l ame des jeux olympiques les voyageurs trouvaient étrange l attitude de ce petit groupe de français qui avaient pris place dans le train en gare d innsbruck elle alternait de la joie la plus débordante à l accablement le plus certain grande eut été leur surprise le 30 janvier 1964 s ils avaient su que le motif de cette cyclothymie apparente résidait dans les jeux olympiques de 1968 les jeux à venir quatre ans plus tard au lendemain de l élection de leur ville par le comité international olympique tel était pourtant l état d esprit des quelques hommes venus défendre en autriche la candidature de grenoble ils avaient pris conscience de la tâche immense et singulière qui attendait leur province l immensité leur en avait été révélée par ce qu ils venaient de voir chez leurs amis autrichiens que de chemin parcouru depuis 1924 durant chaque olympiade et quel autre plus considérable encore le serait à l avenir multiplié par le progrès technique la facilité des liaisons internationales l emprise de la radio et de la télévision cette accélération du monde accordait au travail à accomplir sa singularité tant il est vrai que tout problème quantitatif redevient qualitatif que prévoir demain par rapport à hier en une époque où quelques années valent un demi-siècle du passé convenez que ces méditations justifiaient une légitime crainte mais en regard quelle joie de devoir affronter cette oeuvre ne pas travailler pour la satisfaction d un petit cercle d initiés mais pour le plaisir de centaines de millions d hommes offrir au monde un noble spectacle collaborer à l oeuvre inépuisable de la paix qui est d abord rencontre et respect des autres tout ceci vous le devinerez en filigrane dans ce rapport sous-jacent aux chiffres aux organigrammes aux explications techniques car rien n eut été possible sans la foi des hommes celle-là même qui anime le comité international olympique les comités olympiques et les fédérations sportives les crédits les travaux l aide considérable accordés par l État trouvaient leur raison d être dans la certitude qu il était à l honneur d une grande ville française d organiser les jeux l opiniâtreté des fonctionnaires à résoudre l insoluble l enthousiasme des jeunes soldats employés aux travaux les plus divers comme l amabilité des militaires chargés du service d ordre participaient du même esprit et aussi l effort de toutes les collectivités locales affrontées à mille tâches qui ne leur étaient pas coutumières et qui réalisèrent des prodiges de cet « esprit » des jeux on prenait pleine conscience dans les services du c.o.j.o aux heures chaudes de l organisation de tous horizons de toutes formations réunis pour quelques années ou quelques mois sachant qu inéluctablement tout serait achevé au soir de la cérémonie de clôture des centaines d hommes et de femmes surent vivre en équipe sans compter leur temps ou mesurer leurs efforts seulement préoccupés du but commun à atteindre ils en connurent la récompense durant douze jours qui ne se décomposaient plus en heures mais ressortaient du domaine de l imaginaire pour le comprendre il faut dans l immense nef du palais de glace avoir entendu la houle de l immense public accompagner la descente d une première ligne de hockey ou la toupie d un patineur avoir vu de longues processions gravir les pentes du col de balme avoir été l un des soixante-dix mille participants de l apothéose autour du grand tremplin tout ceci n est point émotion puérile mais vérité n en déplaise aux cassandre car y réside l âme des jeux olympiques c est-à-dire l assurance de leur pérennité le président du comité d organisation des es x jeux olympiques d hiver docteur albert michallon 6 préface

the essence of the olympic games passengers must have found the attitude of the small party of frenchmen who had taken their seats in the train at innsbruck station very strange it oscillated between overbrimming joy and overwhelming despair they would have been greatly surprised on that 30th january 1964 had they known that the cause of this apparent cyclothymic condition was the 1968 olympic games the games to be held four years later yet such was the state of mind of the handful of men who had come to austria to defend the candidature of grenoble they had clearly realised the immensity of the rare task which awaited their province this immensity had been brought out by what they had just seen in the land of their austrian friends how far each olympiad had progressed since 1924 and what even more considerable progress would be made in the future multiplied by technical progress the ease of international communications the predominance of radio and television and this universal acceleration of events invested their mission with a unique character in so much as quantitative problems will emerge as qualitative how to imagine tomorrow compared with yesterday in an era when half a century of the past is covered in a few years it is easy to understand that these meditations inspired legitimate awe yet what joy to be entrusted with such an undertaking to ply one s efforts not for the small familiar circle but for the pleasure of hundreds of thousands to present a splendid spectacle to the whole world to contribute to the unending work in the cause of peace which is above all unity in mutual esteem all this you will discover underlying this report behind the figures the organization charts the technical data for nothing would have been possible without the faith of these men that same faith which inspires the international olympic committee the olympic committees and the sports federations the financial investments the programme of operations the considerable aid granted by the state were justified by the certainty that it was a great honour for a french city to organize the games the stubborn determination of the officials to resolve the insoluble the enthusiasm of the young soldiers occupied at so many different tasks the cordiality of the army police forces all shared this same spirit and also the efforts of all local bodies and communities confronted with a thousand unaccustomed tasks and accomplishing miracles this spirit of the games was above all present in the departments of the c.o.j.o in the critical hours of