kenya news gtz staff magazine 1 10.2010 here we go in the words of a chinese philosopher lao-tze a journey of a thousand miles starts with a single step this is the first internal newsletter for gtz staff it is the beginning of a long challenging and interesting journey ahead the newsletter brings up to date information about programmes and projects it is a medium for communication amongst international and national staff members everyone will be and is welcome to send in their contributions from what is happening in the projects and programmes reference materials informative website addresses poetry and some development jokes other information to add color will be additions to the gtz family either by employment internship or birth and by marriage as this is the first newsletter there are many ideas that you may have however by getting feedback from all of you we shall improve on the content in the future issues this will be a bi-monthly newsletter and we shall also be sharing it with our partners fungua roho yako ongea enjoy your read irene irene.maweu@gtz.de a word from the country director dear colleagues back home in germany we have a saying do good things and talk about it although the idea of spreading information about gtz kenya is not new ­ new is that we now have a clear overall communication concept and strategy we have updated material about german development cooperation and about gtz we will continue to distribute news about the impact of our work and beside utilizing printed and inter intranet media we will intensify our presence in local and international media as well all this to let the world know more about gtz and the impact we create for the people of kenya to talk about the good things we do gtz kenya is a success story during the recent government to government negotiations end of september here in nairobi it was decided to increase gtz funding from our major client the german federal ministry for economic cooperation and development for the next three years we doubled our annual turnover during the past two years and we attract other donors to contract gtz so we will continue to grow and the upcoming merger with ded and inwent will strengthen the position of german development technical cooperation in kenya new colleagues will join gtz kenya the challenge we face in this context is to keep ourselves informed about gtz kenya our management structure provides the information exchange platform of the gtz kenya expert assembly ­ but just twice a year this staff news letter will be one tool to fill the gap the idea is to inform all of us about actual developments within gtz kenya about our work in programs and projects about relevant developments events and social occasions ­ about the good things we do i kindly invite you to participate whenever you have information about your work to share with our colleagues please let us know whenever you want to spread information about the good things you do talk about it we will print it hendrik linneweber nairobi 13th of october 2010 page 1

kenya news gtz staff magazine 10.2010 main features gtz programme news pg 1 a word from the country director programme news wsrp programme news psda programme news gogosjp interview a time to reflect back and strategize ahead water sector reform programme wsrp from the sessions the staff members were able to identify deliverables of the program in terms of output generated from the support at the partner institutions ways in which the output has been and is being used by the partner institutions the milestones achieved and the impact of the support to the target group at the retreat discussions also looked at the program management in the upcoming fourth phase which is to commence in the year 2011 this discussions included learning and innovation the discussions also included areas such as capacity works performance and impact monitoring and capacity building for sustainable development as we all know a retreat is never complete without creating room for some fun and play the team had the pleasure to indulge themselves in a game of football with two capable teams made up of mixed gender the competition was fierce at one point it was felt that both teams were going to come out with a draw but as is the rule of the game there always has to be the winners and the losers and such was the case this time one team proved to be faster on their feet than the other with two days well spent the team returned to their normal routine the following week feeling refreshed rejuvenated and inspired to work more effectively and efficiently this is why the wiseman said `a change is always better than a rest pg 2 pg 3 pg 4 pg 5 pg 6 new gtz project aem gtz training easbricom picture speak pg 7 pg 8 as the third phase of the water program comes to an end it was deemed appropriate to pause and take stock of the progress made this far for this reason a two day staff retreat was organized at the kcb leadership centre from 25th to 26th march 2010 the retreat provided a relaxing avenue and forum for team building where experience gained during the program duration was exchanged lessons learnt were identified and proposals were made on how best the working environment could be improved in order to increase effectiveness and efficiency in service delivery different groups were formed to facilitate focused discussions on specific issues that concerned the program s support to its partners the separate sessions which included the support to the ministry of water and irrigation water services trust fund water services regulatory board and water resources management authority were defined along the components of the program the support staff also had their separate session on improvements and improvement and gave their feedback to the national supervisors thereafter a plenary session was convened where the deliberations from the sessions were then shared and improved on further pg 9 12 home news pg 13 gtz regional news icglr gtz featured programme gtz special project reap new appointments security tips pg 14 pg 15 pg 16 pg 17 page 2

