destination kazakhstan president nursultan nazarbayev addresses the nation on business the annual state of the nation address is always an anticipated event it provides the basis for the national work strategy during the coming year our editorial team has studied this document and offer for our readers attention those salient points which in our opinion relate to business development in kazakhstan will be the main thrust of kazakhstan s development during the next decade i therefore devote my new state of the nation address to this critical issue we need to implement these complex tasks in ten directions as follows · employment of kazakh citizens including creating an effective educational system and employment assistance program encouraging entrepreneurial development in rural areas and increasing labor mobility · affordable housing this objective will be considered achieved after the provision of up to 1 million square meters of rental housing · development of the regions · improving the quality of state services to the public · education and training of a skilled political class of managers · modernization of the judiciary and law enforcement systems · high quality growth of human capital · improvement of the pensions system · industrial and innovative projects · improvements in agriculture industrial and innovative projects the social significance of such projects in the context of innovative industrial development is absolute this program is the keystone of economic modernization all state authorities must consider this work as their main task last year 288 projects amounting to over 970 billion kzt were put into operation resulting in more than 30 thousand permanent quality jobs being created we nursultan nazarbayev president of kazakhstan dear countrymen the new stage in kazakhstan s development path is the new objectives aimed at strengthening the economy and improving peoples welfare it is important for kazakhstan to find the optimal balance between economic success and guaranteeing public benefits this is the core issue of social and economic modernization in the present world and 12 world monitor[close]

destination kazakhstan continue forming and developing advanced centers of excellence within our economy the work pace must not slacken today i would like to announce the start of new major projects in the development and recovery of our raw material resources and the infrastructure required to facilitate such development and recovery to solve power deficiency problems and remove the potential for power shortages in our southern regions i instruct the government to initiate the commencement of the balkhash tpp first module construction with a capacity of 1320 megawatts and at a cost of 2,3 billion dollars this year completion of western europe western china international motorway kazakhstan section has great importance this really is one of the public construction projects of the century where else has 2,700 kms of high quality motorway been built in the last three years we must complete this work next year it is also important to initiate construction of two new railway projects zhezkazgan-beineu with a length of 1200 kilometers and arkalyk-shubarkol these projects will serve as a powerful impulse for the zhezkazgan-arkalyk regional development we need to ensure the setting up of an advanced oil processing facility at the atyrau petrochemical plant at a cost of 1,7 billion dollars which will increase the output of petrol almost threefold up to 1.7 million tons and diesel fuel up to 1.4 million tons and supply kazakhstan with these types of fuel we will increase the rated capacity of the atyrau petrochemical complex at a cost of 6.3 billion dollars to enable an annual production of 500 thousand tons of propylene and 800 thousand tons of polyethylene previously these products have not been manufactured in kazakhstan we must also complete the design and commence construction of a gas processing plant with the capacity of 5 billion cubic meters per year at the karachaganak field i instruct the government to schedule and initiate implementation of a network of gas pipelines that will supply gas to the central region of the country including the capital this is capital-intensive and important work we must do everything to eliminate gas dependence kazakhstan is a country producing oil and gas and we are committed to obtaining self-sufficiency investment plans have been made for most of these projects but others still need a final decision we will turn all kazakhstan into a huge construction site and create tens of thousands of jobs construction industry metallurgy and materials processing industries will be developed around housing construction and large-scale enterprise construction numerous opportunities will become available for new young businessmen they should not miss this chance i instruct to establish a special commission to control the expenditure of monetary resources in a similar manner to the commission which accurately and effectively worked during the period of crisis in 2008-2009 and proved its efficiency i point out that all of these projects we will initiate this year the government needs to strengthen kazakhstan s innovative system it is important to increase budgetary costs to finance promising scientific researches through innovative grant-making the new law concerning science gives such a foundation for the systematic state support of science it is necessary to support national scientists an innovative and intelligent center of excellence that will encourage the transfer and creation of new technologies will be created around the nazarbayev university establishing high-tech enterprises in astana will enhance this experience for other research and educational centers in kazakhstan the legal framework exists this is the new law concerning state support of industrial and innovative activities supported by eurobak 13[close]
