residents on blantyre avenue between kingston road and gerrard street east is frustrated that their efforts to have traffic calming installed on their streets have been denied by scarborough community council local resident cynthia doull said a plan designed by the city s traffic department which included chicanes speed humps and choke points would have satisfied all the residents requests however community council denied the application because one of the city s traffic count requirements was not met after a traffic study was completed it was a very good plan it s attractive it would have been very effective and it would have been installed for less than $80,000 said doull cont d on page 29 photo phil lameira marcelo da luz had his solar car xof1 the power of one out for filming by a foreign television crew last week he plans to pull the car to ottawa next month with two purposes he wants to raise awareness of the environment and is challenging everyone to do something for the environment each of the 28 days he plans to be on the road he also wants to petition the government so that the car can be driven legally on ontario roads da luz will be pulling the car from may 1 to 28 youth sports permit fees shoot first ask questions later inside by phil lameira on march 22 an overwhelming 60 or more volunteer representatives of various youth sports leagues and organizations came together at a forum at sherbourne community centre to discuss the newly implemented outdoor field permit fees for child and youth sports leagues these attendees represented almost all of the youth sports leagues in toronto from netball to baseball from lacrosse to cricket their message was clear they cannot afford to pay these new field permit fees this year the reason registration has for the most part taken place and they are not able to ask their users for more money this proves to be a significant challenge for these organizations which have been hit with bills of upwards of $20,000 in some cases also attending the evening meeting were city of toronto staff toronto sports council chair karen pitre and city councillors paula fletcher mary fragedakis and janet davis the main purpose of the meeting was for groups to suggest how to best implement these fees so they can present it to council on april 10 this seemed to be a backwards process to many if not all of the volunteers present in december of 2011 the budget was launched and on jan 17 it was adopted on feb 8 city staff sent out a letter to the groups about the increase in permit fees i absolutely acknowledge the timing wasn t good said graham mitchell toronto city council decisions a much better process would have been to provide groups earlier notice but we are bound by a set of protocols related to budget proposals what that means is that because some proposals don t get accepted divulging them ahead of time is not part of such protocol on march 4 a motion was put forth to council to have the staff take another look at the process of implementation of the 2012 fees it was adopted unanimously three recommendations will be presented by staff at the april 10 council meeting when they report back a way to offer financial relief to groups who cannot afford the fees how to establish flexible payment plans and the development of a protocol that better notifies users of key changes in the future council has clearly said that `we don t want these fees to cause some groups to fold and therefore have a bunch of kids who don t have the opportunity to play ball said mitchell in a case where there is a financial need there should be a process for providing relief groups must demonstrate that all efforts have been made to raise the funds to pay the fees and that they indeed cannot pay the fees the frustration amongst the sports organizations also stems from the lack of consultation prior to even suggesting such fees be put in place you ve put a tax on children which we don t think is necessary and you have no data to support it said dennis who didn t want to give his last name when asked what the cost recovery will be after implementing the new fees richard ubbens director of parks forestry and recreation said that it s not a full cost recovery we do not have full cost recovery mechanisms to calculate all those costs yet in place the city is beginning to undertake those processes as part of the financial stream of things but we are not there yet the revenue expectation is 1.5 million dollars from the implementation of the new fees based on last year s permit hours but he admits that figure could change because they have not yet gone through a full season so why were these organizations run by volunteers not consulted prior to such a drastic move some of these leagues even invest their own money in field maintenance such as cleaning change rooms replacing light bulbs and trucking in clay there wasn t a collective voice in making this decision near dawes road on march 2 at 12.45 p.m after waiting in line he handed a note to the teller indicating that this was a robbery and he was armed the teller handed over cash and the man ran along danforth to coleman avenue where he fled in a vehicle he is described as white 5 9 early 40s to early 50s wearing pinkframed sunglasses a black toque and a black wool trench coat and carrying a manila lakeshore have been put on hold due to a changing list of priorities at toronto water according to general manager lou di geronimo di geronimo said a combination of work needed on the two pumping stations a lower don combined sewer overflow project