4 www.nuffic.nl 1 introduction country-specific criteria next to the general eligibility criteria an embassy or consulate may develop its own country-specific criteria these reflect the preferences of the embassy or consulate for certain applications these criteria can be of influence on the selection process for these reasons candidates are advised to check at the embassy if country-specific criteria apply nfp sub-programmes this brochure gives information on the criteria deadlines and procedures of the netherlands fellowship programmes nfp at the moment the application and selection procedures of the netherlands fellowship programmes are undergoing some major changes the current procedures will be phased out as a result during the phase-out period two sets of application and selection procedures will co-exist and consequently this brochure has two parts part 1 describes the application and selection procedures and the courses programmes and activities for which these are valid the short courses under part 1 have a fellowship application deadline embassy deadline of 1 october 2010 or 1 december 2010 the master s degree programmes under part 1 have a fellowship application deadline embassy deadline of 1 october 2010 part 2 describes the application and selection procedures and the courses programmes and activities for which these are valid the short courses under part 2 have a fellowship application deadline of 1 february 2011 1 may 2011 or 1 october 2011 the master s degree programmes under part 2 have a fellowship application deadline of 1 february 2011 or 1 may 2011 candidates who wish to apply for an nfp fellowship are advised to read all information carefully and take good notice of the criteria deadlines and procedures please check our website www.nuffic.nl/nfp for the most current information the nfp offers the following options individual fellowships for ­ short courses ­ master s degree programmes ­ phd studies subsidies for nfp alumni activities ­ refresher courses ­ naa start-up grants ­ co-financing of nfp alumni activities for each of the sub-programmes a separate section in this brochure provides information about eligibility application and selection procedures and deadlines gender policy the dutch policy regarding development cooperation gives specific importance to gender and sexual reproductive health and rights the nfp gives attention to this gender policy by highlighting the extent to which gender is part of the courses and programmes on the nfp course list there are four categories 1 the subject of the programme is gender-oriented e.g gender in 1.1 general the netherlands fellowship programmes nfp are fellowship programmes initiated and fully funded by the dutch ministry of foreign affairs under the budget for development cooperation aim nfp the overall aim of the nfp is to help alleviate qualitative and quantitative shortages of skilled manpower within a wide range of governmental private and non-governmental organizations this by offering fellowships to mid career professionals to improve the capacity of their employing organizations the need for training has to be evident within the context of an organization this implicates that applicants have to be nominated by their employers applications without employer support are considered not eligible the programme title 2 the programme contains several compulsory modules dealing with gender dimensions 3 gender-oriented modules are available but not compulsory the programme content is not explicitly gender-oriented and no attention is paid to gender 4 the subject of the programme is not gender-oriented it is not possible to include gender-oriented modules the fellowship target group the nfp is targeted at mid-career professionals who are nationals of and working and living in one of the 60 nfp countries see annex 4 for an overview candidates from sub-saharan africa women and members of priority groups and/or marginalized regions are specifically invited to apply for an nfp fellowship this because 50 of the available fellowships will be awarded to females and 50 of the available budget will be awarded to candidates from sub-saharan africa beside this candidates from priority groups and/or marginalized regions to be defined by the embassies are explicitly invited to apply the fellowship can cover the costs of tuition fees visas travel insurance and thesis research as specified in the nfp booklet `rules and regulations for fellowship holders this booklet can be downloaded at www.nuffic.nl/nfp different conditions may apply to e-learning courses or e-learning programmes these conditions are also listed in the rules and regulations booklet an nfp fellowship is intended to supplement the salary that the fellowship holder should continue to receive at least partially during the study period the allowance is considered to be a contribution towards the cost of living for one person whether in the netherlands or in another country it should be noted that nfp allowances are not sufficient to support family members either in the home country or in the netherlands.

