the evaluation commission the ioc evaluation commission for the xx olympic winter games in 2006 had as its tasks to study the candidature files of all the cities inspect the sites and submit a written report chaired by chiharu igaya ioc executive board member it was composed of representatives of the ioc the athletes the international federations the national olympic committees and specialists in the areas of finance law sport the organization of olympic winter games and the protection of the environment see inset on the 1 february 1998 deadline for receiving candidatures for the organization of the xx olympic winter games in 2006 six cities had officially presented their bids to the ioc helsinki finland klagenfurt austria poprad-tatry slovakia sion switzerland turin italy and zakopane poland election procedure the 108th ioc session modified the election procedure for the host city of the xx olympic winter games in 2006 the new procedure provides for the creation of an electoral college composed of the ioc president the doyen of the ioc eight ioc members elected by the session the chairman of the evaluation commission a representative of the winter ifs designated by aiwf a representative of the nocs designated by anoc and three athletes elected by the ioc athletes commission in march 1998 each city received the manual for cities bidding to host the xx olympic winter games in 2006 which explains in detail the bid procedure gives them guidelines on how to prepare their candidature file and informs them about the 18 themes on the basis of which the ioc makes its evaluation the deadline for presenting candidature files was 1 september 1998 the members of the commission studied more than 3,000 pages of files forwarded by the candidate cities as well as other documents drafted by the ioc administration and then visited the six candidate cities each city had the opportunity to provide during the entire visit any clarifications or information in response to questions raised by the members of the commission prepared by a working group within the commission the report was nationals of countries which have a bid city members of the ioc executive board except the president and the chairman of the evaluation commission are not eligible for the college the college is charged with selecting the two finalist cities which will be submitted to the final vote by the plenary assembly during the 109th ioc session this reform applies only to the electron procedure for the host city in 2006 for the future procedure the ioc will consider recommendations from the ioc 2000 commission 18 completed and approved during the commission s plenary meeting in lausanne on 8 and 9 december 1998 this report was distributed to the members of the olympic family made available to the media and published on internet composition ioc chiharu igaya chairman walther tröger gunilla lindberg athletes vladimir smirnov ifs oskar fischer philippe lacarrière nocs alexander kozlovsky paul george specialists rémy charmetant former organizing committee olav myrholt environment ioc administration gilbert felli coordinator director of sports and if relations thierry sprunger financial expert director of operations control and management howard stupp legal expert director of legal affairs jacqueline barrett head of department candidate city relations thierry pelichet assistant

helsinki candidate city characteristics legal aspects and security finland a country with a long tradition in winter sport does not possess sufficiently high mountains in its territory to host the alpine skiing competitions and thus proposes lillehammer in norway as the site for the alpine events pursuant to rule 38.2 of the olympic charter whilst the individual venues are excellent the distance between helsinki and lillehammer and the fact that a large portion of the games will be held in norway may lead to organisational and operational burdens the bid committee confirmed to the evaluation commission that although two countries are involved helsinki is the candidate city and thus overall responsibility for the organisation of the games lies with finland both finland and norway have a strong and stable structure politically and economically finland is a member of the european communities and norway while not directly affiliated enjoys close connections with the european union the bid is fully supported in finland by the national and local authorities as well as by industry the bid committee provided the evaluation commission with evidence of a public opinion poll held in november 1998 which showed that a majority of helsinki s population supported the bid the helsinki bid committee confirmed that the terms of the olympic charter and the host city contract would be fully respected including granting free access into finland and norway on the basis of a passport or equivalent document and the olympic identity card allowing persons to work in finland and norway to carry out their olympic-related functions prior to during and after the olympic games and allowing the entry into finland and norway of all goods e.g medication equipment and food required by members of the olympic family in relation to the olympic games free of customs duties primary responsibility for security will be under the jurisdiction of the finnish minister of the interior working in coordination with the norwegian royal ministry of justice and the future organising committee s security board the services of the finnish police force army and frontier guards will be provided free of charge in addition the evaluation commission was provided with a document from the finnish police force stating its belief that based upon a certification from the norwegian royal ministry of justice and