and a master servicing plan for the downtown waterfront area is responsible for the decision to delay the work in the park the two pumping stations were in need of immediate and extensive repairs he said we needed to focus our attention money time and people on the pumping stations the two pumping stations in the park on the north side of lakeshore boulevard across from the ashbridges bay treatment plant handle sewage flow for 1.2 million people and a higher than normal amount of infrastructure runs just under the ground in the park rita connolly and gwen sims all called it a day at the end of march taking with them more than 50 years of work at the branch as fate would have it the three spent their final weeks on strike settling just in time for the last day of the month each of them also worked at other branches but each says the beach branch is a special one because beachers have made it so it s one of the busiest branch libraries it s part of people s daily lives you go to the grocery store and you go to the library people really complained when we were closed in 2004 for renovation said sims it s an intense branch the readers are very sophisticated not just casual readers it s sometimes difficult because it is a very busy branch with few guaranteed quiet periods added mcphee connolly agreed and said it s very family oriented it s in the park basically which helps make it popular and the original architecture is just priceless it s cherished in the community people are happy to have such an amazing branch the branch which is nearing its 100th birthday is a carnegie library built to a designated architectural design in 2011 it had 251,000 visits an average of 4,800 a week mcphee calls the activities and operations there a microcosm of everything that s going on staff have always been a part of the branch s attraction dealing with changes and supporting programs sims who is a born beacher said it was my first library and my first introduction to books we came in from an entrance in the park and miss stock would read us stories by the fire and it was a real fire maintaining tradition she now works with a program for the youngest set ranging from newborns to 18 months they giggle at the games and dance a lot but the idea is to introduce babies to books and they actually pay attention when you read to them connolly and her colleague eniko szabo put on puppet shows inventing their own choreography and music putting a spin on old stories mcphee hosts and helped organize the monthly book club this one for adults library staff have not only moved with the changes in the system and the ever-increasing presence of computers they have helped library users learn to navigate them these three all retain an affection and respect for books and for the basics of what libraries offer they believe firmly that libraries and paper books have a future there will always be a need for libraries said sims they are the last democratic institution a place where people can come for free for pleasure and for knowledge lots of people are coming in to download books but lots also say `no i want to be able to turn pages and read people do a lot of their daily living online now i don t know what will happen in the future but i hope print won t disappear i really like print said mcphee i think the buildings are one of the things people value the most about libraries and i think the library has always made available more than people can acquire on their own she added connolly agreed saying that the books and research materials that libraries offer can add fresh insights or serve as correctives to unsourced material on the web what are their own favorite books the sort of thing they might months that their biggest concerns are jobs health care and the cost of living the budget announced by the liberal government does not do nearly enough to address these priorities there are nearly 600,000 people looking for work in this province and yet the budget lacks solutions to create jobs in fact the government s decision to cancel construction of new hospitals cutbacks in health care and selloffs of ontario northland will lead to even more job losses unfortunately the government has been ignoring practical solutions like rewarding companies when they create jobs and making sure what we mine in ontario is processed here families struggling to pay the bills will be disappointed that the budget lacked help like the new democrat plan to remove the hst from home heating bills on health care seniors and families will still face a broken home care system with long waits for care and aggressive cutbacks to health care funding will hurt services across the province many beaches-east york residents are passionate about the environment this budget will reduce an already anaemic environment ministry by reducing resources by ten per cent our community members also want us to help the poorest ontarians and those with disabilities how does a budget with a freeze on income from social assistance for those who live in deep and continuing poverty seem fair why is the child tax benefit allowance being michael prue mpp beaches-east york delayed why are children s aid societies being pared by $16 million the government seems to be finally admitting that no-strings-attached corporate tax giveaways aren t creating jobs unfortunately the province has already blown billions on these handouts and plans to do more as soon as we have the money when people elected the minority government they sent a clear message to politicians work together to find