the netherlands fellowship programmes nfp 2011-2012 5 programmes nuffic drafts the lists of programmes and courses for which nfp fellowships can be used nuffic also selects candidates for phd fellowships and evaluates proposals for refresher courses an nfp fellowship is granted for the duration of the programme whilst the individual candidates are selected for a fellowship the grants are awarded to the dutch higher education institutions to enable the fellowship holders to pursue the chosen subprogramme there are restrictions to the total number of fellowships candidates can receive candidates are not eligible for a fellowship if a candidate applying for ­ an nfp master s degree fellowship has already received an nfp fellowship for a master s degree ­ an nfp phd fellowship has already received an nfp-phd fellowship ­ an nfp sc fellowship has already received two nfp sc fellowships or has a year prior to the application already received an nfp sc fellowship in addition a candidate employed by one of the following organizations is not eligible ­ multinationals ­ un-organizations ­ world bank ­ imf ­ a bilateral or multilateral donor organization ­ a large national commercial organization dutch institutions the dutch institutions involved in the nfp are higher education institutions or other organizations in the netherlands specializing in transferring knowledge and skills at a post-secondary level the master s degree programmes and short courses listed in this brochure and the phd study programmes are all offered by dutch institutions these have been assessed on their capacity to receive and teach students or professionals from various backgrounds the institutions assess whether applicants are academically qualified to take part in a particular programme course or training they administer the nfp fellowships for all four sub-programmes they also arrange the logistics and provide guidance for fellowship holders for all matters concerning their fellowship the fellowship holders must contact the relevant dutch institution 1.3 more information up-to-date information can be found at www.nuffic.nl/nfp in some countries applications have to be submitted to the netherlands embassies through a local government organization therefore nuffic strongly advises candidates to contact the embassy or consulate in their own country before they start the nfp application procedure regional programmes and courses the nfp course list also contains master s degree programmes and short courses that take place either fully or partly in one of the nfp countries for example joint or double degree programmes in these cases the dutch institution and its partner institution in the nfp country jointly deliver the programme these programmes and courses are open to all candidates as long as the programme course is relevant to the candidate s employing organization and country a list of available websites of netherlands embassies can be found in annex 2 1.2 parties involved ministry of foreign affairs the ministry of foreign affairs fully funds the netherlands fellowship programmes under the development cooperation budget netherlands embassies and consulates the netherlands embassies and consulates assess all applications for fellowships for master s degree programmes short courses and phd studies and can formulate specific recommendations for further processing they apply the general eligibility criteria in addition they may define a policy with country-specific criteria appropriate to the local situation nuffic nuffic is the netherlands organization for international cooperation in higher education 1 as an independent non-profit organization based in the hague the netherlands nuffic supports internationalization in higher education research and professional education in the netherlands and abroad and helps to improve access to higher education worldwide the nfp programmes are managed and administered by nuffic nuffic guides the candidate selection process for fellowships for master s degree programmes short courses and phd 1 see www.nuffic.nl for detailed information about nuffic and its mission tasks and activities.

the netherlands fellowship programmes nfp 2011-2012 7 part 1 the application and selection procedures of the netherlands fellowship programmes are undergoing some major changes this part of the brochure contains information about the nfp sub-programmes master s degree programmes short courses and phd and lists the master s degree programmes and short courses to which the current procedures apply the master s degree programmes have a fellowship application deadline embassy deadline of 1 october 2010 and the short courses a fellowship application deadline embassy deadline of 1 october 2010 or 1 december 2010 the current procedures will be phased out for information about programmes and courses with a fellowship application deadline of 1 februari 2011 1 may 2011 or 1 october 2011 and the corresponding procedures please refer to sections 5 6 7 and 8 of this brochure.