kenya news gtz staff magazine 10.2010 gtz programme news promotion of private sector development in agriculture small invention ­ great impact three stories how energy saving stoves can change people s lives mary sayo is excited a young mother of five has just been told that she will be interviewed about her new jiko kisasa she asks us to give her some time to change clothes jiko kisasa and rocket stoves are energy saving stoves that psda is promoting since 2006 in kenya about 90 of rural households use firewood as main source for cooking to date kenya is experiencing many effects of environmental degradation such as deforestation and soil erosion high energy costs have also contributed to high food prices and general rise in inflation in order to reduce these problems psda in collaboration with other development partners initiated promotion of improved energy stoves advantages spending less firewood does not only save time and money for the user it also contributes to reduce deforestation and hence to conserve the environment psda promoted stoves use up to 60 less fuel wood than traditional stoves in one year every jiko saves more than one ton of firewood and thus two tons of greenhouse gas emissions in total over one million tons of firewood are saved annually equal to over 55,000 hectares of forest stove production is however not only a business for low scale production the most impressive example in whole kenya is probably the story of charity and kenneth gachanja the married couple started constructing stoves in 1996 but the business was barely profitable and production at a very low level this changed when psda started to promote energy saving stoves in murang a district and to organize trainings in quality stove production entrepreneurship or organizational development standing on their ground about 4 years later it is hard to believe that charity and kenneth once lived in a small mud house and struggled to pay the school fees for their four children margaret tanin conducting stoves construction training for psda mary sayo is cooking with her new jiko kisasa 20 minutes later mary is back beautifully dressed in her traditional maasai clothes she invites us into her house and starts to prepare some tea ­ with her new jiko kisasa the 18th of february was a very special day for me mary remembers on this day the jiko was installed in my house by september 2010 over 1.1 million improved energy stoves were installed in the whole country the success of the project lies in the comparative advantage of these stoves over traditional `three stones stoves i love my new jiko it uses much less firewood produces less smoke and cooks much faster marry rightly summarizes the three main to achieve sustainability and further up-scaling of the project psda is training stove producers installers and marketing groups in this way the project creates employment opportunities especially for young people in total more than 5000 individuals are now pursuing income generating activities either by producing installing or promoting environmentally friendly stoves many of them are women like margaret tanin who is working as a jiko kisasa trainer in kajiado north district she has started her new job five months ago and has already trained over 70 people in stoves construction when she is not conducting trainings for psda margaret also privately installs jiko kisasa for other families for which she earns between kshs 100 and kshs 300 enough money to pay for food clothes and the school fees for her six children i am proud of my work because it makes people happy she answers when we ask her what she likes most about her new job charity and kenneth gachanja infront of their produced stoves they currently produce 15,000 stoves for a unhcr project we had to employ more workers and to contract other stove producer in order to meet the demand says charity they currently employ 35 people 15 of them as permanent staff stove production has proved to be a very lucrative business for the gachanja family they sell their stoves for kshs 650 while production costs are only kshs 300 per stove charity and kenneth now live in a nice stone house own a lorry and seven cows and send their children to good schools one recently graduated from college if i consider from where we started i still can t believe it says charity a bit thoughtful but then quickly adds but we still want to expand page 3

kenya news gtz staff magazine 10.2010 gtz programme news social justice project eldoret peace race 2nd edition this was a very colorful event held in eldoret on sunday 19th september,2010 as part of the celebrations to mark the international day of peace the event rallied upto 1,000 athletes from north rift kenya around the need to pursue peace and reconciliation in the region following the disastrous post elections violence that rocked the region alongside the marathon gtz funded a hiv and aids counselling and testing centre encouraging athletes and other participants to get tested and know their status.204 clients were tested on the day the event was supported by social justice project in partnership with the national cohesion and integration commission ncic all athletes and spectators read out loud the pledge to commitment to peace to close the event road to cohesion tv show these are television talk shows in key regions in the country nairobi eldoret nakuru kakamega nyeri kitui isiolo garissa kisumu and mombasa aimed at sustaining the conversation from tribalism to kenyanism and developing values and ethics for national unity on 25th september 2010 the social justice project had the honor of hosting the german ambassador h.e mrs m hellwig-boette and bmz delegation to observe in the show in kisumu and experience the conversation on tribalism with the national cohesion and integration commission ncic and the kisumu city locals page 4 ambassador mrs margit hellwig-boette of the german embassy speaking to participants in kisumu