solutions to their day-to-day challenges it s disappointing that the government hasn t taken that approach with this budget and instead appears more interested in political posturing and chest thumping that won t be the new democrat approach we re going to listen to the people who sent us to queen s park we have to vote on the budget ­ and because it s a minority government ­ voting against it could lead to an election this is a difficult decision that must be taken seriously and a serious approach means asking people what they think for a change that s why i am encouraging readers to contact me and share their take on the budget tell us · do you like the budget introduced by the recently to become the recipients of the kindness and generosity of complete strangers we made a casual inquiry at metro hound on kingston road in order to locate a ramp to allow our aging and arthritic dog to descend our outside steps and resume her daily walks the owner indicated that she did not have such an item however she had a friend who might be able to help us the friend s dog had the same problem as our dog and had been put down recently one phone call and this angel arrived at our door that very night with both a ramp and a harness she would take no remuneration her only invites you to go to hollywood with him i ve seen him look out for people s dogs when they are in the iga but have never seen him behave badly in any way he sits by the telephone pole at queen and lee a small gnome of a man with severe health problems but a sunny disposition wayne had just been give a ticket for $180 for blocking the highway the excuse given was that his butt hung over the curb what has happened to our police force that they turn a blind eye to the scalpers at rogers centre and yet harass this poor man he will never be able to pay this ticket and it is not the first he has been given is the next stop prison the measure of a society is found in how they treat their weakest and most helples citizens sometimes attributed to jimmy carter or ghandi is a statement worth repeating perhaps we who have so much could add a little compassion when carrying out their duties our police are supposed to serve and protect all citizens not just those with property and money yourself that it s not really open anymore but lightman s limited is very much in business and you should drop in lightman s at 3270 danforth ave east of pharmacy is the oldest store on the danforth owner kenneth lightman has trouble recalling the exact year that his father opened the store but figures it was near the end of the second world war probably 1943 there was a store here before we took over he said looking around the store you can tell it s from another era the floors are wooden ­ they re easy on the feet if you have to stand all day waiting on customers ­ and in what he calls the third store there is an original tin ceiling lightman s actually expanded over the years to take up three stores in that strip of danforth between pharmacy and warden i ve expanded it he said now i m going to have to contract it lightman explained that the building itself is over 100 years old i ve thought of fixing the store up but i don t think it would help the business much the danforth is just not a shopping area anymore it was a working man s area for years and years recalled lightman we relied on people who needed construction clothing ­ work boots coveralls ­ but the neighbourhood your heart then take heart and buy a frozen pie shell preferably a deep dish 9 inch 23 cm pie shell otherwise follow these directions for perfect pastry 1 1/2 cups 375 ml all purpose flour 1/2 tsp 2 ml salt 1/2 cup 125 ml shortening 1/4 cup 50 ml ice-cold water in a mixing bowl stir together flour and salt using a pastry blender or two knives cut shortening into flour mixture until like coarse meal drizzle water over all and stir with a fork until mixture starts to clump together using hands form into ball flatten pastry slightly with hands and roll out between two pieces of waxed paper always rolling away from yourself and rotating the waxed paper as you need to shape the dough into a circle use the 9 inch 23 cm pie plate preferably pyrex as it browns better as a template roll pastry about 1/2 inch 1.5 cm larger than the circumference of the pie plate gently remove top layer of waxed paper from dough replace then quickly flip dough over loosen this piece of waxed paper and discard for easy cutting and removal of pie spray pie plate with baking spray invert the pie plate onto the pastry being careful to centre dough then quickly flip dough into pan gently remove and discard remaining waxed paper layer loosen the edges of the pastry against the sides of the pie plate to allow the dough to slide service includes · grocery shopping for the freshest ingredients · about 30 seconds then carefully pick up the edges of the parchment paper with pie weights and remove from pie shell pour weights into jar and reserve for other use discard parchment reduce oven to 375°f 190°c return pie to oven and bake another 15 to 20 minutes or until pastry is golden cool on rack lemon filling 1 1/4 cups 300 ml granulated sugar 6 tbsp 100 ml cornstarch 1/2 tsp 2 ml salt 2 cups 500 ml water 5 eggs separated save egg whites 1 1/2 tbsp 22 ml grated lemon rind 1/2 cup 125 ml fresh lemon juice 1/4 cup 50 ml butter in a heavy non-reactive saucepan such as stainless steel whisk together sugar cornstarch and salt gradually whisk about 1/4 cup 50 ml water into sugar mixture until smooth then gradually whisk in remaining water