construction on phase two of the beaches skatepark at coxwell and lakeshore has been put on hold possibly indefinitely after ward 32 councillor mary-margaret mcmahon requested $300,000 in ttc funds earmarked for the park be released mcmahon said she would like to see the community decide how the money should be spent since it wasn t spent and it s been a few years i decided to have a motion to reallocate it to another idea that the community comes up with she said the funding is section 37 money which is a section of the planning act which allows the city to alter zoning bylaws in exchange for funding for community benefits in the form of capital facilities or cash towards capital facilities the funding for phase two of the skatepark was requested by former councillor sandra bussin at a december 2009 ttc commission meeting lots of times with section 37 money the councillor just allocates it said mcmahon cont d on page 3 photo phil lameira a group of dedicated hockey players gathered to encompass seven different residents associations as well as to cover the areas that currently fall in between existing groups coverage areas the greater beach neighbourhood association will cover the area from coxwell to victoria park and from the lake up to the rail corridor organizer jan hykamp who joined the friends of queen street foqs last summer said he had the idea for the larger group last fall shortly after his involvement with foqs began i realized that there was a much bigger thing needed in the neighbourhood in order to have any real impact on the kinds of issues that we re dealing with he said because most of the existing groups were formed to deal with specific developments there are many areas throughout the beach that aren t covered by any neighbourhood groups as these things pop up there are too many wide spaces from a residents association coverage point of view in the beach said hykamp the gbna is meant as a resource for local groups and to be able to exert an influence on proposed developments so that neighbourhoods can offer input into new buildings the focus is solely on development and land use planning topics said hykamp the important thing here is not to say that this is against development ­ a lot of development is good development ­ but there are some that have a really concerning impact on the neighbourhood jason self also a member of foqs also emphasized that the gbna s purpose is not to hamper all development but to push for enforced rules from the city so that developments will match the unique character of the beach we want to work with developers we are not anti-development we just want to have clear rules of engagement that both sides can agree to and that is not the case right now he said we know that it s going to happen but we want to ensure that the end result is something that the neighbourhood is comfortable with and can appreciate the benefit that it brings to the neighbourhood self said he d like to see the rules clarified he said confusion between whether the existing zoning still applies or whether the city s official plan specifically the avenues and mid-rise building study applies to queen street east the differences are important as previously developers were starting with a three-storey height restriction while the avenues and mid-rise rules allow for six storeys self worries that over time the majority of queen could be torn down for six storey modernistic glass boxes a visioning study to be completed at the request of ward 32 councillor marymargaret mcmahon should help lay out a new set of rules for development along queen street east and the gbna plans to be involved in the process of that study we want to ensure there s clarity on what the end result of that visioning study s going to be said self adding that he wants it to have teeth hykamp said the gbna will benefit with the expertise of some of its member groups including the friends of queen who have built up extensive knowledge on the issues specific to queen the friends of glen davis ravine are now somewhat expert in the rules and bylaws related to ravines and have already been asked to consult with a group elsewhere in the city dealing with a development proposal impacting a west end ravine the gbna has a written set of bylaws already and is currently going through the incorporation process it has the cooperation and support of all of the local residents associations said hykamp the existing groups involved in the gbna include foqs the friends of glen davis ravine the kew beach neighbourhood association the toronto beach east residents association the beach triangle residents association the beach lakefront neighbourhood association and the norwood park residents association hykamp said the group should come as a relief to many beach residents worried about the amount and size of developments in the east end all it takes is to actually walk through the neighbourhood and talk with ago that an independent contractor doing kitchen cabinet refurbishments came across mould in nearly all the units at 42 hubbard boulevard an apartment complex owned by toronto community housing tch the discovery prompted tch to evacuate the building and relocate all residents with the assurance that they would be welcomed back after renovations last month some of those residents began their move back to the complex after an extensive construction project that saw the building gutted for the exception of the southern wall but not all nearly half of the 26 original tenants have chosen not to come back to the lake front property some people because of personal situations family relationships have decided to stay where they had moved to said lizette zuniga director of development and real estate at tch the project was a challenge because of the desire to keep the existing facades a section of the south wall was torn down to allow construction equipment inside in order to gut the build the toronto community housing building at 42 hubbard blvd above was closed three years ago after a contractor found mould in most of the units in the building after a complete gutting and rebuilding below right the facility recently reopened with about half of the original residents moving back in all had the option to move back but some chose not to return 42 hubbard now has