introduction the university of south alabama as member of the sun belt conference sbc and the na onal collegiate athle c associa on ncaa is responsible for ensuring that its coaches student-athletes faculty and staff donors boosters alumni fans and friends abide by sbc and ncaa regula ons this guide is a quick reference for many of the ncaa rules that apply to our alumni boosters fans and friends since all applicable situa ons cannot be covered in this booklet it should not be relied upon exclusively the university appreciates your interest and support but reminds you that an inappropriate contact or an inadvertent ac on on your part could jeopardize the eligibility of a prospec ve or enrolled student-athlete the university is proud to have your loyal support and con nued interest in the athle cs program as we strive for excellence we must always seek the highest standard of ethical conduct with your assistance and coopera on we believe we can accomplish this goal principle of rules compliance responsibility of the institution each ins tu on shall comply with all applicable rules and regula ons of the associa on in the conduct of its intercollegiate athle cs programs it shall monitor its programs to assure compliance and to iden fy and report to the associa on instances in which compliance has not been achieved in any such instance the ins tu on shall cooperate fully with the associa on and shall take appropriate correc ve ac ons members of an ins tu on s staff student-athletes and other individuals and groups represen ng the ins tuon s athle cs interests shall comply with the applicable associa on rules and the member ins tu on shall be responsible for such compliance ncaa cons tu on 2.8.1 representative of athletics interests a representa ve of athle cs interest or booster is an individual or business that has par cipated in any of the following ac vi es contributed to joined or par cipated in athle cs department and/or sportspecific booster organiza ons e.g jaguar athle c fund fast break club provided ncaa-approved benefits to enrolled student-athletes or their families and friends hold or have ever held season ckets have a guardianship role over a student-athlete e.g parent legal guardian promoted south alabama s athle cs program in any way please note that once an individual is iden fied as a booster he/she retains that iden ty indefinitely 2

prospective studentathletes important defini ons prospec ve studentathlete a prospect is any student that has started classes for the ninth grade regardless of his/her athle cs ability note in the sport of men s basketball a prospect is any student who has started classes for the seventh grade the prospect definion also extends to any student who is enrolled in a preparatory school or twoyear college and any individual who has officially withdrawn from another fouryear college a student remains a prospect un l he/she enrolls and begins classes at the university of south alabama or reports for official team prac ce prior to the start of the school year signing a na onal le er of intent or athle cs scholarship agreement does not remove an individual s prospect status recrui ng any solicita on of a prospect or the prospect s family by an authorized ins tu on staff member for the purpose of securing the prospect s enrollment and ul mate par cipa on in intercollegiate athle cs at the university of south alabama only coaches and authorized employees may be involved in the recrui ng process ncaa rules expressly prohibit boosters from engaging in recrui ng ac vi es contact any face-to-face encounter between a prospect or the prospect s parent/legal guardian and an ins tu onal staff member during which any dialogue occurs in excess of an exchange of a gree ng evalua on any ac vity designed to assess the academic qualifica ons or athle cs ability of a prospect including any visit to a prospect s school or the observa on of a prospect par cipa ng in any prac ce or compe on did you know the ncaa division i manual consists of 33 opera ng bylaws approximately 3,000 rules that span almost 450 pages the ncaa s legisla ve services database contains over 20,000 ac ve and binding rules interpreta ons since 1987 20 division i ins tu ons have gone before the ncaa s commi ee on infrac ons for major viola ons involving impermissible booster ac vi es 3