so that there are no lumps bring to boil over medium-high heat whisking constantly reduce heat to medium-low simmer for about three minutes or until mixture is thickened and glossy remove from heat in separate bowl whisk egg yolks then whisk in 1/4 of the thickened sugar-cornstarch mixture into egg yolks whisk back into pan cook over medium heat whisking two minutes or until thickened and smooth remove from heat gently whisk in lemon rind the break bomb she did and somehow academic purit just pops up in a conversation some suits suit her more now i read one of time something like this oh yeah by her essays last week and it was good the way i should mention i m thinking who knew that it was the break that i i might just take one or two courses dreaded that would bring her the focus next term i could work she needs for her final two years of good gracious such alarm bells went school off in my head you d think the earth i showed my daughter this column so had opened up would she be able to far and she responded in an email pay her bills would she go completely school should be a good experience off the rails and come home destitute you should want to go to class and be excited for the things you are learning would she gulp not go back to so instead of forcing myself through it school and finish her studies according to my now worldly wise el i decided to take a step back and let me der daughter i was worried for nothing see by myself if i would come back to it and let me tell you i ve actually really well i wish i d listened in the spring she worked as a short order cook noth enjoyed coming back being away made ing like working in a kitchen to prepare me aware of the community of friends that i had built up you for the work world then she got so if your child wants a break i suppose i d have to say not to worry so much ­ that is if he or she has a plan to be involved in some worthwhile enterprise if that break is going to be spent in your basement rec room watching soaps and playing video games it might not be such a productive year if it looks inevitable that your child will take a break encourage some planning ahead of time volunteer work a paying job katimavik canada world youth there are so many worthy organizations where young people can dedicate some time and effort and gain real-world experience in the process and surely it isn t the end of the world if they graduate one year later into this economy with so few jobs for youth anyway a caution it may seem counterproductive but i d worry more if your child finds relatively high-paying ­ but not particularly edifying ­ employment like waiting tables in a cocktail lounge you might have a harder time encouraging the return to school once we get used to money it s difficult to go back to the relative poverty of student life on the other hand if your child is disciplined and uses the money to pay for student loans or to save to finance the next year of school it might actually work out really well in this economy high-paying jobs for youth are hard to come by so you may not be faced with this particular dilemma in another possible scenario your child might luck into a job that is both high-paying and inspiring maybe for school in need by avery johnstone malvern students and teachers hosted `sport-a-thon the annual school-wide sleepover with sports games dinner movies and more on march 8 to raise money for corvette junior public school corvette is a scarborough school in desperate need of funding for basic materials including pencils paper and books not to mention necessities like toilet paper and soap this school provides a breakfast and lunch program to its students who can t afford meals and around 20 families rely on this program to ensure their children are being fed corvette was in rough condition but thanks to malvern s efforts and those of community members who pledged these students we were able to raise over $2,000 for the school sport-a-thon is an event organized by malvern s student athletic association msaa they raised awareness for this cause by making announcements and urging students to attend this fun overnight event at school and over 100 students came out pledging at least $20 and having fun too jamie porter msaa president said the goal of the sporta-thon was to use half of the profit to purchase food for their food bank before the school closed for march break allowing families to have food over the break the other half of the profit was put towards the msaa and helps to purchase malvern m s and awards at the athletic banquet the night included exciting and riveting games of basketball soccer pickleball a malvern favourite floor hockey volleyball and dodgeball dinner was held in the cafeteria and `malvern trivia was played the night ended with a showing of the movie moneyball in the north gym and then the students separated into gender based gyms to sleep on the floor it was rough on our backs but most definitely worth it all the malvern students thoroughly enjoyed coming together having a fun-filled night of sports and games sleeping over at school and most importantly raising money for a worthy cause it s an awesome way to raise money and awareness for such an important cause while having fun with friends said sporta-thon attendee madisson biel corvette public school was also impressed by all malvern s students and community had done the money that had been raised was directly donated to the school nine shopping carts from no frills in scarborough had been filled with food for their local food bank the food bank