you don t need a college degree to be a tattoo artist you don t even necessarily need a high school diploma as it really has nothing to do with your artistic talent nor your ability to learn to tattoo unless you have a crippling learning disability having extensive knowledge of art color theory painting etc certainly will take you further than someone who really has to learn all of this in the duration of their apprenticeship so it would be in your best interest to enroll in some art programs to get a better handle on the medium in which you want to enter but if you know nothing of art then i would have to ask why you would want to become a tattoo artist to begin with.