kenya news gtz staff magazine 10.2010 interview up close and personal with mr kelvin khisa q what does the aem seek to achieve the aem aims at promoting intraafrican and international trade through eco-labelling and also enable african economies to adapt to the changing climate african economies are among the most heavily affected by the detrimental effects of climate change such as prolonged droughts and flooding the aem will establish a recognition or endorsement system for sustainability standards that will function as a quality assurance mechanism a set of threshold criteria will be defined including ecological social and climate-relevant requirements as well as credible implementation mechanisms national and international standard systems fulfilling these requirements will be able to use the aem label alongside theirs the selected priority sectors of aem will be forestry fisheries tourism and agriculture additional sectors will be brought on board in the future q what are the unique selling propositions of the aem focus on africa this aspect of the usp covers mainly two dimensions first the aem s objective is specifically focused on promoting sustainable african products and enabling their access to international markets and recognition in national markets second the aem is a truly african initiative hosted by arso run under the auspices of the au and including major african political economic and social stakeholders in its governance bodies thus the aem will actively contribute to developing an african brand reshaping the image of african products and their environmental profile focus on the inclusion of ambitious climate-relevant criteria african economies are among the most heavily affected by the detrimental effects of climate change therefore sustainability criteria adapted to the african context will have to comprise climate-relevant criteria which support african producers to adapt to climate change and take active part in mitigation efforts against this background the aem creates incentives and supports national and international standard systems to include climate-related criteria into their standards inclusion of ecological and social threshold criteria the aem s principal objective is opening sustainable african products access to international markets therefore it is decisive to define ecological and social threshold criteria that ensure both a sound credible and transparently communicated level of sustainability as well as the promotional effect through eco-labelling q where were you working before joining aem before joining gtz i was working as the deputy director of the kenya national cleaner production center kncpc kncpc is a creation of the government of kenya through kirdi and the un family undp unep and unido the centre promotes resource use efficiency and cleaner production waste minimization among kenyan businesses sustainable consumption and production of natural resources is what gives credibility to eco-labelling programs q what made you apply for this job i applied for this job because i believe that eco-labelling enables a consumer to use his purchasing power to dictate on what producers and suppliers should do so as to conserve the environment consumers can make better and more rational decisions when provided with better information about the environmental impact of their purchasing power through eco-labelling mr kevin khisa ceo eco-labeling mechanism aem q how old are you i am 41 years old q are you married children i am married with three children two girls and a boy q when and why did you start working for eco labeling mechanism i did start working with the african eco-labelling mechanism aem as an executive manager in july 2010 before this i was managing a unep/eu sponsored program entitled enabling developing countries to seize ecolabelling opportunities that enabled me to have a deeper understanding and appreciation of what eco-labelling entails through this position i hope to make a contribution to the promotion of sustainable production and consumption patterns in africa through eco-labelling this is against the realization that the emerging culture of green consumerism is un stoppable and no government business or region can afford to ignore this green wave that is sweeping across the business world eco-labels promote the environmental selling proposition of products and services i have also had formal training in ecolabelling organized by inwent bonn and therefore fit for the challenging task ahead page 5

kenya news gtz staff magazine 10.2010 interview cont up close and personal with mr kelvin khisa q what is the relationship between aem and gtz this project is funded by the federal ministry of environment nature conservation and nuclear safety bmu through gtz q what is your view on working for gtz so far colleagues systems etc i appreciate the multi-cultural working environment of gtz q i know that eco-labeling mechanism is featured in this newsletter but in layman s language what is it to a lay man an eco-label is that symbol that is put on a products and product packaging to show that that product is environmentally friendly they communicate an environmental message from producers and suppliers to consumers q what are your planned activities the planned activities of aem are establishment of an organizational structure development of a viable business model for financial selfsufficiency development of a recognition system capacity development setting up of a marketing panel and establishment of partnerships q which parts of african are you operating in the geographical operation of aem is the entire african continent it is a pan african program q what is the long term vision for eco-labeling to enable african products attain the highest environmental profiles that would make them secure a competitive and expanded market access nationally regionally and internationally new gtz project african eco-labelling mechanism aem the aem aims at promoting intraafrican and international trade and enabling african economies to adapt to climate change and contribute to green house gas mitigation striving towards these objectives the aem will establish a recognition system for sustainability standards which will function as a quality assurance mechanism a ute sonntag set of threshold criteria will be defined including ecological social and climate-relevant requirements as well as credible implementation mechanisms national and international standards systems fulfilling these requirements will be able to use the aem label alongside theirs using this recognition system the aem christian will encourage hagemann standards systems to address climaterelevant issues such as product carbon footprints or carbon offsetting schemes which have often not yet been tackled adequately by existing standards systems furthermore regional and sectoral up-scaling activities of existing standards in africa will be facilitated the use of one common label awarded on the basis of clear threshold criteria combines high credibility with the catherine oswere value of african brand recognition this will improve the image of sustainable african products and thereby foster their trading and marketing opportunities creating synergies through reduced marketing expenditure and certification costs the aem will foster the cooperation of different voluntary ecological and social standards for the consumer the approach means enhanced transparency while at the same time maintaining the benefits of competition among the standards initiatives peter kinyanjui the idea of developing an african eco-label was born in africa it has been a politically driven process involving high-level partners such as the african union commission the african roundtable on sustainable consumption and production unep and the african regional economic communities the step from vision to practice has been successfully taken and a broad stakeholder consultation process has been started in order to shape the aem concept as a response to market keziah ochoya demand page 6