in the corvette community was started last year because the teachers and administration were noticing a lack of attention span tiredness and other signs of underfed children in their classrooms half of the student body live in poverty and do not have enough money to pay for proper meals the school took the initiative and responsibility to create the food bank to nourish their students and provide a better and easier learning experience for them the parents were ecstatic and so grateful it impacted in a big way to the community and students said helen wong principal at corvette currently the money malvern donated is being used to buy food for the food bank to prepare for the coming easter long weekend when the school is closed many of our students do not have access to proper meals said wong adding that it is important to support the children not only when they are in class but when they are in our city and communities sport-a-thon is an annual event malvern s msaa hosts for students and is a great way to earn community hours spend time with friends and get involved with the school community we as students constantly complain about our breaks not being long enough or never wanting to go to school but in the case of sport-a-thon over 100 malvernites chose to not only go to school after hours but to stay the night as well we got active and had fun raising money for a school in need well done malvern celebrating 40 years serving the beach tuesday april 3 2012 beach metro news 15 pet of the month ­ unleashed puppy love knows no age limits by marna gale ou only need to spend a day at an animal shelter to discover there are a million excuses for abandoning the family pet some are legitimate but others not so much they range from having a baby moving to a no-pet-zone sudden allergies sudden new lifestyle to no patience no conscience .the list goes on i remember the owner of an aging white shepherd actually complaining the dog no longer matched the white sofa sasha s fur was starting to yellow in her old age when it came to elmo a 13-year-old beagle the reason was summed up in three short words ­ `wife has cancer who could question that and yet in time i would within a few days of his surrender the shelter staff came to the conclusion elmo was at least partially deaf he slept solidly and that s no easy task in a shelter he was thin a bit wobbly and his coat seemed unhealthy aside from that he was perfectly scrumptious maybe not scrumptious enough for the average adopter but enough for the staff to do all they could to save him and so they called me founder of big on beagles bob rescue otherwise known as `the beagle lady elmo was described as old with possible health issues in other words just my type i like fixing broken tails especially old ones elmo s tail didn little old beagle to the vet riding shotgun beside me was a dog suddenly without his family after all these years bright-eyed and waggy-tailed as though on some big adventure the shelter staff should have told me to lock up my heart that day because he stole it like he d been in the heart-heist biz all his life i get why people think puppies are cute a baby anything is cute even gorilla toddlers but i go bonkers over an old dog face elmo s face when he finally looked away from the passenger side window long enough for me to see it turned me to mush it might have been how his mouth puckers like he s eating lemons or it could have been that funny ridge of fur on the top of his head that makes him look like foghorn leghorn s little buddy chickenhawk it was probably everything even if his breath could sink a ship love is blind and scentless however all the oversights of a fool in love came into focus at the vet s office until then i hadn t noticed the long-suffering neglect the tune-up revealed the ugly behind the cute elmo s coat looked so bad because it had been ravaged by a past flea infestation left untreated bald patches on his rump were the result of him chewing frantically elmo s war-torn ears were likely due to a battle with jack frost what lurked behind that puckered mouth was the worst of it even his lymph nodes had been affected by one of the most horrendous cases of rotting teeth our vet had ever seen there was no doubt elmo was in much pain every single tooth had to come out and so that adorable pucker mouth became even more puckery postsurgery it s been a week now and elmo finally knows what it is to be pain-free he thought he knew how to wag a tail before i m ashamed to tell you this but i had actually considered changing his name being mostly deaf i didn t think he d mind i wasn t digging the muppet reference even if elmo is famous for being the sweetest muppet to ever stroll sesame street but my elmo isn t some stuffed shirt reliant upon a human to move his parts or talk on his behalf like i said the tail has a mind of its own as for his mouth toothless and all he loves to say howlo to the people in his neighbourhood but before i dubbed him thurston howl the first a google search made me ponder the legend of st elmo s fire not the 80 s coming-of-age flick starring rob lowe but the real thing st erasmus elmo for short is the patron saint of sailors during thunderstorms sailors would often see a mystifying glow surrounding the tops of their masts that light gave them comfort elmo has that light folks like you and me have a million excuses for never giving up our furbearing family members some are reasonable but most border on crazy like how we think muddy pawprints on the couch adds character elmo is an adorably toothless