the minister of justice the cost of state provided security 20 forces in norway would be borne by the norwegian government both finland and norway have significant experience in hosting and providing security for major international events the commission was received by the president of finland martti ahtisaari and several ministers and regional authorities who confirmed the strong support of the government for the bid the commission was pleased to note the presence throughout the visit of the ioc members in finland the noc presidents of both finland and norway and olympians sports helsinki presents a sports concept with activities in two countries helsinki for ice hockey skating and curling lahti finland for biathlon nordic and freestyle skiing and lillehammer norway for alpine skiing snowboard bobsleigh and luge both finland and norway have great experience in the organisation of major competitions and together hold the record for participation in the olympic winter games and in the olympic medal standings in the winter games a favourable point for the bid is the proposed sites of the men s and women s ice hockey competitions which will take place in two arenas in helsinki and espoo both are newly constructed built in 1997 and 1999

the candidate cities xx olympic winter games in 2006 respectively the hartwall arena in helsinki with its adjacent training rink 10 minutes from the olympic village and with a total capacity of 14 000 seats is of the highest standard and has staged many major events including the 1997 ice hockey world championships the espoo ice arena is located in the suburbs of helsinki 20 minutes from the olympic village and is to be completed in january 1999 with 8,000 seats a training arena will be built adjacent to the ice arena the existing helsinki arena located 12 minutes from the olympic village with a capacity of 8,000 seats has recently been completely renovated with the addition of a training rink and will host the figure skating and shorttrack speed skating events moreover two training rinks are foreseen 5 minutes from the olympic village the 1999 world figure skating and women s ice hockey championships will also be held in helsinki a new covered speed skating oval with 6,000 seats will be built in myllypuro 5 minutes from the olympic village for which further study will be required regarding the spectator area the curling competition will take place in the pirkkola arena in helsinki 10 minutes from the olympic village the rink needs to be completely renovated and will hold 2,100 spectators the post-olympic use of the ice facilities is excellent as all arenas will be dedicated to ice sport development after the games all the facilities in helsinki and the surrounding region are expected to be easily accessible by public transportation lahti 75 minutes from helsinki has a worldwide reputation for nordic ski events its ski stadium within walking distance of the additional accommodations will host biathlon crosscountry nordic combined and the jumping events spectator capacity for ski jumping will be 80,000 lahti will host the 2001 nordic skiing world championships and has hosted many international competitions in these sports there is excellent access both by car and by train with the station situated adjacent to the stadium a new facility for freestyle skiing will be constructed in the messilä ski centre ten minutes from lahti the alpine skiing events will take place in norway at two sites used for the xvii olympic winter games in lillehammer in 1994 hafjell the proposed site of the olympic village will host the men s and women s slalom giant slalom and combined slalom and kvitfjell 40 minutes from the hafjell village is proposed for the men s and women s downhill combined downhill and super-g both areas offer good access especially by railway the runs have sufficient lift and snow making equipment in norway experience has been gained from the very successful organisation of the olympic winter games in 1994 the evaluation commission expressed concern over the use of the same course for the men s and women s downhill as it may not be acceptable to fis for safety reasons the bid committee proposed that a new downhill course be constructed at kvitfjell for which discussions are taking place but no definite proposal or financing arrangement was available at the time of evaluation the evaluation commission believes that this issue must be resolved prior to june 1999 the snowboard competitions are also planned at hafjell with giant slalom to take place on the alpine skiing slope and the half pipe on a venue yet to be constructed the commission was 21 made aware that should fis modify the events programme finland would like to host the event the bobsleigh and luge competitions will be held in lillehammer the track was used for the 1994 olympic games the venue is located 5 minutes from the hafjell village finland and the lillehammer area in norway offer stable winter conditions albeit with a slight chance of very cold spells the lahti ski jumping venue is wind exposed and improved wind screens are planned paralympics the paralympics will be organised under the operational and financial responsibility of the future organising committee of the olympic winter games all relevant guarantees given by the authorities concerning the olympic games will also apply to the paralympics olympic village noc delegates will be accommodated in one olympic village in helsinki one olympic village in lillehammer and additional accommodations in lahti the olympic village in helsinki is located 9 km from the city centre post games the village will be a new residential area the plans call for 650 apartments with 1,700 beds during the visit of the evaluation commission the bid committee offered to enlarge the village capacity by 1,000 beds to make it possible for visiting athletes and officials to stay in the village the northern part of the village will have 4-5 storey buildings whilst in the southern section buildings will be terraced or detached houses two or three storeys high the commission expresses concern as to the size of some rooms which appear to be very small all residential blocks and the