kenya news gtz staff magazine 10.2010 gtz training easbricom a peace operation is a conflict management instrument and thus primarily entails diplomacy within a political process military security is important but only to the extent that it stabilizes a post-conflict situation and contributes to the real peace building and peacemaking it is a necessary part of peace operations but it is not sufficient to manage a peace process the most important part of any peace operation is how it manages the political aspects and the socio-political challenges it should thus not come as a surprise that most peace operations have a range of civilian staff dedicated to these most relevant aspects of the mission hence gtz support to easbricom is to assist in the training and capacity building of the civilians ready to be deployed in the civilian roles of peace keeping such as political affairs civil affairs human rights election monitoring and observation security sector reform ssr disarmament demobilization and reintegration ddr rule of law rol gender hiv and aids child protection sexual exploitation and abuse sea conduct and discipline public information humanitarian liaison and assistance and mission support gtz project at easf also advices the management on organisational development that is to increase easf`s effectiveness and viability some of the activities in this role include strategic planning development of budgeting policy human resource development and communication system development gtz easf upcoming events · · 1st 12th november 2010 foundation course kenya 22nd november ­ 3rd december 2010 mid-level management course ethiopia mr ludwig address during the foundation course held in june 2010 · 6th 10th december 2010 media and press course comoros when most people think of peace operations they think of soldiers whilst it is true that soldiers play an important role in most peace operations this stereotypical view of peace operations often results in people misunderstanding the central thrust of peace operations · 13th 14th december 2010 after action review rwanda the participants from 7 member states had an opportunity to visit lake nakuru national park and all were awed by the beauty and inspiring nature in the park page 7

kenya news gtz staff magazine 10.2010 home news kenya experts assembly kea upcoming event together we can achieve more next kenya expert assembly in november you know that you are working in a strong team but how well do you also know the other teams that make up gtz kenya the kenya expert assembly kea was formed last year not only to create a platform for technical staff to exchange information and views together with the management but also to strengthen the corporate identity and team spirit after two keas last year the next one will take place from 11th afternoon ­ 12th november 2010 at the nairobi safari park hotel the organization and logistics are coordinated by good governance and social justice proramme together with health sector programme promotion of private sector in agriculture psda and the country office the kea will give those who attend a chance to learn from each other in areas relevant to their work and offers the possibility of getting update on burning issues like the merger of gtz ded and inwent and above all to have fun with your colleagues see you there gtz kenya hosts regional leadership conference rfk regional leadership conference took place at the fairmont mt kenya safari club from 13th ­ 15th september 2010 the conference brings together all country directors from all over africa where gtz is represented and the management team of africa b1 from headquarters eschborn page 10

kenya news gtz staff magazine 10.2010 home news national personnel representative the aim of the national personnel representative npr is to enhance and sustain a harmonization and mutual respect between employees and employers within the gtz kenyan working environment the npr was established in line with the national personnel policy introduced by gtz kenya in 2004 the national personnel representatives speak on behalf of the national staff locally contracted about their views and issues to the responsible superior ap/av/cd/hoaf the npr is not a labor union and does not represent staff in contract negotiations the npr is purely and advisory body which views gtz kenya management may consider but does not have to follow in arriving at decisions hiv and aids focal persons planning workshop every year the hiv and aids focal persons who are representatives from all the programmes and projects come together to make a work plan this year the meeting took place at ole sereni hotel along mombasa road in nairobi the meeting realized that there was need to keep up the initiatives in hiv and aids mainstreaming and to come up with new ways of creating awareness creating synergies and cost sharing psda initiatives in hiv and aids external main streaming an hiv/aids awareness campaign in three omena fishing beaches in nyanza province the awareness campaign was as a result of a research that was initially carried out in the region in january to determine the phenomenon of `sex for fish `sex for fish ­ whereby women offer sexual favors to fishermen in order obtain fish for processing ­ has been identified as the main reason for the high hiv/aids prevalence rate in the region which is with 14.2 double the national average one new way of hiv/aids mainstreaming could be through community theater as recently tested by psda in july psda conducted the campaign involved people from the local community in theatre plays where they performed typical scenarios that take place at the beach page 11 in order to create awareness and change behaviors after the play the many visitors were encouraged to go for vct testing over 300 people were tested 11 of them were found to be hiv positive