8 www.nuffic.nl 2 fellowships for phd studies ­ have completed and submitted an nfp phd study application form including all the required documentation before the fellowship application deadline ­ be employed in an area to which the phd study will make a relevant contribution ­ have a clear-cut functional relationship with a relevant organization and be in a position to introduce the newly acquired skills and knowledge into that organization ­ be available full-time to pursue the phd without interruption and be physically and mentally able to take part in the entire programme ­ endorse the objective and the aim of the nfp the aim of the nfp cannot be reached if the fellowship holder does not return to his or her own country nuffic would like to urge fellowship holders to return to their home country upon finishing the course or programme to meet the nfp aim in the most effective way ­ comply with the country-specific criteria set by the netherlands embassy for more information please contact the netherlands embassy or consulate phd degrees can be pursued at 21 dutch universities and institutes for international education a list of these universities and institutes together with their addresses and websites can be found at the end of this section the maximum duration of a phd fellowship is four years the maximum nfp budget available for a phd study is 85,000 this amount is intended as a contribution towards the cost of living and to cover the costs of visas travel insurance and so on as specified in the nfp booklet `rules and regulations for fellowship holders this booklet can be downloaded at www.nuffic.nl/nfp phd students are allowed to seek alternative sources of funding 2.1 eligibility a candidate applying for an nfp fellowship for a phd degree programme must ­ be a mid-career professional with at least three years work experience ­ be a national of and working and living in one of the developing countries on the nfp country list valid at the time of application see annex 4 ­ be nominated by his or her employer who pledges to continue paying the candidate s salary and guarantees the candidate will be able to return to the same or an equivalent position after the termination of the fellowship period 2 ­ submit an admission letter by the board of deans or any other decision making board or committee of the dutch educational institution stating that the candidate has been unconditionally admitted to a dutch institution as a phd student this means that the applicant must have met all the academic requirements set by the dutch university or institute see 2.2 ­ not already have received an nfp phd fellowship ­ not be employed by · multinationals · · · · · un-organizations world bank imf a bilateral or multilateral donor organization a large national commercial organization 2.2 fellowship application procedure as stated above to be eligible for an nfp fellowship candidates need to be admitted as a phd student by one of the dutch institutions mentioned under section 2.4 obtaining admission as a phd student applicants first apply for admission directly to the dutch institution of their choice applications should always be directed to the dutch institution senior academic staff or a specific phd committee decides if an applicant will be accepted usually the assessment is based on the research proposal submitted by the applicant the dutch institution assesses the application and decides whether or not to admit the applicant as a phd student candidates will receive a letter informing them if they have been admitted nuffic has no part in the academic application process admission must be unconditional in terms of the candidate s education and language proficiency admission may be granted conditionally subject to the candidate finding suitable funding for the study candidates are strongly advised to apply as early as possible for admission to the dutch institution to allow these institutions enough time to process all the applications for admission in time ­ offer evidence that he or she is sufficiently skilled in speaking and writing in the language of communication during the phd which may be english french or spanish if this is english candidates who have received their tertiary education in any language other than english must provide evidence in the form of a score in an internationally recognized test such as ielts a score of at least 6.0 or toefl a score of at least 550 points on the paper-based test or 213 points on the computer-based test or 79 on the internet-based test an exception to this rule is made for candidates who have received their tertiary education in english and for candidates who have previously attended a course or programme at a dutch educational institution in this language but no longer than two years ago ­ offer proof that the phd will be pursued according to a `sandwich or `picnic model which means that a large portion of the phd research will take place in the candidate s home country after receiving their letter of admission candidates can apply for an nfp fellowship by submitting a completed nfp phd fellowship application form to the netherlands embassy or consulate in their 2 partial payment of salary may sometimes be allowed as an exception to the rule it is up to the netherlands embassy to decide if an agreement between the employer and the candidate about partial continuation of payment of salary is acceptable it should be noted however that the nfp allowances are not sufficient to support family members either in the home country or in the netherlands academic application deadline the academic application process for a phd study is an individual track candidates who wish to be admitted as a phd student have to check with the dutch institution if an academic application deadline applies applying for an nfp fellowship a candidate can apply for a phd fellowship only after a research proposal has been agreed between the candidate and the dutch institution 2 fellowships for phd studies

