director s message welcome to oregon bird hunting this year we are offering some new expanded hunting opportunities for you to enjoy first we have extended bird seasons to include more time and area for mountain quail and forest grouse mountain quail season will be open in eight eastern oregon counties including crook county after a decades-long closure and will close later to coincide with chukar and california quail seasons forest grouse hunters in eastern oregon will get an extra month to hunt through dec 31 second waterfowl opportunities will be good again this year waterfowl bag limits and seasons are once again in the federal liberal mode for ducks generally seven birds and 107 days and goose numbers are high we have increased bag limits for tillamook county and late season klamath county hunting plus a new late season hunt for white geese in malheur county not only is goose production strong up north but more and more of these birds are wintering in the willamette valley rather than in california recent estimates on wintering canada geese now exceed 250,000 and crop damage issues for landowners are escalating odfw was part of a goose control task force that recently put forth recommendations on reducing crop depredation due to increasing goose numbers hunters will continue to play an important role in helping to reduce agricultural losses it is not too early to start building landowner relationships that will allow hunting access later in the fall and winter third in addition to more birds and some longer seasons there will also be more youth opportunities to bird hunt including a new oregon hunter association oha youth chukar hunt in klamath county if you can t get your child grandchild or family friend to a youth hunt don t forget about the mentor youth hunter program myhp which allows kids from ages 9 to 13 to hunt without first passing hunter education so far nearly 6,500 kids have used this program you can now register for the myhp online or at any license sales agent in other game bird issues this year the department will be proposing new regulations making it easier for dog owners to train their hunting dogs and falconers their falcons these regulations will be up for consideration this winter the u.s fish and wildlife service recently listed greater sage-grouse as a candidate species for the federal endangered species act this year because it has been hard hit by habitat fragmentation and loss hunting of sage-grouse was not considered a primary threat we continue to closely track sage-grouse populations and because of the great cooperation we ve received from hunters who sent in wings and blood samples oregon will continue to have a season we all need to do our part to preserve the family tradition of hunting try not to pass up any opportunities to make a first-time memory whether that first turkey goose or chukar or the first flush or retrieve by your new dog opportunities to enjoy those firsts are out there for both new and experienced hunters as always we appreciate all you do as hunters to help maintain the hunting heritage of oregon thank you for being part of our country s greatest conservation community have a safe and wonderful bird season roy elicker director oregon department of fish and wildlife 3

game bird hunting license requirements all hunters licenses permits validations tags and controlled hunt applications can be obtained at license agents throughout the state online or through odfw s salem headquarters office by mail fax or in person every hunter must have in his or her possession a valid hunting license see below for specific category types see exceptions for youths participating in the mentored youth hunter program on page 7 no hunter may possess more than one valid oregon hunting license however for the purpose of acquiring preference points under the controlled hunts system and hunting big game a youth between the ages of 9 and 13 may hold both a free youth license and a juvenile hunting license annual hunting licenses are valid through dec 31 of each year hunts extending into the following calendar year require a new hunting license any hunter with a valid oregon or idaho license may hunt in the waters or on the islands of the snake river where the river forms the boundary between oregon and idaho all laws and rules of the respective states apply to hunt either the oregon side or the washington side of the columbia river a hunter must have a valid hunting license for the state in which he or she is hunting all laws and rules of the respective state apply game bird hunters must obtain a free hip harvest information program validation see page harvest information program hip be hip when you hunt in oregon what is hip hip stands for harvest information program do you hunt doves crows snipe ducks geese coot pheasant quail chukar hungarian gray partridge blue grouse or ruffed grouse in oregon if so you must be hip validated on your license before you go hunting when buying a hunting license you will be asked if you intend to hunt any game birds during the upcoming hunting seasons when answered yes you will then be asked a few simple questions about your hunting success last year when this process is completed your license will indicate that you are hip validated to legally hunt for crow you must answer yes to the question pertaining to those species and a separate validation for those species must appear on your license refer to the hip worksheet on page 44 that s it there is no cost to you why collect harvest information your participation in this program means that important information will be available to wildlife professionals to better manage