chapter i motivation concept public opinion 1 dates of the olympic games proposed dates to host the xxxi olympic and xv paralympic games if chosen san francisco will host the xxxi olympic games from 15­31 july 2016 the opening ceremony will take place on friday 15 july and the closing ceremony on sunday 31 july with preliminary football matches on 13 and 14 july the paralympic games will follow from 13­24 august july is the most advantageous period for hosting the olympic games in san francisco for a number of reasons first the olympic games will enjoy the city s remarkable july weather and air quality no rain falls in july in the san francisco bay area second the traditional summer vacation for schoolchildren will reduce traffic and allow children the opportunity to experience the games firsthand third peak tourist season in san francisco arrives in august just after the proposed olympic games period ensuring the widest possible games-time accommodation options while also ensuring the city is filled with potential spectators for the paralympic games finally with four gridiron football stadiums as well as the facilities of numerous academic campuses in use for the games a july time frame allows the san francisco 2016 games to return venues to their normal service with the least interruption within july the last half of the month serves the needs of the games best by avoiding the independence day national holiday on 4 july hotel occupancy is close to its highest point during this period by keeping peak accommodation demands out of the 2­10 july timeframe our hospitality partners will be able to accommodate both the fourth of july weekend and the olympic games in addition the greatest number of games arrivals will take place after the waves of departures of independence day guests from the city making airport arrivals much smoother for the olympic family and guests other large-scale events that are planned for this same period no other large-scale events are planned for san francisco during the games period of 15 july to 24 august 2016 sanfrancis co 2 0 1 6 d om e s t ic appl ic antcity 1

2 motivation we are motivated to create an extraordinary sporting environment for the athletes who have trained a lifetime for the olympic and paralympic games first and foremost san francisco will prepare the best possible field of play conditions and overall games experience given a unique natural environment spectacular weather and excellent air quality san francisco 2016 would take place in a stunning region that has long valued a sporting lifestyle a single central olympic village part of a development project well under way will result in a truly special experience with short travel times and the opportunity for all athletes to join the opening ceremony s parade of athletes in the adjacent olympic stadium san francisco 2016 will offer athletes a unique opportunity to join together in fair competition and sporting celebration we are motivated to serve the olympic movement we believe our core responsibility goes beyond staging 16 extraordinary days of olympic competition extending to the development and promotion of sport domestically and internationally san francisco 2016 will help rejuvenate the olympic audience and add to the appeal of the games for the next generation of olympians paralympians and spectators we will also add value to national governing body international federation national olympic committee and corporate partners so that their bonds are strengthened and their ongoing work continues to develop sport around the world we take it as our charge to leave the world of sport in a much stronger state as a result of our hosting of the games even beyond sport san francisco is committed to sharing and spreading the values of the olympic movement the san francisco bay area has a history of embracing positive values many among us pursue the healthiest possible lifestyles and eco-friendly choices and many more will be inspired to do so after experiencing the olympic games and paralympic games firsthand the city s respect for the environment will extend not only to the greenest of games but also to a better cleaner place to live after 2016 our city s internationally renowned commitment to preserving human dignity seen in the various social movements that began in san francisco will further expand the reach of the olympic movement san francisco 2016 will draw upon the rich diversity of the bay area for its high-profile organizing committee and we will create a new benchmark for the paralympic games in a community that has pioneered equality in access the power of the olympic games is transcendent it brings governments organizations corporations and individuals together in the service of a greater good in a city where olympism is inherent we believe that the olympic and paralympic games can catalyze and focus energy as well as unite like-minded efforts that span political governmental corporate and social lines we know that the city of san francisco and the entire bay area will never be the same after hosting an olympic games and believe that we in turn can have the same extraordinary impact on the olympic movement this is what motivates us to host the 2016 olympic and paralympic games impact and legacy of hosting the olympic games and paralympic games the impact of san francisco s hosting of the games would be far-reaching and long lasting from sport-oriented buildings facilities and programs and an energized population to an unprecedented level of intergovernmental cooperation and improved environment the bay area will work and shine as never before 2 motivat ion concept public opinion