helsinki buildings in the international zone will serve as residences after the games the helsinki village will primarily accommodate athletes and officials from curling figure skating ice hockey speed skating and short track speed skating the distance to the stadium for opening and closing ceremonies is approximately 15 minutes the bid committee offers additional accommodation in lahti 75 minutes from the olympic village with 1,200 beds for athletes and officials competing in cross-country skiing ski jumping nordic combined biathlon and freestyle the accommodation will be built in the city centre of lahti in the immediate vicinity of the ski stadium and adjacent to the existing lahti sports hall and polytechnic schools which will comprise the international zone the olympic village for lillehammer to be built in hafjell norway will accommodate the athletes and officials from alpine skiing snowboard bobsleigh and luge the bid committee offers 1,250 beds in two or three storey buildings located in close proximity to the alpine finish area which after the games will be turned into a holiday resort the distance from the accommodation to the kvitfjell alpine centre for men s and women s downhill and super-g is approximately 40 minutes travel time from the olympic village in helsinki by air shuttle and bus shuttle transportation will be approximately 4.5 hours during the visit of the evaluation commission the bid committee between offered transportation helsinki and lillehammer for ioc if noc delegations and the media free of charge the exact categories of accreditation should be defined before the ioc session in june 1999 noc extra officials as will be accommodated in helsinki 350 rooms lahti 250 rooms and lillehammer 250 rooms at noc cost the ocog will reimburse nocs for the price of the least expensive economy air fare ticket either to helsinki or oslo airport for athletes and officials aa ac am and ao accredited persons environment environmental standards in both finland and norway are generally considered to be high with low pollution levels the games will take place in locations already dedicated to sport the intended legacy of the games is to improve attitudes and increased awareness about nature protection and resource management the helsinki municipal environment centre will have a central role in the management and supervision of the programme together with the future ocog in the near future it will introduce environmental guidelines for major events including sports competitions environmental management of the games is part of the existing sustainable development processes agenda 21 in lahti and helsinki and it will benefit from the experience of lillehammer 94 the future ocog proposes to use the successful environmental management system of the lahti ski festival for the helsinki venues as well at this time no detailed plan for environmental coordination for the entire games has been developed as most of the necessary infrastructure is in place the total environmental impact will be limited except for the helsinki olympic village which has undergone thorough studies no assessments have been prepared for proposed new venues construction of the proposed additional accommo22 dations in lahti will serve as an opportunity to upgrade an area of the town centre and to provide safeguards for groundwater the proposed extensive awareness programme targets young people it will include a campaign for physical activity health and the environment advances in environmental impact research and technology are also hoped for benefits to be derived from the games medical/health services the medical plan for the olympic games calls for the use of existing medical infrastructures in helsinki lahti and lillehammer for the olympic games in both countries the medical care is state-of-the-art and the health care system is well-developed upon confirmation of their professional status by their noc medical personnel will have authorization to practice within their respective national delegations and to provide emergency services as necessary both in finland and norway the candidature committee proposes that doping control analysis will take place in the ioc accredited laboratories in helsinki and oslo norway with the two laboratories working in close cooperation the candidature committee confirmed that members of the olympic family will receive medical treatment free of charge accommodation helsinki has considerable accommodation and hospitality infrastructure currently there are 6,255 hotel rooms in helsinki with additional hotel construction planned and another 4,145 rooms within one hour of the city lahti has 887 hotel rooms and an additional 635 rooms within 35km of