kenya news gtz staff magazine 10.2010 home news germany supports the implementation of new constitution dr gabriele geier head of east africa division at the federal ministry for economic cooperation development bmz and mr joseph kinyua-permanent secretary ministry of finance treasury shake hands in the just concluded kenyangerman government negotiations in nairobi in september 2010 the german government promised the republic kenya further support for the implementation of the new constitution and the already ongoing structural reforms germany supports the kenyan reforms in particular through the promotion of economic growth the strengthening of private sector development and the reduction of all forms of inequalities with the signing of the new constitution kenya has set a clear sign of a peaceful and sustainable development germany will place therefore emphasis on supporting good governance particularly fight against corruption and access to justice and strengthening transparent and development-oriented management germany will also significantly increase its support in the areas of water health and private sector development in agriculture a special focus is also placed on cooperation in the field of education in total the german delegation to kenya pledged funding amounting to 138 million euros up to 2013 page 12

kenya news gtz staff magazine 10.2010 gtz regional news gtz international conference on great lakes region establishing a work program and budget relating to its activities ensuring of their implementation · capacity development of the conference secretariat and icglr process vision of the cs by 2012 the secretariat of the conference is recognized as an effective and efficient institution and as a focal point to coordinate the initiatives of member states and stakeholders in the great lakes region · illegal exploitation of natural resources in the gl region · support to trans border development basins ic/glr member countries co-opted countries involved implementation strategy implementation is undertaken by each member state within its own territorial boundaries with the support of donor organizations mission of the cs gtz international conference on great lakes region gtz-icglr is a support project to the conference secretariat of the icglr to be an effective and dynamic institution which means of implementation gtz supports implementation of approved project through the regional follow up mechanism established for this purpose by the dar-es-salaam declaration the pact on peace security and stability together with the resultant protocols the gtz-icglr project manager serves as special advisor to the executive secretary of the cs of the icglr · coordinates · facilitates · monitors · ensures the implementation of the pact and other initiatives in order to attain peace security stability and development in the great lakes region objectives of the icglr are transform the great lakes region into a space for · sustainable peace and security · political and social stability · shared growth and development · cooperation and convergence as provided for in the pact on security stability and development in the great lakes region the added value of the cs to the icglr the pact promotes one joint initiative of 11 countries of the region in dealing with issues of peace stability and development in the great lakes region the pact creates an institutional and legal framework in addressing issues pertinent to the great lakes region the pact establishes a peer review mechanism specific to the great lakes region the pact defines common standards and approaches to relevant issues in the great lakes region the icglr provides a comprehensive regional approach to peace building reconstruction and development funding of projects and programes of action gtz and the conference secretariat lobbies funding of projects and programmes especially trans boundary one through the group of friends multi-national funding institutions and organizations as well as the special fund for reconstruction the secretariat s roles the secretariat is the technical arm and coordinating body of the icglr process its functions are the following ensuring the implementation of the decisions of summit and the interministerial committee and reporting on it ensuring implementation of the pact and execution of the programs of action projects and protocols organizing the meeting of the summit the inter-ministerial committee and of the other conference structures and forums harmonizing of cooperation with the partners and relevant regional economic communities gtz support gtz actively support three components in the current phase of the project these projects include though not limited to the vice president mr kalonzo musyoka opens the conference in nairobi page 13

