ihs programme handbook 14 ihs programme handbook 15 1.4 professional exposure the msc programme addresses the day-to-day challenges of urban managers it builds on the professional exposure of its international staff and its partner institutes ihs staff has practical and academic experience in a variety and complementary fields of activities the most significant ones are decentralisation informal settlement upgrading local economic development urban poverty reduction public-private partnerships municipal finance solid waste management housingproject management inner city regeneration preparing and implementing local agendas 21 land management urban environment impact assessment housing policy and finance integrated urban infrastructure development action planning and strategic planning the programme consists of three periods the core period the specialization period and the thesis period both the core and the specialization period are broken down into months of four weeks comprising three weeks of lectures exercises and excursions followed by one week of self study and an examination or a paper important dates are given in the table in the next chapter please note that the programme is very dense and will take up most of your time important dates

ihs programme handbook 24 ihs programme handbook 25 3.3 linking theory to practice the unique feature of the msc programme is the link between theory and practice the practical focus of ihs is combined with the urban research of erasmus university rotterdam lund university in sweden and lincoln institute of land policy in the usa participants will receive lectures combined with working groups best practices discussions field visits and fieldwork participants will write a thesis on a topic of their choice the combination of training methodologies reinforces the link between theory and practice the link between theory and practice is reflected in the academic development and skills development streams activities the msc programme 3.5 programme structure obligatory and optional courses the programme is structured in a core period of 4 months a specialization period of 4 months and a thesis period of 3 months the core period comprises courses that introduce key issues of urban management and development based on an insight into urban problems innovations paradigms and trends around the world in lectures workshops and fieldwork participants learn to analyze urban challenges and policies from various perspectives the last month of the core period month 4 introduces research methods and techniques the specialization period starts in month 5 and comprises of six different specializations housing development strategieshds land development strategies lds urban and regional development strategies urds urban environmental and infrastructure management ueim managing urban governance mug and urban social development usd during month 4 participants must select a specialization the specialization period consist of four months of two courses each eight courses in total each course is 3 ects 24 ects in total the chosen specialization consists of four courses 12 ects the remaining courses are optional and are equal to a course from a specialization other than the chosen one table 5 illustrates how the schedule for the specialization period of a participant that chose land development strategies might look table 5 example of a specialization period choice chosen specialization land development strategies lds month 5 month 6 month 7 month 8 lds 1 compulsory urds 1 optional lds 2 compulsory hds 2 optional lds 3 compulsory mug 3 optional lsd 4 compulsory mug 4 optional 3.4 stuctures of the msc programme the programme is structured into months each month is divided into courses courses consist of sessions see table 1 credits european credit transfer system credits indicate and balance the workload of courses they are expressed in european credit transfer system ects one ects is 28 study hours this is an average workload as some participants may require more and others less time the majority of the courses are 3 ects the msc programme has 72 ects in total months one month is 6 ects and comprises of two 3-ects courses or three 2-ects courses a month comprises of four weeks three weeks are devoted to lecturing and one week is used for preparing and taking courses examinations courses courses are the building blocks of the months of the msc programme each course is divided into sessions sessions address one topic and include classroom lectures individual and group exercises and reading material the minimum size of a course is 2 ects 56 study hours in general courses are 3 ects 84 study hours the standard structure of a 3-ects course is as follows r 12 classroom sessions of 1.5 hours r maximum number of study hours per course 84 hours r contact hours 16 hours self study hours 68 hours r exam of 2 hours course coordinators may use another division between classroom and self-study if this improves quality they can add exercises excursions group work and/or fieldwork but preferably within the mentioned prescribed hours each course is managed by two course coordinators course coordinators are responsible for the content and quality of the course after finishing month 8 the thesis period starts during month 9 participants will present their first research proposal idea in colloquium i and start preparing for fieldwork once the proposal is approved by the supervisor the participant can start fieldwork after returning from fieldwork in month 10 the participant will present his/her research findings in colloquium ii month 11 is used to conclude writing the thesis which will be submitted at the end for its defence during the final period.

tools it provides the experience of working creatively to develop problem oriented and integrated plans within a policy environment the course combines an introduction to the roles of policy and planning and illustrates their application through examining cases both sectoral and intersectoral a participative exercise is used both to cement understanding and to learn essential thinking and local government institutions and how they differ from systems in several other countries r explain the descriptive aspects of an institutional analysis of local governments finance and how to use it module examines local government finance in the context of the present nearly universal policies aimed at increasing the autonomy of local governments and strengthening their decision-making capabilities the module analyzes the structure and operation of government systems in developing and transitional economies with a particular focus on local governments it is understood that most government services that affect everyday life are provided and largely financed by government federal central state regional and local these include police fire protection public education sanitation and refuse removal street and road maintenance water supply recreation and environmental protection in this part of the module we will explore how governments make decisions about what services to provide and decisions on how to finance them particular attention will be paid to the fiscal architecture and relationships between federal state and local governments we will explore the ways in which federal and state governments attempt to influence local government behaviour and how local governments respond to the financial incentives and regulations imposed by higher-level governments key topics include the role of decentralization in national economic reform programmes the potential impact of decentralized governments on urban areas cities the determination of optimal arrangements for sharing fiscal responsibilities among levels of governments evaluation of local revenue and expenditure discretion and assessment of prospects and options for intergovernmental fiscal reform the