the candidate cities xx olympic winter games in 2006 the city lillehammer and the ski areas of hafjell and kvitfjell have 2,180 hotel rooms within 35km of the competition venues oslo with its considerable accommodation is approximately 2.5 hours from lillehammer the proposed accommodation for the olympic family except for the olympic village is as follows ioc ifs nocs 800 rooms hotels in helsinki 200 rooms hotels in lahti 200 rooms hotels in lillehammer q if technical officials 160 rooms hotels in helsinki 50 rooms hotels in lahti 35 rooms hotels in lillehammer q media 5,500 rooms hotels in helsinki 1,500 rooms hotels in lahti 2,500 rooms hotels in lillehammer q sponsors 2,000 rooms hotels in helsinki 600 rooms hotels in lahti 500 rooms hotels in lillehammer q volunteers/security forces number unspecified private accommodation q trols an effort is currently underway to confirm such a policy for hotels in the three regions it appears likely that hotels will also adopt a policy for minimum length of hotel stay transportation helsinki possesses substantial infrastructure for air rail sea and road access the gateway to finland will be the helsinki vantaa international airport 20 km from the city centre the gateway to norway for athletes participating in lillehammer will be the new international airport at gardermoen north of oslo opened in 1998 150 km from lillehammer finland has a well developed road network the helsinki-lahti motorway e75 will be completed in december 1999 the main railway links are being improved in order to shorten travel times helsinki possesses large shipping docks with 4 terminals for sweden germany and estonia during the games there will be a helsinki-oslo air shuttle service 8 per day which will be at the disposal of the olympic family flight time is approximately 85 minutes this shuttle will be free of charge throughout the games for some categories of the olympic family and media which should be determined prior to the ioc 23 session the round trip travel time of approximately 9 hours in addition to the schedule of events makes a one day trip between helsinki and lillehammer very difficult helsinki lahti and lillehammer all have very good experience in spectator management the public transportation system is good between helsinki and lahti media and communication the main media centre mpc and ibc will be housed in the helsinki trade fair centre this state-of-theart complex has a total surface area of 38,800m2 in four large exhibition halls with 5,000 parking places a congress hall seating 1,500 people is available for press conferences the finnish fair corporation which owns the centre has undertaken to make all of its facilities available to the future ocog six months before the games there will be media sub-centres in lahti at the ski stadium and in lillehammer in håkons hall ice rink during the 1994 olympics for written press only little information was received about connections between them particularly regarding the international signal the media will be accommodated in 5,500 rooms in helsinki 1,500 rooms in lahti and 2,500 rooms in lilleham the candidature committee stated that if ioc members were to travel to lillehammer and wished to stay overnight the cost of such accommodation would be borne by the future ocog the cost if any to if and noc representatives officials and media for short-term lillehammer stays had not been determined the evaluation commission believes that this issue must be resolved prior to the ioc session in june 1999 a resolution passed by the helsinki city council supports the control of hotel prices moreover the three largest hotel chains which together count for 75 of the hotel rooms in helsinki have agreed in principle to hotel price con-

helsinki mer further information is required concerning prices and services the host broadcaster would be the finnish broadcasting company yle yle has served as host broadcaster at the many winter sports events in finland and has contributed to the production of the international signal at the olympic winter games finland has state-of-the-art telecommunication infrastructure the two olympic villages and the additional team accommodation as well as transport and technology appears to be understated furthermore a low contingency reserve has been provided for in the expenditure budget on the revenue side however the television rights budget has been conservatively estimated thereby providing a global contingency reserve on the overall budget the cities of helsinki and lahti the issue of ambush marketing needs to be further negotiated in norway as far as control of air space and street vending is concerned the bid committee believes that the public authorities of both countries have the necessary legal means to provide adequate safeguards ceremonies culture and olympism the opening and closing ceremonies will take place at the 1952 olympic stadium which has recently undergone renovations 1990 and 1997 and has a 35,000 seating capacity it is within walking distance of the ioc if and noc hotels medal award ceremonies will take place in senate square in central helsinki for all events taking place in finland the medals for alpine skiing snowboard bobsleigh and luge will be awarded in lillehammer the many cultural events planned both prior to and during the olympic games are enhanced by the rich cultural traditions of both finland and norway the existing olympic education project directed by the finnish olympic academy and the plans for its further development are of particular interest a youth camp for 500 participants will be held at the finnish sports institute 30km from lahti from 11th20th february and will be free of charge for all participants a budget has been set aside for the youth camp to cover free accommodation and catering and to subsidise travel expenses all nocs will be invited to participate finance and marketing a finance the council of state has issued a decision-in-principle to underwrite losses up to fim 2 billion us 370 million for the 2006 olympic winter games if the city of helsinki is elected a legislative proposal on the guarantee will be prepared for submission to parliament the ocog operating budget is based on the financial information from the 1994 olympic winter games in lillehamer and from the organisation of a number of world championship