especially the activities of local ict product manufacturers who are working to increase domestic production and exports given the important role of innovation zones and industrial parks in achieving this goal and also the favourable legal environment created by the law of the azerbaijan republic on special economic zones concrete steps were made towards the creation of the regional innovation zone riz in developing the project global and regional experiences in this area were studied and foreign experts were invited in 2007 we prepared a draft concept for the riz currently discussions are being held with the relevant agencies regarding the project s implementation i would like to note that the establishment of the riz which will offer preferential treatment to business participants will launch by 2012 foreign and local companies will find it very profitable to invest in this sphere and this will provide a significant impetus to increase the production of such goods the international telecommunications union itu ordered all member countries to implement a full transition to digital television by 2015 what measures do the ministry s plans entail in this direction we have done a great deal of work in recent years in azerbaijan the program developed by our ministry to make the full transition to digital tv broadcasting will run until 2013 in baku and on the absheron peninsula including sumgayit digital tv broadcasting mpeg-4 standard is being used for 10 tv programs by the year s end the number of channels using this system will have doubled and we will also have started introducing digital tv in the regions to this end we have recently started installing sensors in lerik and ganja tv stations how many countries have already signed an intergovernmental cooperation agreement with azerbaijan in the field of ict we have signed agreements with the governments of pakistan moldova italy latvia 2 russia tajikistan slovenia lithuania ukraine greece israel syria estonia belarus and cuba how would you assess the bakutel exhibition the bakutel international conference and exhibition which is being held for sixteenth time in our country continues to play a crucial role in our economy bakutel which was held in recent years under the patronage and with the personal participation of president aliyev has increased in size and influence to become the biggest such event in the caucasus and caspian region it also forms a platform taking the geopolitical and economic interests of our country to a global scale this year s exhibition involved 115 companies from 16 countries 24 of which are new to the event this indicates the exhibition s stability and progress as well as the growth of the azerbaijani ict sector on the whole 6

bakutel 2010 a reflection of achievements in ict development over its 16 years on the market the bakutel exhibition has held a leading market position annually the event attracts myriad participants from both the domestic and international communities over the past five years president of azerbaijan ilham aliyev has emphasised the importance of the exhibition by taking part in the opening ceremony the event plays a great role in the development of the ict sector a strategically important industry for the economy and has received special attention and support from the azerbaijan communications and it ministry the event s international authority is confirmed by the presence of leading telecommunications equipment and it manufacturers as well as the support of international institutions such as the international telecommunications union itu the u.n and the regional commonwealth of communications rcc another testament to the exhibition s significance is its recognition by the global association of the exhibition industry ufi this year our numerous guests will take part in an interesting four-day program bakutel project manager rena abutalibova has shared some details about this program with us bakutel has been the biggest event in the caspian region in the ict sector for several years who is taking part in the event today this year bakutel brings together 115 companies from 16 countries including azerbaijan china israel lithuania malaysia the united states turkey and kazakhstan among others an indicator of the event s stability and the industry s increased capacity is that we have increased the exhibition space by 30 percent this year even though the number of regular participants exceeds 70 percent bakutel continues to attract the attention of new participants this year 24 new companies have joined the event more than 40 percent of the area is occupied by major ict companies most of whom are regular participants how would you characterize bakutel s importance for it development in azerbaijan first and foremost you must give credit to the communications and it ministry that has been very active in improving all forms of communication over the past five years this has made the industry a leading non-oil sector of the economy and our show having been a mirror image of the industry and acting as a catalyst for making innovations and technological upgrades to the ict industry provides an additional incentive to attract attention of large international companies to azerbaijan here presentations are made about new projects and discussions are held on key industry issues additionally many mutually beneficial contracts are signed and new domestic and global ict products are exhibited all of these things have become traditions that have allowed the organizers to successfully develop the event for 16 years it must be stressed that to greet our participants numerous welcome letters were sent out by various influential institutions they were signed by the communications and it minister ali abbasov rcc board chairman russian communications minister i shegolev european commission vice president neelie kroes itu secretary general hamadoun touré national confederation of entrepreneurs employers organizations of the azerbaijan republic president m musayev and other distinguished persons we know that this year the exhibition is held for the first time on a new dedicated site at the baku expo center how have the participants taken this news and what opportunities are now being made open to them for the first time this is the most modern complex in the region covering 33,800 m2 the complex has conference rooms specially designed for congresses conferences workshops and presentations undoubtedly these conditions will allow participants to broaden their exposure and they also increase the range of the products and services shown at the event many regular participants increased their exhibition space valuable gifts and raffles await visitors at many originally designed new stands ict professionals and numerous visitors are looking forward to seeing new products and presentations at bakutel2010 presumably their interest will be satisfied an important difference between this year s event and those of previous years is the large number of presentations that will be made about new products and services according to our research the interest of our visitors in new products and technologies far exceeds the supply of the new products offered by the companies participating in the event therefore the exhibition organisers have decided to introduce a programme called the innovation territory that will allow participants to become familiar with the latest models of foreign and domestic information equipment technologies and solutions under this program which is attended by over 60 percent of the participating companies new software navigation systems wimax home automation systems information kiosks online payment opportunities cutting-edge laptop models unique biometric systems and much more will all be showcased which ict sectors are at the forefront of the exhibition area this year for the first time in the exhibition s history there will be a separate stand presenting the exciting culturama project the project has already visited many exhibitions across the world presented by a special department of the egyptian communications and it ministry the cultural panorama shows nine interactive displays using the latest multimedia applications and screen technologies of course the most interesting and expected event at the exhibition will be our showcasing of new items under the innovation territory computers designed for the blind will be a major presentation on vip joint activity in a large project s implementation alexey tikhomirov interregional un advisor on economic and social issues it is not the first time that i am participating in the bakutel exhibition or that our department is actively cooperating with the ministry of communication and information technologies of azerbaijan one of the most remarkable and interesting outcomes of this partnership in due time was the resolution of the un general assembly on communication development through creation of a europe-asia super highway this time we are hoping to define future activities for implementation of this project also such issues as application of information and communication technologies for the purpose of sustainable development will be considered the results of this event will be an important contribution into the outcome of the peo+20 conference to be held in 2012 wishing successful launch of a second satellite as well vadim belov general director of the international cosmic communication organisation intersputnik our organisation is engaged in operation of satellite networks intersputnik comprises 25 countries including azerbaijan india germany and russia which has a quite large package of shares two years ago upon invitation of the minister of communication and information technologies of azerbaijan mr abbasov we participated in an assembly where future cooperation development was planned we are glad that azerbaijan has decided to launch its own communications satellite we hope to render our assistance in the development of this business and even in selling the satellite resources to other countries we have the necessary experience for that currently we work with 15 satellites of different operators and with 40 world countries i think the new satellite s services will benefit many a country and we hope that this firstling from azerbaijan will be the first but not the last thus we are ready to help in obtaining orbital frequency resource for accommodating a second satellite i hope bakutel 2010 will make future cooperation more dynamic wishing success to all the participants of the exhibition and all the best in implementation of your projects bakutel 2012 20 «» «» 25 2 15 40 «» bakutel 2010 10