state of the art features including security cameras temperature control window sensors stove top safety plates and solar panels the rooftop now has a patio lounge and a rooftop garden ing and build from the inside out former ward 32 councilor sandra bussin and local residents felt strongly about keeping the front facade of the building which was built in the 1920s from a zoning aspect it allowed the footprint of the building to stay as is instead of having to conform to current zoning by-laws which require bigger setbacks on the property we had a great architect and a great contractor said zuniga of van elslander carter architects and lisgar construction the building now has a redesigned front lobby with a state of the art elevator and security cameras stained glass windows have been preserved and used throughout the building as functional windows or as decorative pieces on top of the building there is a roof-top garden a large patio area and the laundry room the wooden joists from the old building were re-used on a wall on the rooftop we have very high standards in terms of sustainability so all our newly constructed buildings are very energy efficient said zuniga insulation was also put in place in the current building something that was lacking in the previous structure high efficiency boilers individually controlled unit thermostats and solar panels on the roof have been installed individual units now have dual flush toilets and are equipped with fire safe stove tops window sills are made out of man-made marble to prevent moisture build up old windows have been replaced with fibreglass windows which are more energy efficient they also have built-in sensors that automatically shut off or turn on the heating or air conditioning depending on how long they have been opened this is a first for a tch property at the end of the day we wanted to have a more functional and energy efficient building said zuniga deborah beaven is one of the tenants who returned to the complex on jan 13 for the past three years she has lived on elmer and norway and has anxiously awaited the completion of the project i ve lived here for 22 years i m very pleased to be home again said beaven as she walked her two great danes on the boardwalk they ve done a spectacular job with the building i m glad they kept some of the features like the stained glass they kept their promise they made good she said beaven added that some of the old tenants particularly the older ones didn t want to move back because they just couldn t handle another move the exact cost of the project is not yet being disclosed the budget was based on a grant of just over four million dollars from the social housing renovation and retrofit program fund mara nicolaou senior construction manager at tch talked about the concerns that some of the residents had during the construction process she admitted there were some disruptions to the neighbourhood which tch worked hard to resolve immediately through the one year and a half construction we had tenant updates that we did distribute to them and we distributed them to the neighbours as well to let them know what we were doing and what was coming up i think they really appreciated that said nicolaou a local resident who lives on scarboro beach boulevard told us that during the construction there were no big concerns from the residents just the normal noise you d expect from a construction site and parking was at a premium she said of the new building she said that it looks nice and i really hope it is kept nice it is a different clientele in there and we did have issues in the past but i hope there will be none in the future id you know that there is a place in the beach where both men and women can have their hair styled in to discuss issues pertaining to the upcoming ontario budget expected to be revealed in march by finance minister dwight duncan the meeting was organized by beaches/east york member of provincial parliament michael prue who is also the new democrat s finance critic and is the first of ten such meetings across the province prue has recently criticized the liberal minority government for not organizing legislative committees including a finance committee that would normally travel the province to listen to residents concerns surrounding the province s spending for the first time that i ve been able to find since the 1940s there no finance committee in ontario said prue instead the liberals requested the input of don drummond an economist to help decide what services to cut or trim down after a report was submitted to premier dalton mcguinty and finance minister dwight duncan criticism quickly erupted and drummond s findings have been questioned on the basis of his expertise or lack of in certain areas the example prue gave to the 20 or so people at the meeting was the recent comments by the health minister deb matthews suggesting that the government could cut back on c-sections as a way to save money i don t know what don drummond knows about those things but i would suggest that leaving that in the hands of medical professionals and the women themselves is what we should be looking at said prue matthews has since backed off on the idea and is considering an increase in birthing centres the meeting quickly shifted to questions and commentaries from the residents one resident suggested that the province of ontario should establish its own public bank using north dakota as an example this would theoretically increase the province s government revenue another attendee would like to see more money spent on health promotion in order to decrease spending on healthcare bruce budd said he would like the government to have a multi-year transit plan in place he said that not only would it create jobs it would also create a more efficient and environmentally-conscious transit infrastructure he suggested freezing corporate tax cuts a one percent increase in the hst or a dedicated tax to fund such a plan rita furgiuele a malvern collegiate teacher expressed her disagreement with mcguinty s support of the standardized testing that has been implemented in ontario schools and how the government should look at alternatives we know that the standardized tests do not produce the results they re intended to produce they don t test what they