preparation from all horizons from all walks of life together for a few years or a few months knowing that inevitably everything would be all over on the night of the closing ceremony hundreds of men and women worked with one will sparing neither time nor effort to accomplish the common end they had their reward during twelve days which could no longer be measured in hours but which belonged to the realm of imagination and to understand it is enough to have shared the magic of the surge of the tremendous public accompanying the rush of the hockey forwards or the spin of an ice-skater in the huge nave of the ice stadium enough to have seen the long processions slowly climb the slopes of the col de balme enough to have shared with the seventy thousand spectators around the great ski-jump the magnificent finale to these games this is not puerile emotion but true fact despite our cassandras for in this resides the essence of the olympic games the assurance of their perenniality dr albert michallon president of the organizing committee for the xth winter olympic games 7 foreword

28 janvier 1964 grenoble dÉsignÉe le 24 novembre 1960 un entrefilet dans la presse locale informait les grenoblois que les édiles envisageaient de poser la candidature de la ville de es grenoble pour le déroulement des x jeux olympiques d hiver 1968 cette annonce causa une grande sensation parmi toute la population dauphinoise qui manifesta aussitôt son enthousiasme et son adhésion complète à un projet qui devait bouleverser la vie économique d une région déjà en pleine expansion et consacrer la vocation de grenoble comme grand centre de sports d hiver l idée de la candidature de grenoble n avait pas été avancée à la légère la paternité en revient avant tout à m francis raoul alors préfet de l isère et à m raoul arduin président du comité de ski du dauphiné émanation de la fédération française de ski les premiers ils examinèrent dans quelles conditions grenoble et le département de l isère pouvaient assumer cette responsabilité et étudièrent le problème olympique dans son contexte local la municipalité grenobloise présidée par le docteur albert michallon approuva aussitôt cette initiative et s empressa de prendre contact avec le comité olympique français les fédérations sportives françaises de ski et de glace les pouvoirs publics et les différents organes administratifs du département pour solliciter leur adhésion et préparer un dossier de candidature le 30 décembre 1960 le docteur michallon notifiait officiellement au président du comité international olympique la candidature de grenoble il soulignait dans sa lettre que le dauphiné « compte de très importantes et modernes stations de sports d hiver mondialement connues » et que « par ailleurs grenoble devenue une agglomération de plus de deux cent mille habitants en expansion démographique et économique constante bénéficie du privilège d être située au centre géographique d une région possédant déjà une longue tradition sportive et une infrastructure susceptible de faciliter une telle entreprise » cependant grenoble qui aux dires des géographes est la ville la plus plate de france avec une altitude de 214 mètres ne pouvait accueillir à elle seule l ensemble des épreuves inscrites au programme des jeux les compétitions de ski devaient donc être réparties entre les diverses stations de sports d hiver qui entourent la ville et qui toutes acceptèrent avec enthousiasme de s associer à la candidature de la capitale dauphinoise dans le massif de l oisans les stations des deux-alpes et de l alpe d huez cette dernière ayant déjà organisé les championnats du monde de bobsleigh en 1951 et possédant en outre un magnifique domaine skiable culminant à january 28 th 1964 grenoble is chosen on november 24th 1960 a paragraph in the local papers informed the population of grenoble that the town officials were considering entering grenoble as a candidate for the xth winter olympic games in 1968 this announcement caused a sensation amongst the inhabitants of the dauphiné who immediately gave their enthusiastic approval to the project which was soon to create an upheaval in the economic life of a region which was already developing rapidly and to confirm grenoble as a great winter sports centre the idea of grenoble s application was not put forward without due thought the originators were the prefect of the isère in office at the time mr françois raoul and mr raoul arduin at the time president of the dauphiné ski committee a branch of the french ski federation they were the first to study under what conditions grenoble and the isère department could undertake this grave responsibility and to examine the olympic question in a local context the grenoble town council presided over by dr albert michallon gave its approval and hastened to contact the french olympic committee the french ski and ice sports federations the government authorities and the various local administrative departments to request their support and prepare an application file on december 30th 1960 dr michallon officially informed the president of the international olympic committee of grenoble s application for the xth winter olympic games in his letter dr michallon stressed that the dauphiné was applying for the honour of organizing the games because the region has many large modern winter sports resorts of world-wide repute and grenoble now an urban centre of more than 200,000 inhabitants constantly progressing demographically and economically has the great privilege of its situation in the geographical centre of a region traditionally renowned for sport and equipped with enough basic installations to facilitate such an undertaking however grenoble which according to geographers is the flattest town in france at an altitude of 200 metres could not possibly provide facilities for all the events included on the programme of the winter games the ski events had to be distributed therefore over the various winter sports resorts which surround the town and all of them without exception enthusiastically agreed to back the application of the dauphiné capital in the oisans range the resorts of les deux alpes and alpe d huez the latter resort had already organized