hosting the olympic games and paralympic games will leave a powerful legacy for sport in san francisco and beyond there will be new or improved venues in which the public will gather to practice and enjoy sport an enhanced sports infrastructure will mean more access to sport for all an independent sports agency for the bay area will promote sporting lifestyles leading up to and beyond the games there are points in a city s history when the unique confluence of physical development and sporting aspirations create an unparalleled opportunity for the future of both the city and the olympic movement san francisco is a city at that point for more than 10 years master plans have been developed in an effort to reconnect the bayview-hunters point community with both its waterfront and the rest of the city in a community that has not generally shared in the growth of the vibrant san francisco economy a new and more hopeful horizon will soon appear a strong redevelopment plan to revitalize hundreds of acres of waterfront land will yield 8,000 housing units 2.5 million square feet of commercial space a new state-of-the-art olympic stadium and a 18,000-person san francisco arena all leveraged to build much-needed parks affordable housing and economic development opportunities for the bayview community this plan is already becoming reality as 1,600 housing units are currently under construction the cycle for the 2016 olympic games coincides with the fortuitous timing of this development by making very minor changes in the phasing of the project we have the opportunity to center the olympic games in a way and in a place that not only delivers a remarkable games experience for the athletes but also gives long-lasting public benefits to the citizens that need them most building on san francisco s eco-friendly history these waterfront developments are planned to set new international benchmarks in green and sustainable urban design we aim to show the world what it means to successfully implement the latest principles in green technology and environmental sustainability inspired to go to greater lengths to do good for our environment san francisco 2016 will go beyond carbon neutrality which will leave a legacy of inspirational environmental stewardship hosting the olympic games and paralympic games will also create a social governmental and cultural infrastructure that spans all nine counties and 101 cities constituting our metropolitan area the legacy of the olympic games will create a fabric of interwoven volunteers and service organizations as 60,000 individuals join with the games workforce donating millions of hours in the years leading up to the games these entities will connect in a way that will forever benefit their surrounding region san francisco 2016 will support the usoc in its core mission of promoting olympism in the united states by instituting a comprehensive education program for the children of our region and our country culturally san francisco 2016 will install public art projects and leave a permanent museum and gallery of the games following an example established by vancouver 2010 san francisco will establish a podium usa program podium usa will ensure that the beneficial funding environment generated by hosting the games also drives a key element of games success a winning home team in 2016 and beyond the usoc naturally would direct the work of podium usa sanfrancis co 2 0 1 6 d om e s t ic appl ic antcity 3

3 concept with the new olympic park at the heart of one of the world s favorite cities san francisco 2016 would host the olympic games and paralympic games in an extraordinary environment while aligning itself with the current direction of the usoc and international olympic committee a vast range of existing and planned venues together with a wealth of the world s most beautiful natural parks instantly recognizable hills and open water contribute to the potential for an unprecedented combination of ideal competition conditions and universal convenience please see map a in appendix i olympic stadium sport is at the center of san francisco 2016 s games concept which is designed to ensure a vibrant feeling of sporting celebration throughout the region a visionary new olympic park built for the games of 2016 will serve as the hub of sport surrounded by the iconic backdrop of the bay san francisco s steeply sloping streets and lively waterfront the region s majestic bridges hills and skylines all will provide an environment as stunning as the sporting events san francisco 2016 could prove to be the most visually inspirational games ever televised the athletes will enjoy inspiring views from a single olympic village recalling the central spirit of barcelona 1992 and will be located just minutes from key competition venues along the nearby southern waterfront thousands of participants will compete in athletics gymnastics aquatics and more within the olympic village a bright new landscape that celebrates sport will replace vacant shipyards and long-abandoned industrial areas eighty percent of athletes will travel 20 minutes or less to reach their competitions and all venues are within 54 minutes of the village by bus transportation for athletes will be seamless with a hub-and-spoke system centered at the olympic village and using olympic lanes throughout the region to quickly reach all venues the southernmost part of the olympic park will feature a new stadium built by the san francisco 49ers and scheduled to open in 2012 with planning and design work well under way the 49ers have publicly presented a concept featuring a very large lower bowl a suite tower along the western side of the bowl and an open end zone for the northern side of the stadium this unique design has allowed san francisco 2016 to dramatically move forward its concept for the olympic stadium from the 21 june 2006 submission and to give full consideration to feedback from the usoc developed in concert with the san francisco 49ers and based on the team s uniquely-suitable design a solution is now in place to enable the new venue to serve as the olympic stadium seating more than 80,000 for ceremonies and also for athletic competition a platform-based track of the type already approved by the international association of athletics federations will provide the field of play temporary seating in the north end zone will increase capacity for games use see illustration overleaf the san francisco 49ers and san francisco 2016 have no doubt as to the feasibility of this solution the olympic park will also feature a 18,000-person indoor arena for gymnastics competition with the arena filling a long-established need for a major indoor sports and entertainment facility in san francisco spectators and the olympic family will also experience a new level of access to the sporting action the san francisco 2016 games concept includes a well-distributed sports experience with no outlying venues this compactness provides a unifying location for athletes and ease and 4 motivat ion concept public opinion

