ihs executive courses programme 2010 cost-benefit analysis of eu co-financed projects cba development projects often require huge investments in domains such as infrastructure human resources and technical know-how such investments obviously need to be carefully assessed beforehand the preparation of a cost-benefit analysis cba is one of the most important requirements for all investment projects eligible for european union eu funds it is also one of the most important tools in the programming period 2007 2013 not only for beneficiaries of eu funds but also for national and regional administrations such as managing authorities and intermediate bodies of eu co-financed programmes this course offers the skills needed to conduct a cba it applies the eu funding gap method to assess the economic and financial costs and benefits learning objectives on completion of the course participants will be able to conduct a cba for eu funding investment projects in the programming period 2007 2013 using the eu funding gap method target groups beneficiaries eligible under eu structural funds cohesion funds and ipa national regional and local administrations ngos agencies smes associations etc as well as managing authorities intermediate bodies consulting companies and other players in eu funding programmes and projects.

ihs executive courses programme 2010 preparing bankable public private partnership projects ppp for local governments worldwide the challenge is ensuring infrastructure and services are provided to citizens in the appropriate quantity and quality knowing how to leverage expertise and finance for investment in infrastructure and services is essential in recent years the trend has been for governments to work in partnership with the private sector however the process of preparing and putting projects out to bid is lengthy and complicated working together is not always easy either in fact the knowledge and skills necessary to prepare bankable and long-term sustainable ppp projects is often lacking within government bodies this course consists of the following elements theme 1 rationale the why what and how of public private partnerships themes include value for money risk sharing and leveraging finance for infrastructure theme 2 process examining the ppp process focusing on the phases ppp forms and tools used to structure a transaction theme 3 design i applying aspects of the design step-by-step to practise the tools used for decision making such as value for money assessments cost benefit analysis publicprivate comparator and the public-sector comparator theme 4 design ii structuring relationships with institutions and the finance for ppps form follows function theme 5 business case an exercise that takes participants through the steps of building a sound business case theme 6 negotiating tender strategies procurement models performance contracts payment mechanisms and output financing learning objectives on completion of the course participants will be able to rrrrrr prepare bankable public private partnerships projects discuss and analyse the various phases of ppp project design and development starting with project kick-off up to and including the tender and contract negotiation stage the international principles and standards that govern partnerships the practices used by countries with substantial experiences in ppp transactions the tools available to build a project that provides value for money and will attract investors the final output of the course will be a ppp business case target groups this two-week course is targeted at government officials policymakers and managers involved in setting up and executing public-private partnerships in different infrastructure sectors it is also targeted at consultants and members of the academic or development community who provide support to governments involved in ppps.