the netherlands fellowship programmes nfp 2011-2012 9 academic application deadline to be checked with dutch institution fellowship application deadline embassy deadline 1 october 2010 own country accompanied by the necessary documentation the application should be submitted well before the deadline for applications set by the embassy or consulate see annex 3 the application form can be downloaded at www.nuffic.nl/nfp the form can also be obtained from the netherlands embassy or consulate some embassies require applications to be submitted in duplicate in some countries applications have to be submitted to the embassies through local governmental organizations candidates are advised to check any local regulations with the netherlands embassy in their country fellowship applications received after the fellowship application deadline are not considered what happens after an application is submitted the embassy or consulate assesses the application against the eligibility criteria listed above and against the country specific policy the embassy or consulate then forwards an application that meets all the eligibility criteria to nuffic candidates should not send their fellowship application forms directly to nuffic or to the dutch institution but forward them to the netherlands embassy or consulate in their own country candidates can only apply for a fellowship for one phd study per fellowship application deadline being admitted to more than one phd study with the same fellowship application deadline means that candidates will have to choose one study before applying for a fellowship if a candidate submits more than one application per fellowship deadline for a study in the same application deadline the last received application will be regarded as valid excess applications will be regarded as not received 2.3 selection procedure first nuffic selects the candidates who will receive phd fellowships based on the relevance of the proposed research and the available funding for the candidate s employing organization and home country nuffic gives priority to applications which ­ propose that the research project be co-supervised by an institution in a developing country ­ have a proven link with other activities that are financed by the nfp or by other dutch government-funded activities ­ are submitted by female candidates ­ are submitted by candidates from sub-saharan africa nuffic informs the candidates who are not eligible or not selected as well as the netherlands embassy and the dutch institution of its decision the dutch institution informs all selected candidates about the outcome through the netherlands embassy in their home country finally nuffic awards the grant covering the fellowship holders costs including the tuition fees to the dutch institution the dutch institutions make the logistical arrangements and pay each fellowship holder a monthly allowance for the duration of the phd study they also administer the fellowships and give guidance to the fellowship holders what does an nfp phd fellowship application consist of ­ a completed nfp phd fellowship application form ­ an original letter from the host institution in the netherlands stating that the candidate has been accepted to enrol as a phd student ­ if the language of communication during the phd is english the official result of an english language test toefl or ielts this requirement does not apply to ­ candidates whose native language is english ­ candidates who have received their tertiary education in english ­ candidates who have previously successfully comleted an english-taught course or programme at a dutch educational institution within the last two years ­ a letter from the candidate s employer endorsing the candidates study plans and guaranteeing that while the candidate is absent the salary will continue to be paid and his/her job will be held ­ a copy of a valid passport or other official identity document ­ certified copies of educational records if requested by the embassy or consulate ­ one current photo if requested by the embassy or consulate ­ a copy of the birth certificate if requested by the embassy or consulate fellowship application deadline this deadline indicates the latest date that the embassy or consulate will accept applications for an nfp fellowship phd applications have the following application deadlines for research projects that start between 1 january 2011 and 31 august 2012 ­ 1 october 2010 ­ 1 february 2011 ­ 1 october 2011 the fellowship application deadline of 1 october 2010 follows the current nfp application and selection procedures the fellowship application deadline of 1 february 2011 and 1 october 2011 will fall under the new application and selection procedures please consult section 5 of this brochure for more information 2 fellowships for phd studies

are offered by education institutions in the netherlands the institutions provide professional training at postsecondary level in several fields of study the courses lead to a dutch certificate or a diploma and their duration varies from two weeks to twelve months the list of selected short courses can be found at the end of this section on page 14 please note that this is a provisional list and that information is subject to change please regularly check the nuffic website for the latest information www.nuffic.nl/nfp ­ be employed in an area to which the study will make a relevant contribution ­ have a clear-cut functional relationship with a relevant organization and be in a position to introduce the newly acquired skills and knowledge into that organization ­ be available for be english french or spanish if this is english candidates who have received their tertiary education in any language other than english must provide evidence in the form of a score in an internationally recognized test such as ielts a score of at least 6.0 or toefl a score of at least 550 points on the paper-based test or 213 points on the computer-based test or 79 on the internet-based test an exception to this rule is made for candidates who have received their tertiary education in english and for candidates who have previously attended a course or programme at a dutch educational institution in this language but no longer than two years ago ­ have completed and submitted an nfp short course application form including all the required documentation before the fellowship application deadline 3.2 fellowship application procedure as stated above to be eligible for an nfp fellowship candidates need to be admitted by a dutch institute to the short course for which they would like an nfp fellowship obtaining academic admission to a short course applicants first apply for