the new olympic stadium at candlestick point affordability for spectators most of whom will ride public transit to events others will simply walk to city parks even the rowing competition will be less than 30 minutes from the city center at a site already served by commuter rail five indoor competitions will take place only yards from the olympic family hotels travel volume will be managed and balanced with transit load by the strategic placement of the largest events in our ticket base high-capacity venues for football and basketball will be distributed around the region on the outer perimeter of our venue plan spectators will access these venues through a web of existing convenient public transit with 30 of 39 venues 77 percent already existing and others being built in well-known locations spectators are accustomed to using public transit to reach these venues and sites ensuring a smooth flow the main press center mpc proposed for the moscone center in downtown san francisco is within walking distance of media hotels considerably reducing the need for dedicated transport the international broadcast center meanwhile would put the broadcast media close to the olympic stadium and the olympic village expediting studio interviews of athletes and also enabling rooftop studio views of the olympic park olympic stadium and olympic flame arrivals for the san francisco 2016 games will be more convenient than ever before with three international airports serving the games region san francisco international airport will be the main airport of the games located just 14 minutes from the olympic village with a strong games concept taking advantage of unique timing and opportunities san francisco s hosting of the olympic games and paralympic games of 2016 will bring athletes together like never before it will revitalize the spirit of sport in the united states and the world while also revitalizing communities enhancing the environment and leaving a tangible olympic legacy sanfrancis co 2 0 1 6 d om e s t ic appl ic antcity 5

4 public opinion general public opinion toward hosting the olympic games favorable public opinion for hosting the olympic games and paralympic games in 2016 in and around san francisco is strong in september 2006 800 people in the areas where the games will be hosted were polled 1 · 77 agreed with the statement that despite some inconveniences hosting the olympics will be a good thing for san francisco · more than 2 in 3 people who expressed an opinion felt san francisco should bid · 74 of bay area residents felt that preparing for the games would help to develop new sports programs and facilities · 84 felt that bringing the olympic games to san francisco would help create new jobs · 88 felt area business and the local economy would benefit during the olympics with little information in the public domain related to san francisco 2016 and with a proactive campaign to shape public opinion yet to start there are clearly areas that can be improved · only 60 felt that local transportation infrastructure would be helped by hosting the 2016 games · 41 felt that local transportation systems would be negatively impacted during games-time · 35 felt the safety of area residents would be hurt during games-time · 51 felt the local environment would be hurt during games-time over the lifetime of the bid effort polling will serve as an opportunity to track and influence public opinion with a proactive communications campaign commencing shortly san francisco 2016 believes it can reduce the perceptions of negative impacts to the environment traffic and security in addition to strong general support for hosting the games we know that san francisco bay area business is fully behind san francisco 2016 fully 86 of ceos in the region support the bid 2 more than half 277 of the 509 ceos polled also said their companies would willingly advocate abroad on behalf of san francisco 2016 as well as at home in addition support for san francisco 2016 is growing the same bay area council survey when carried out in august 2005 indicated 65 support 1 poll conducted by david binder research san francisco 800 respondents alameda san francisco san mateo and santa clara counties weighted 400 in san francisco and 400 in the three other counties 16-17 september 2006 david binder principal 415-621-7655 david@db-research.com questions used can be found in appendix iv opinion poll 2 poll conducted by the bay area council san francisco 509 respondents san francisco bay area 12 july­2 august 2006 john grubb vice president of communications 415-981-6600 xt309 jgrubb@bayareacouncil.org opposition to the project we are aware of no formal or organized opposition to hosting the olympic games or paralympic games in san francisco 6 motivat ion concept public opinion