oregon s wildlife resources hunter participation levels for all species of game birds are needed to assist in setting regulations and justify future hunting seasons how does hip work of the total group of hip certified waterfowl and other migratory game bird hunters the usfws will select necessary samples of hunters to participate in providing harvest information selected hunters will receive hunter record cards prior to hunting seasons or soon thereafter hunters will be asked to record their daily harvest of birds and return the completed record card at the end of the hunting season for upland game bird hunters odfw personnel select samples of hunters to survey these surveys will provide much more accurate harvest information than previous surveys and will make it possible to more accurately determine the status and needs of all our game bird resources thanks your cooperation is essential to responsible resource management and is greatly appreciated by all those who enjoy our game bird resources general hunting regulations for a complete copy of all state laws and federal regulations consult oregon administrative rules the oregon wildlife code and federal migratory bird hunting regulations hunt game birds except for crows see page 12 for more information on definitions by the use of records or tapes of bird legal federal hunt or shoot game birds with use of a and/or state laws federal regulations with rifles or handguns exception sink box or any other type of low floating provide that no permit is needed to control forest grouse can be hunted with any device having a depression affording the crows blackbirds cowbirds and magpies rimfire firearm hunter a means of concealment beneath when found committing or about to with a shotgun that can hold more the surface of the water commit depredations upon ornamental or than three shells drive rally or chase any game bird shade trees agricultural crops livestock with any shot larger than bb except for from any motor driven land water or wildlife or when concentrated in such steel shot no larger than f exception air conveyance or sailboat numbers and manner as to constitute no shot larger than no 2 or smaller a health hazard or other nuisance shoot game birds from or with the help than no 6 may be used for wild turkey federal regulations allowing such control of any motorboat or sailboat unless tracer shells may not be used to hunt however are complex and restrictive the motor has been shut off and/or sail game birds contact the law violation of ors 821.240 is a class b traffic violation baiting no person shall hunt game birds by aid of baiting or on or over a baited area where a person knows or reasonably should know that the area has been baited a baited area is considered to be baited for 10 days after complete removal of any bait baiting includes placing exposing depositing distributing or scattering of salt grain or other feed that could serve as a lure or attraction for game birds to on or over areas where hunters are attempting to take them disguising sex no person shall disguise the sex or kind of any game bird the feathered head must be left attached to all upland game birds in the field or while in transit the head or one fully feathered wing must be left attached to all waterfowl snipe doves and pigeons in the field or while in transit note private hunting preserves are excluded from this regulation further restrictions apply to the nw oregon permit goose zone see page 19 reporting harvested geese retrieval/waste all game birds killed or crippled must be retrieved immediately if possible and kept by the hunter in the field all crippled birds reduced to possession must be immediately killed waste means to allow any edible portion of any game bird to be rendered unfit for human consumption or to fail to retrieve edible portions except internal organs of such game birds from the field possession and transport maximum number of birds that a person may lawfully possess includes fresh frozen or otherwise processed in the field or in transit to place of permanent residence see pages 14-16 18 and 21 for possession limits game birds shipped or given to another person for transport during the season or within 48 hours after the season closes must be accompanied by a written note listing the number and kinds date killed name and address of possessor and signature address and hunting license number of the hunter birds transported more than 48 hours after the season closes must bear a shipping permit or metal seal of odfw shipping permits or metal seals are available at any odfw regional or district office and any oregon state police office field possession limit no taken and either a automobile or principal means of land transportation or b personal abode or temporary or transient place of lodging c migratory bird preservation facility d post office or e common carrier facility other restrictions no person shall hunt in areas closed by the state or federal government within city limits unless otherwise authorized or on school grounds public parks national monuments unless otherwise authorized cemeteries public rd or rd right-of-way or railroad right-of-way shoot from or across a public rd posted safety zone or railroad right-of-way take fur animals except in compliance with furbearing mammal regulations disturb or remove the traps of any licensed trapper from public lands use an artificial light for hunting any wildlife except raccoon bobcat and opossum provided the light is not cast from or attached to a motor vehicle this includes laser sights or any other sights which project a beam to the target this does not include battery operated
