technical support facility for eastern europe central asia organising an effective hiv/aids response is a complex effort requiring accurate region-specific planning diverse specialist input and a huge mobilisation of resources through a comprehensive network of consultants the technical support facility tsf provides assistance in all areas of programming for 25 countries of eastern europe and central asia the joint united nations aids programme on hiv/aids unaids supports the tsf as part of its global strategy for tackling the epidemic under the co-management of aids foundation east-west afew and the international planned parenthood federation european network ippf en the tsf builds the region s capacity to respond effectively to hiv/aids it does this by providing a quality assured pool of consultants equipping projects with resource management tools and setting international standards of monitoring evaluation and accountability how can the tsf assist your project all hiv/aids projects ­ from small-scale initiatives run by local community groups to major national programmes ­ can benefit from the tsf s services to resolve practical issues at all stages of implementation from planning to evaluation including strategic operational and budget planning development of proposals communications campaigns media information education communication iec and social marketing crisis management quality management sexual and reproductive health and rights srhr monitoring and evaluation financial management procurement partnership development support on a wide range of thematic areas and groups such as people living with hiv linkages between sexual and reproductive health and hiv women and young people men who have sex with men sex workers injecting drug users and migrant populations.