vip useful lessons learned at bakutel 2010 kristina ojuland member of european parliament estonia we are always pleased to cooperate vladimir molojen general director of the information resources centre of the republic of moldova we have long cooperated with the azerbaijan republic in the field of information technologies and we take part in all specialised events held in baku it is my fifth annual visit to bakutel in the framework of the exhibition we managed to successfully solve a number of issues connected with joint contracts moldova has participated in the development of bidding documentation on azerbaijan state register of population if the bidding process is launched we will gladly take part in this activity representatives of azerbaijan have participated in the coordinating council on informatisation held lately we demonstrated our experience which is recognised in cis countries as one of the most progressive ones we are always pleased to cooperate i believe information technologies hold the future it was pleasant to hear the ministry officials declare that the information sector is developing faster than the rest of the non-oil sectors and will soon reach the leading positions bakutel 2010 is a magnificent event which proves that azerbaijan is rapidly developing all is well arranged here for holding international events at high level this is my second visit to baku and i have noticed many positive changes having taken place within a short time there is no need to compare this exhibition and its prestige with the qualities of the event held two years ago i am sure that this exhibition will turn our productive for all entrepreneurs and they will establish many useful contacts and discover potential for further development i am very glad that the estonian stand too is presented at a high level i hope cooperation between our countries will continue to develop we are now waiting for the new parliament to assemble and then we will be able to continue cooperation it is obvious as azerbaijan economy is rapidly developing and integrating at global scale the economy of eu countries is not developing so rapidly now living through the economic crisis but here it is not tangible and the current exhibition is another proof to this fact bakutel 2010 bakutel 2010 bakutel 11

azerspace is getting ready to conquer orbit the state project to launch azerbaijan s first national telecommunications satellite azerspace into orbit will provide digital broadcasting internet access data transmission vsat multi-service networks and government communications as well as introduce navigational transportation systems and is currently the focus of the global it community azerbaijani deputy communications and it minister iltimas mamedov shared some project details with the daily news what are the satellite s technical characteristics azerbaijan s telecommunications satellite will provide telecommunications services in the c and ku frequency nodes it will be equipped with 24 c-band transponders 4-6 ghz frequency band and 12 ku-band transponders 11-13 ghz frequency band the satellite broadcasting will cover europe africa and central asia the satellite will be placed in the 46 degree east longitude orbital position which is leased from the measat malaysian satellite operator the satellite s service life is designed for 15-20 years have you determined which rocket launcher will be used to send the satellite into orbit and scheduled the launch date the communications and it ministry has conducted a thorough evaluation of proposals from launch vehicle manufacturers including the ils arianespace spacex and ukroboronservis companies a french company called arianspace was chosen to launch the satellite into orbit and has already signed an agreement the launch is set for 2012 will azerspace s channel capacity be partially leased out how soon will the investments be paid back roughly 20-25 percent of the satellite s capacity will go towards supporting azerbaijan s needs and the remaining amount will be leased out to companies and businesses in georgia and other countries whose names will be determined in the near future it is worth noting that the volume of investments for implementing this ambitious project according to the ministry s estimates will reach 319 million manat with about 127 million going towards operating costs the project will pay back the investments after five years of operation according to the experts the project s income will reach 495 million manat with profits reaching 176 million manat the resulting revenue will be directed towards the country s technological development azerspace azerspace vsat it daily news u 24 c 4-6 ghz 12 ku 11-13 ghz 46 measat 15­20 ils arianespace spacex «» arianspace 2012 azerspace 20 25 ­ 319 127 azerspace 495 176 12