7 legal aspects legal obstacles to the organization of the olympic games and the paralympic games there are no legal obstacles to the organization of the olympic and paralympic games in san francisco in 2016 to support its candidature san francisco 2016 intends to seek local state and federal legislation relating to financial commitments this legislation would guarantee the completion of various privately developed facilities provide guarantees against financial shortfalls and approve new public facilities and infrastructure further details of this work can be found in chapter iii finance new laws to facilitate the organization of the games in addition to the local state and federal laws that would provide for public and private financial commitments san francisco 2016 has already laid the groundwork and is prepared to work under the direction of the usoc to create a long-term solution for entry into the united states for usoc-approved athletes officials organizers and partners attending world-class sports competitions san francisco will bring the support of house minority leader nancy pelosi senators boxer and feinstein and the rest of the bay area delegation to work in partnership with the usoc and bid organizers from los angeles and chicago and their congressional delegations to create special processes and provisions to resolve long-standing issues associated with entry for both goods and people into the united states for world-class sports competitions we will seek permanent provisions in federal law relieving customs fees and process requirements that are normally extended only for the olympic games in the u.s and apply that same relief permanently to all events so designated by the usoc we will also seek a sports desk on par with a country-specific desk at the u.s department of state to expedite the entry process and special processes at the department of homeland security to make travel easier into the united states for sporting events designated by the usoc legislation requiring a referendum prior to hosting the games no referendum is required management and decision-making mechanisms to facilitate planning and operations within multiple political jurisdictions during the games the san francisco 2016 bid committee has been formed under the auspices of the city of san francisco but also embraces representatives from each local government agency that will participate in the hosting of the games following a model of inclusion and drawing upon sustained relationships established by san francisco 2012 these representatives have already been identified and will convene as the local government coordination committee this inclusive approach ensures that each agency agrees upon and honors its respective governmental services and financial commitments each agency will also maintain a local focus on efficiently delivering governmental services for the games planning and operational issues affecting multiple jurisdictions are considered from the outset ensuring consensus on the decisions reached san francisco also intends to enter into formal memoranda of understanding with all other participating government agencies to clearly allocate responsibility for hosting games events sanfrancis co 2 0 1 6 d om e s t ic appl ic antcity 9

during games-time a joint governmental operations center will work within the san francisco 2016 main operations center to centralize information flows ensure effective and timely issue tracking and deliver fast and thorough issue resolution existing laws that relate to sport california law prohibits bookmaking and wagering in connection with athletic competitions and classifies as felonies the acceptance of a bribe by a participant or the offering of a bribe to an umpire referee or judge it also prohibits the scalping of tickets on stadium grounds california law further provides an exemption from its physician-licensing guidelines for physicians from other countries or states traveling with a sports team san francisco regulations enable the exclusion of intoxicated and disorderly persons from stadiums and parks laws that combat doping in sport under u.s federal law anabolic steroids are considered a schedule iii substance possession is punishable by up to one year in prison and/or a minimum fine of $1,000 there are stiff penalties for the sale of steroids in 2004 the u.s congress passed the anabolic steroid control act increasing penalties for the selling or possession of anabolic steroids and widening the number of substances controlled under california law anabolic steroids are also deemed a schedule iii substance the possession or sale of which is punishable by prison and/or fines california law also prohibits steroid use by secondary school athletes and encourages secondary schools to educate students on the harmful effects of steroids all contracts for the lease or rental of sports facilities in california specify that language about the dangers of steroids be posted in each locker room status of discussions with the usada and wada public legal authorities in san francisco such as the district attorney have already developed relationships with anti-doping authorities that have been noted as excellent by the executive board of wada san francisco 2016 has started discussions with the world anti-doping agency wada and the united states anti-doping agency usada our efforts focus on three issues games-time anti-doping resources harnessing san francisco-specific resources in the fight against doping and educational campaigns to support the games-time anti-doping effort san francisco 2016 would develop and seek wada accreditation for a doping-control laboratory in our region the laboratory concept follows wada requirements and would allow for the fastest possible processing also enabling close ioc supervision legacy use will be defined with usada the san francisco bay area is also home to many of the world s leading biotech companies heavily engaged in developing personalized medicine based on genetic therapies aware of the importance of ensuring these therapies are not misused in sport industry associations such as bay area bio are committing the research resources of member companies to anti-doping efforts working with san francisco 2016 these efforts will be directed by usada local anti-doping educational efforts are also regular and ongoing our relationship with usada will ensure they reflect best practices 10 pol i t ica lsupp ort