re intended to test and administering these tests costs millions of dollars said furgiuele lorie fairburn of neighbourhood links expressed concerns with the lack of support for seniors and senior housing the most common suggestion it seemed was the increase of taxes and that wealthier individuals should be paying higher rates moving the maximum tax bracket up and creating higher brackets was suggested by brad feraday sue craig said that spending is not the problem but revenue is she would like to see a raise in taxes and perhaps a robin hood tax that would generate revenue off of certain investments if ever there was a time for a tax and spend budget this is it said craig how you re gonna frame it that s the problem other issues brought up during the meeting included the need to increase research funding to promote innovation the need to invest in newcomer programs to help identify their strengths and skills and taking a closer look at healthcare spending and look for efficiencies prue budget at city council two weeks ago it was a contentious and exciting time to be here and be part of pulling together an inspirational coalition of councillors and constituents who stood up for the services and priorities that matter most to torontonians our balanced approach restored $15 million worth of program cuts by tapping into a small slice of the $154 million surplus ­ that s .02 per cent of the budget we discussed the idea with councillors across the political spectrum including the mayor we should have worn pedometers to track the miles we covered marching back and forth to councillor offices on the 2nd floor in the end we garnered enough support to pass our motion 23-21 it was a terrific example of how we mary-margaret mcmahon ward 32 councillor can actually work together across party lines and ward boundaries for the greater good of the city and we have the constituents of ward 32 to thank for getting engaged and making their priorities known this is a budget that has something for everyone for the community minded we heard over and over loud and clear from ward 32 and across the city what programs were important to people swimming pools community centres libraries community partnership investment program cpip grants care for our seniors chil dren and those in need etc add to our quality of life and diversity of our wonderful city our package proved a little could go a long way to help build a better city for the financially responsible this budget sets us on the right path to sustainability we are spending less than last year and have found $350 million in efficiencies torontonians are now more than ever fully aware of the price tag for our great services and programs many came to give deputations with good ideas for generating revenue increasing participation and improving marketing of our programs our property taxes were raised to 2.5 still below inflation this is an area to look at in future and decide if they should be raised at the same rate as inflation we pay the lowest property taxes in the gta and they were frozen in 2011 for the forward thinking we will continue to look at ways to improve our efficiencies and generate revenue i am vice chair of the audit committee and we are always sleuthing for fiscal opportunities it is in interesting committee indeed outside the box thinking will be necessary to ensure better cost recovery models and help with funding ideas for big projects like transit when we get a proper plan for the eager citizen participatory budget processes are extremely valuable two heads are much better than one we need to engage torontonians early on in deliberations and provide ample opportunity for listening and speaking a few other councillors and i were recently involved in a quaker idea called `scrupling which was a very successful way to cultivate inclusion and creativity thanks terry for inviting me for ward 32 from letter writing at lazy daisy s café to traipsing down to city hall in swim gear one dedicated mom wore a wet suit and sweltered through committee the ward 32 community rallied to keep toronto great petitions were signed meetings were organized kids were keen numbers were dialed you name it ­ and you did it i even raced ward 16 tdsb school trustee sheila cary-meagher across the s.h armstrong swimming pool for the cause throughout it all you remained positive and focussed the ideas and passion were endless i am so proud and honoured to represent you thank you for all your hard work 2013 should definitely go a little smoother beach metro community news councillor marymargaret mcmahon has of this six storey 24-unit proposed building ms mcmahon and ms major a senior planner for the city cochaired the community meeting on this issue where local residents who attended were quite clear in their opposition to this proposal concerns regarding many aspects of this development were raised and residents were asked to submit these concerns in writing before leaving the meeting which they did perhaps councillor mcmahon was more interested in having her proposed queen st `visioning study passed at the jan 10 meeting of toronto and east york community council than she was in representing her constituents who believed that she would address their concerns to council over the bylaw amendment sought by the developers at the same meeting c received by the local residents was the jan 10 meeting notification the notification stated if you were unable to attend the meeting you could submit your concerns in an email or letter naively i thought i had already done this back in april only to learn after the fact that in order to oppose the application i had to re-submit my concerns and objections since the final report dated dec 12 2011 from ms major of the city planning dept to the toronto and east york community council never raised nor documented the local residents objections specific to the height and density limits when far as i m concerned it s just another day those were the words of frank arnold on feb 3 as he celebrated his 100th birthday with a large group of friends and family in his building on coatsworth crescent arnold was born in toronto on feb 3 1912 and spent most of his childhood on ivy avenue near greenwood and gerrard he attended leslie street school and danforth tech at the age of 22 his