admission directly to the dutch institution that offers the short course of their choice the dutch institution assesses the application and decides whether or not to admit the applicant to the short course candidates will receive a letter from the institution informing them if they have been admitted nuffic has no part in the academic application process admission must be unconditional in terms of the candidate s education and language proficiency admission may be granted conditionally subject to the candidate finding suitable funding for the course candidates are strongly advised to apply as early as possible for admission to the dutch institution to allow these institutions enough time to process all the applications for admission in time academic application deadline this indicates the latest date that the dutch institution will accept applications from candidates who also wish to apply for an nfp fellowship the academic application deadlines for admission to short courses vary per course and can change throughout the year for this reason candidates are advised to contact the dutch institution directly for up-to-date information occasionally the dutch institution s deadline for applying for admission to a course is later than the nfp deadline for fellowship applications nevertheless to be eligible for an nfp fellowship candidates need to be admitted to the short course for which they would like to receive an nfp fellowship on the short courses overview section 3.4 the academic application deadline is listed for each entry applying for an nfp fellowship 3 partial payment of salary may sometimes be allowed as an exception to the rule it is up to the netherlands embassy to decide if an agreement between the employer and the candidate about partial continuation of payment of salary is acceptable it should be noted however that the nfp allowances are not sufficient to support family members either in the home country or in the netherlands after receiving their admission letter candidates can apply for an nfp fellowship by submitting the netherlands fellowship programmes nfp 2011-2012 13 application should be submitted well before the application deadline set by the embassy or consulate see annex 3 the application form can be downloaded at www.nuffic.nl/nfp the form can also be obtained from the netherlands embassy or consulate some embassies require applications to be submitted in duplicate in some countries applications have to be submitted to the embassies through local governmental organizations candidates are advised to check any local regulations with the netherlands embassy in their country candidates should not send their fellowship application forms directly to nuffic or to the dutch institution but forward them to the netherlands embassy or consulate in their own country candidates can only apply for a fellowship for one course per fellowship application deadline being admitted to more than one course with the same fellowship application deadline means that candidates will have to choise one course before applying for a fellowship if a candidate submits more than one application per fellowship deadline for a course in the same application deadline the last received application will be regarded as valid excess applications will be regarded as not received the dutch institutions then select the candidates who will receive a fellowship they will notify all candidates directly of their selection after nuffic s approval the dutch institutions will apply for a grant finally nuffic awards the grant covering the fellowship holders costs including the tuition fees to the dutch institution the dutch institutions make the logistical arrangements and pay each fellowship holder a monthly allowance for the duration of the short course they also administer the fellowships and provide guidance to the fellowship holders fellowship applications received after the fellowship application deadline are not considered what happens after an application is submitted the embassy or consulate assesses each application against the eligiblity criteria listed above and against the country specific criteria the embassies and consulates then forward the fellowship applications that meet all the criteria to nuffic 3.3 selection procedure first nuffic decides how many fellowships will be available for each course the allocation of fellowships to the various courses is based on the number of eligible fellowship applications for each course and on the available funding what does an nfp short course fellowship application consist of ­ a completed nfp short course fellowship application form ­ an original letter from the host institution in the netherlands stating that the candidate has been admitted to an eligible short course ­ if the language of communication during the course is english the official result of an english language test toefl or ielts this requirement does not apply to ­ candidates whose native language is english ­ candidates who have received their tertiary education in english ­ candidates who have previously successfully completed an english-taught course or programme at a dutch educational institution within the last two years ­ a letter from the candidate s employer endorsing the candidate s study plans and guaranteeing that while the candidate is absent the salary will continue to be paid and that his/her job will be held ­ a copy of a valid passport or other official identity document ­ certified copies of educational records if requested by the embassy or consulate ­ one current photo if requested by the embassy or consulate ­ a copy of the birth certificate if requested by the embassy or consulate fellowship application deadline this indicates the latest date that the netherlands embassy or consulate will accept applications for an nfp fellowship the short courses listed on the nfp course list 2011-2012 part 1 have two fellowship application deadlines embassy deadline academic application deadline see section 3.4 fellowship application deadline embassy deadline 1 october 2010 1 december 2010 section 3.4 consists of an overview with academic application deadlines and fellowship application deadlines of short courses listed on the nfp course list 2011-2012 part 1 3 fellowships for short courses fellowship application deadlines 1 october 2010 and 1 december 2010
