« ­ ecotech 2010» ­ » 2009 2020 15 2050 ­ 25 1992 -2012 2010 2011 5 ecotech official greeting dear ladies and gentlemen on behalf of the ministry of environment protection of the republic of kazakhstan i would like to welcome the exhibitors and guests of the exhibition of ecotechnologies and ecoservices for industrial and municipal sectors ecotech 2010 and the delegates of the conference cooperation to reduce emissions analysis questions best technologies and practices the republic of kazakhstan has been pursuing an active policy to reduce greenhouse gas emissions thus in march 2009 our country ratified the kyoto protocol to the un framework convention on climate change rk government announced its quantitative commitments to reduce greenhouse gas emissions by 15 before 2020 and by 25 before 2050 in pro ration to the 1992 baseline in conformity with the commitments under the kyoto protocol the condition for effective implementation of the obligations under unfccc and kp as well as for the post-2012 regime preparation is to develop necessary institutional framework and to prepare relevant strategic documents therefore active work is ongoing in the country to develop a strategy for low-carbon development a programme for adaptation to climate change in kazakhstan as well as other laws and regulations on the kyoto protocol mechanisms implementation each year based on statistical data greenhouse gases inventory is conducted all the users of natural resource shall make inventories of greenhouse gases then each company will be allocated their quota of greenhouse gases kazakhstan started the process of setting up the internal carbon market which in the future must be connected to the international carbon trading platform by the end of 2010 work will be completed on setting up the legislative framework and the market will commence its activities in 2011 over these five years our ministry has been supporting the holding of ecotech exhibition considering it to be relevant and timely for further development of environmental technologies in kazakhstan introducing these technologies into production improving quality of life of the people and developing kazakhstan s industry while maintaining the ecobalance i wish all the exhibitors guests and organisers of the exhibition and conference fruitful and creative work good health and every success in your noble cause m turmagambetov acting minister of environment protection republic of kazakhstan 4 · 24 2010 · ·· ecotech 2010 ·· almaty kazakhstan · 24 november 2010 · · 24 2010 · ·· watertech central asia 2010 ·· almaty kazakhstan · 24 november 2010 ·

« » 6 ecotech 2010 « » 24 2010 291-iv 3 ­ 12 256 ­ 12 8 .3 220 2006-2009 3,1 1,7 .3 1,4 .3 64,9 2006 76,5 2009 27,0 36,0 .3 23,9 .3 34,3 .3 10,4 .3 official greeting dear ladies and gentlemen on behalf of the ministry of oil and gas of the republic of kazakhstan i welcome the participants in the international conference cooperation to reduce emissions analysis questions best technologies and practices held as part of the 6th central asian international exhibition of ecotechnologies and ecoservices for industrial and municipal sectors ­ ecotech 2010 due to the fact that one of the main sources of environment pollution at the development of oil and gas fields are gas flaring products utilisation of associated gas at the country s oil and gas fields has become a matter of national importance over the past few years pursuant to law of the republic of kazakhstan no 291-iv 3rk on subsoil and subsoil use dated 24 june 2010 the ministry continuously monitors compliance with the approved associated gas utilisation programmes on behalf of subsoil users on the whole while carrying out gas utilisation activities subsoil users created new infrastructures to employ the utilised gas including 12 gas turbine power plants with a capacity of over 256 mwt and 12 integrated gas utilisation units and gas processing plants that allow processing 8 bln m3 of gas a year and generating over 220,000 tons of liquefied gas annually all this work done over a period of 2006-2009 resulted in reducing the volume of flared gas from 3.1 to 1.7 bln m3 i.e by 1.4 bln m3 with the oil production growing from 64.9 mln tons in 2006 to 76.5 mln tons in 2009 and gas production from 27.0 to 36.0 bln m3 respectively at that the volume of utilised gas increased from 23.9 bln m3 to 34.3 bln m3 i.e by 10.4 bln m3 the ministry supports the conference considering it relevant and timely for the development of clean technologies in kazakhstan introducing them in production and as a consequence reducing the man-caused load on climate improving the quality of people s life and further development of kazakhstan s industry while maintaining the ecological balance i wish all the exhibitors guests and organisers of the exhibition and conference fruitful and creative work good health and every success in promoting clean technologies in kazakhstan s mynbayev minister of oil and gas republic of kazakhstan · 24 2010 · ·· ecotech 2010 ·· almaty kazakhstan · 24 november 2010 · · 24 2010 · ·· watertech central asia 2010 ·· almaty kazakhstan · 24 november 2010 · 5