kenya news gtz staff magazine 10.2010 featured team gtz featured programme the team behind the good governance and social justice programme dr elisabeth leiss programme leader good governance and social justice programme survivors of gender based violence gbv face even more hurdles in their search for justice they have to cope with absence of support structures challenges in evidence gathering a dysfunctional justice chain insensitive police officers and so on the good governance and social justice programme is set against this background of needed reforms and deep rooted and long-standing divisions within the kenyan society the good governance and social justice programme comprises two projects 1 promotion of good governance in kenya with special emphasis on access to justice for survivors of gender based violence in short good governance support project and 2 the social justice reconciliation and national cohesion project in short social justice project the good governance support project has been operating in kenya since the end of november 2005 but entered a new phase in 2010 the social justice project was developed in response to the outbreak of violence after the contested kenyan general elections in december 2007 and has been operating since 2009 mr opimbi osore senior governance advisor mr martin oloo senior technical advisor ms dorothea grieger component leader ms jane onyango senior legal advisor ms nadine stiller technical advisor dr heidy rombouts project leader mr kakai kissinger senior governance advisor ms naomi maina senior project officer ms lawrine odera head administration finance ms rosalind mumbi project administrator mr alvin kakai driver ms christine ogari project administrator mr paul milgo senior driver ms makena mati office assistant the post-election violence in 2008 sharply exposed the serious flaws with respect to human rights rule of law separation and control of powers accountability legality of public actions and access to justice in kenya divisions compounded by a failure of governance institutions threatened the very existence of the country public demand to deal with ethnic tensions past political and economic injustices impunity reconciliation and national cohesion remains high the need for functioning institutions good mechanisms to control power and a solid constitution cannot be overstated in the aftermath of the post-election violence these issues were taken up by the establishment of the kenya national dialogue and reconciliation act kndra under which a power sharing arrangement was reached the issues discussed under this act are commonly referred to as agenda 4 proper implementation of required reforms surrounding transparency and integrity is amongst others hampered by a lack of coordination cooperation among law enforcement agencies duration of court cases high costs inadequate legal representation and corruption constitute serious obstructions to access to justice page 14

kenya news gtz staff magazine 10.2010 gtz special project regional energy advisory platform east africa reap ea preeep in uganda and works closely together with the private sector development in agriculture psda in kenya on a regional level reap holds a strong network of contacts to clients partners the donor community and other stakeholders in addition to specific and targeted services provided to its clients the gtz energy projects in the region reap is also involved directly in implementation on behalf of and in close cooperation with projects in headquarters in this area together with the gtz energy department in hq reap is currently implementing the project development programme east africa pdp-ea for the german federal ministry of economics and technology the pdp is part of the renewables made in germany initiative and aims at establishing business to business partnerships between german and east african renewable energy companies this will lead to technology transfer additional investment in renewable energy projects and thus yield the various positive impacts associated with renewable energies most recent activities include policy advisory to the kenyan ugandan and ethiopian government on feed-in tariffs and the organization of various business trips of investors and companies to and from the region · knowledge transfer within sector network energy in subsaharan africa where reap hosts the secretariat bundling of competence on cross-cutting issues e.g energy policy climate change carbon finance bioenergy and thus generation of synergies direct support to gtz energy interventions and thus increased impacts of these interventions e.g through event organization or management of consultancy assignments as well as direct implementation e.g through the renewables made in germany initiative implemented on behalf of the german bmwi acquisition of new clients for gtz e.g through proposal development for energizing development acp-eu energy facility i and ii harmonization establishment of new cooperations positioning of gtz as broker of donor support to the east african community e.g in the context of support to the eac · improved effectiveness about reap the regional energy advisory platform east africa reap ea was established by gtz to support its energy initiatives in the region it is a flexible serviceprovider to existing bilateral regional and sectorial assignments reap s key objectives are to increase the impact and overall efficiency of these projects and initiatives to explore and realize synergies and to provide direct support through targeted services it thus substantially and visibly increases the sustainability and impacts of gtz s energy interventions in east africa reap s geographical scope comprises the whole east african region ethiopia kenya rwanda tanzania and uganda its expertise covers a wide range of topics including knowledge and resource management fund-raising research and managing consultancy assignments event organization as well as thematical issues such as biomass and bio-energy energy efficiency carbon finance climate change rural electrification private sector participation and renewable energy policy advice operating since 2006 reap runs two offices in kampala uganda and nairobi kenya it is attached to the promotion of renewable energy and energy efficiency programme · up-scaling co-financing and · donor coordination and impacts reap contributed to the following impacts at client and partner level · higher efficiency contribution to transfer of scale-up and dissemination experiences e.g for improved cook stoves and transfer of experiences between established mhp projects in east asia southern and eastern africa of successful dissemination approaches in public and government structures policy documents investment plans and regional harmonization page 15 · sustainability integration