events in the recent past whilst the operating budget for sports events and for the mpc/ibc appears reasonable the operating budget for b marketing the marketing revenues have been budgeted on the basis of a programme involving both the territory of finland and norway agreements between the bid committee and the finnish olympic association as well as between the bid committee and the norwegian olympic committee and confederation of sports have been drafted and was due to be signed in march 1999 these agreements will provide for the terms and responsibilities of each of the parties whilst some of the sponsorships are expected to cover both countries others will be limited to one territory as far as ambush marketing is concerned the bid committee has reserved strategically placed advertising spaces at helsinki airport and in 24 nb excerpted from the ioc evaluation commission report for the xx olympic winter games in 2006 published in january 1999.

the candidate cities xx olympic winter games in 2006 klagenfurt candidate city characteristics legal aspects and security the klagenfurt bid represents the original concept of an olympic games beyond borders between austria italy and slovenia one of the principal motivations is to demonstrate the unity harmony and friendship of a region which has existed and developed as such over centuries despite changing conditions separation by political borders and language barriers this concept presents interesting aspects but also potential organisational difficulties during the visit of the evaluation commission the challenges of organisation with three countries three languages and three legal systems were identified whilst the bid committee stated that the three countries would be equal partners in the future ocog the evaluation commission considers that primary organisational and financial responsibility belongs to klagenfurt and austria the italian olympic committee coni confirmed that turin is the official italian candidate however coni and government authorities have also expressed support for the involvement of italian venues in the klagenfurt candidature referenda held in klagenfurt and carinthia in 1997 showed a majority support for the bid the klagenfurt bid committee confirmed that the terms of the olympic charter and the host city contract would be fully respected including granting free access into austria italy and slovenia on the basis of a passport or equivalent document and the olympic identity card allowing persons to work in the three countries to carry out their olympic-related functions prior to during and after the olympic games and allowing the entry into the three countries of all goods e.g medication equipment and food required by members of the olympic family in relation to the olympic games free of customs duties should slovenia not become a member of the european union by 2006 special measures might be required to ensure the free movement of persons and goods within the olympic region the future ocog s security structure is made more complicated by the involvement of three countries primary responsibility will be given to a representative of the austrian minister of the interior who will coordinate public 25 security forces through a central command unit for each country and with the future ocog s director of security the bid committee declared that all public security forces would be provided free of charge the region has much experience in hosting international events requiring security during its visit the commission met with the federal chancellor of austria victor klima and the prime minister of the republic of slovenia janez drnovsek the commission was pleased to note the presence of the ioc members in austria throughout the visit one of whom is also the president of the austrian noc the president of the slovenian noc representatives of regional authorities as well as olympians from each of the countries sports to implement the concept of games beyond borders the bid committee has elected to spread the sports venues over the three countries when it could have otherwise concentrated venues closer to the olympic village the consequence of this decision is for example the men s ice hockey tournament in ljubljana slo 100km from klagenfurt and four separate sites for alpine skiing bobsleigh and luge will take place at the existing facility at cortina d ampezzo ita 4 hours

klagenfurt 20 minutes from the olympic village both the course and the shooting range for biathlon will be built in achomitz 35 minutes from the olympic village in a venue situated in a small community with a long tradition in nordic events the four sites proposed for alpine skiing are q kranjska gora slo 55 minutes from the olympic village for the men s slalom combined slalom and giant slalom there is good tradition and experience at this venue which has hosted world cup competitions for many years q nassfeld aut 85 minutes from the olympic village where a new course is under construction for the men s downhill the combined downhill and super-g the commission believes that even with the heavy profiling work required the downhill course will not meet fis standards q arnoldstein aut 35 minutes from the olympic village will be the site for the women s downhill combined downhill and super-g excel26 q lent courses and good infrastructure including access by railway and highway exist and the venues have hosted international competitions tarvisio ita 35 minutes from the olympic village will be the site for the women s slalom combined slalom and giant slalom the proposed course is adequate but its upper section and the finish area need to be widened with some tree cutting as a result the venue will be within walking distance of the town centre.