frequently asked ques ons q is it permissible for a booster to contact a prospec ve studentathlete or his/her parents or legal guardians a no an athle cs representa ve may not contact a prospect or his/her parents in per son by telephone or in wri ng contact may not be made with a prospect or his/her parents on or off the university of south alabama campus q does the no contact rule apply to established family friends or neighbors a no however it must be understood that such contacts cannot be made for recrui ng purposes and cannot be ini ated or arranged by university of south alabama coaching staff members in addi on the established rela onship between the booster and the prospect must have begun prior to the friend of neighbor becoming a prospect q what if a prospect knows that a booster is a university of south alabama graduate and contacts him/her to ask ques ons about the university a if a prospect contacts an athle cs representa ve he/she may answer ques ons re garding various aspects of the university of south alabama as long as no discussion takes place regarding the south alabama athle cs program if a prospect asks about south alabama athle cs refer him/her to the athle cs department q what if a booster makes unavoidable incidental contact with a prospect a an unavoidable incidental contact with a prospect is permissible provided the contact is not prearranged by the athle cs representa ve or at the direc on of an athle cs department staff member does not take place on the grounds of the prospect s educa onal ins tu on or prac ce/compe on sites is not made for the purpose of recruit ment of the prospect and involves only normal civility q may a booster speak to a university of south alabama coach if a prospect is with the coach a if a south alabama coach is with a prospect do not approach the coach un l the pro spect and family have gone elsewhere otherwise the coach will be placed in an awk ward situa on because he/she will not be able to introduce the prospect to the ath le cs representa ve without crea ng a rules viola on q may a booster contact a prospect to discuss a summer job a yes but only a er the prospect has signed a na onal le er of intent to a end the university of south alabama a prospect may not be employed un l the comple on of his/her senior year and such employment must be approved by the athle cs depart ment when a prospect is employed he/she must be paid only for work actually per formed and at a rate commensurate with the going rate in that locality for similar services 4

enrolled studentathletes important defini ons studentathlete a student-athlete is any student who is enrolled at the university of south alabama and whose enrollment was solicited by a member of the athle cs staff with a view toward the student s ul mate par cipa on in the intercollegiate athle cs program any student becomes a student-athlete only when the student reports for an intercollegiate squad that is under the jurisdic on of the athle cs department extra benefit any special gi or arrangement provided to a student-athlete or a studentathlete s family or friend that is not available to the general public or general student body example of extra benefits include this is not an exhaus ve list cash awards discounted services e.g meals drinks clothing laundry haircuts legal fees etc free or reduced cost housing of any length of me gi s entertainment use of an automobile or other forms of transporta on loans including co-signing use of a telephone or credit card for personal reasons frequently asked ques ons q can studentathletes be provided a benefit that is not available to the general stu dent body a no under ncaa rules receipt of an extra benefit by an enrolled studentathlete will render the studentathlete ineligible for further compe on un l he/she makes res tu on for the benefit received and his/her eligibility is reinstated by the ncaa q is it permissible for anyone to use the name or picture of an enrolled studentathlete to adver se recommend or promote sales or use of a product or service of any kind a no a studentathlete s eligibility will be immediately jeopardized if he/she accepts any remunera on for or permits the use of his/her name or picture to adver se recom mend or promote directly the sale or use of any product or service 5

did you know if a booster is involved in an ncaa viola on the following consequences could occur for the affected prospect or studentathlete ­ temporary or permanent loss of eligibility for par cipa on and repayment of the value of any benefits received for the university ­ penal es imposed by the ncaa which could include but not be limited to fines loss of scholarships reduc on in recrui ng opportuni es proba on for the involved booster ­ disassocia on meaning the revoca on or loss of any athle cally related benefit or privilege conferred on that individual by south alabama including the opportunity to purchase ckets belong to a booster club associate with the athle cs department or a end games q is it permissible for a booster to provide meals to a studentathlete a a studentathlete may receive an occasional meal from an athle cs representa ve on infrequent and special occasions under the following condi ons [a the meal is provided in the booster s home as opposed to a restaurant or at an oncampus facility that is regularly used for home compe on [b the meal is restricted to infre quent and special occasions and [c the meal is preapproved by the athle cs de partment q is it permissible for a booster to employ a studentathlete a yes a studentathlete may receive employment income during the academic year and summer employed studentathletes may be compensated only for work actual ly performed and at a rate commensurate with the going rate in that locality for similar services boosters seeking to employ an enrolled studentathlete must re ceive prior approval from the athle cs department q may a studentathlete make a public appearance at a business establishment for any purpose such as signing autographs a no such appearances can be construed as a direct or indirect endorsement of the commercial establishment thus jeopardizing the eligibility of the studentathlete it should be noted that studentathletes may make appearances at schools hospitals or other nonprofit or charitable organiza ons provided they do not receive compen sa on and such ac vi es are authorized by the athle cs department q may a booster provide an award to a studentathlete for his or her athle cs per formance a no all par cipa on awards must conform to ncaa awards legisla on and must be approved by the athle cs department 6