the candidate cities xx olympic winter games in 2006 tarvisio will also organise the freestyle skiing events in a venue to be constructed close to the town and the cross country competitions to be held at an existing venue with an adequate ski track the stadium will be located close to the city and the commission believes that the adjacent road could affect the competition and its organisation the existing ski-jumping stadium at planica 45 minutes from the olympic village is well-known and has hosted past world cup events and world championships the venue can accommodate 50,000 spectators the nordic combined competition will take place at two locations tarvisio and planica since the road between the two sites is narrow and could lead to access problems the bid committee stated that a cross-country track could be provided in the planica valley bad kleinkirchheim 50 minutes from the olympic village and the most popular site for snowboard in carinthia will host the competitions for this sport the existing hill and infrastructure are excellent the existing bobsleigh track at cortina d ampezzo ita 4 hours 20 minutes from the olympic village will be used for bobsleigh and luge competitions there is good tradition for these sports at this site which is very well-known and has hosted many international events including the olympic games the ice hockey tournaments will take place in two countries the men s competitions will be held in ljubljana slo 90 minutes from the olympic village in two arenas both with excellent services and access the tivoli hall will be completely renovated and extended from 5,000 to 7,000 seats and the university hall will be constructed with 12,000 seats the women s tournament will take place in the klagenfurt trade fairs 25 minutes from the olympic village in an existing good quality hockey centre for 5,200 spectators with an adjacent training rink there is a strong tradition in ice hockey in the region and good experience in organising international events due to the distance involved the men s ice hockey players will not be able to be accommodated in the olympic village an unfortunate situation for such an important component of the olympic winter games the concept for figure skating short track speed skating and speed skating is very good these disciplines will be held in the new klagenfurt ice centre situated 25 minutes from the olympic village adjacent to the speed skating stadium and close to the railway and highway spectator capacity will be 10,000 seats for figure skating and short track and 8,000 for speed skating in addition a nearby amusement park will provide ample parking facilities the curling competitions will be held in a new building soon to be constructed in the klagenfurt trade fairs in the vicinity of the main media centre and the ice hockey stadium a temporary rink and stands for 3,000 spectators will be installed the three countries have a good background in all winter sports events as regards snow sports the existing skiing infrastructure lifts snow making facilities and spectator capacity will be sufficient for all venues very good use of the ice facilities will be ensured after the games as with the exception of the curling rink all the arenas will be dedicated to ice sport development the daily sports programme needs to be adjusted to avoid the overlapping of major events in ice hockey figure skating and alpine skiing slalom and a 27 contingency plan is required since arnoldstein has a relatively high number of days with fog which may affect the organisation of alpine skiing events paralympics the paralympics will be organised under the operational and financial responsibility of the future organising committee of the olympic winter games all relevant guarantees given by the authorities concerning the olympic games will also apply to the paralympics olympic village the klagenfurt bid offers an attractive concept for the olympic village at the summer resort of velden 29km from the city centre velden is located on the lake wörthersee and has an existing hotel capacity of 10,000 beds in the olympic village 3,580 beds will be provided of which 1,800 will be in existing 4-star hotels which will all be upgraded to winter needs and 1,780 beds will be added in modular housing in the same area which the bid committee confirms will be of the same standard as the existing hotel rooms space for noc and medical offices will be provided according to the ioc guidelines for the olympic village the distance to the stadium for opening and closing ceremonies is approximately 20 minutes the olympic village offers accommodation for all athletes and officials taking part in the games however additional accommodations will be offered as follows q ljubljana slovenia 100km from the olympic village 800 beds will be reserved in hotels for the athletes in men s ice hockey for which no agreements have yet been signed.

klagenfurt cortina d ampezzo italy 198km from the olympic village 500 beds will be provided in hotels for the athletes and officials in bobsleigh and luge q nassfeld austria 73km from the olympic village an as yet unspecified number of beds for men s downhill combined downhill and super-g competitors will be reserved further study must be made of the plan of the additional accommodation in ljubljana and nassfeld regarding availability quality and number of beds the bid committee offers accommodation for 1,800 extra officials as in hotels close to the olympic village and the competition sites at noc cost during the visit of the evaluation commission the candidature committee offered reimbursement to the nocs of travel costs of uss 1,000 per person for all accredited athletes and officials travel time from the main entry airports to the olympic village is 15 minutes from klagenfurt and 3 hours from vienna q active participation of non-govern mental organisations in decision making concerning the environment and natural resources the bid is based on utilization of existing infrastructure and sports venues and thus there will be limited direct impact on the natural environment there have been no detailed environmental studies made of venues except for the men s alpine downhill course in nassfeld the freestyle venue at the tarvisio ski arena will need closer environmental study and mitigation efforts due to its impact on the landscape and proximity to the julian alps national park modernisation of the bobsleigh and luge run in cortina d ampezzo will improve environmental and safety conditions with the planned measures for sewage treatment and waste management especially in slovenia and italy the situation will be further improved and more uniform the bid proposes an environmental programme based on current legislation and conventional practices medical/health services the region offers a developed medical infrastructure within which three hospitals in klagenfurt and villach will primarily be used to treat members of the olympic family appropriate medical services are guaranteed also in ljubljana and cortina d ampezzo upon confirmation of their professional status by their noc medical personnel will have authorization to practice within their respective national delegations and to provide emergency services as necessary doping controls will be carried out at a temporary laboratory situated at the villach hospital which will be equipped and serviced by the ioc accredited laboratory in cologne 28 the candidature committee confirmed that members of the olympic family would receive medical treatment free of charge accommodation the olympic area defined as 45 minutes from villach site of the ioc hotel has 40,000 rooms and includes klagenfurt and southern carinthia tarvisio italy and slovenia cortina d ampezzo bobsleigh and luge has 2,396 rooms there is additional availability in salzburg 1.5 hours vienna 3 hours and venice 2 hours the proposed accommodation for the olympic family except the olympic village is as follows q ioc ifs nocs 1,200 rooms hotels in villach klagenfurt faaker see and near venues q if technical officials 350 rooms various hotels near venues q media 8,600 rooms various hotels near venues primary area wörthersee 4,600 rooms q sponsors 3,000 rooms various hotels olympic area q volunteers/security forces 3,500 rooms near venues finkenstein provisional reservations have been made to date with approximately 150 hotels and hotel associations including kärnten verkauf gmbh aut consorzio servizi telistici del tarvisiano ita and the ministry of economic affairs slo these commitments cover 26,315 rooms in the olympic area and cortina d ampezzo the process is underway to control room prices at no more than us 200 per day plus an adjustment for inflation there is no policy for a mini environment the overall environmental conditions in the olympic region are good environmental management through the environmental office the green office of the future ocog will be a key to the success of the environmental programme coordination of efforts in all three countries in a uniform manner will be essential the bid has been scrutinized by environmental volunteer organisations from the olympic region and their constructive input and cooperation has been secured a new law in friulivenezia giulia italy formalizes the

the candidate cities xx olympic winter games in 2006 mum length of hotel stay at this time in klagenfurt velden and nearby towns the hotels may need to be upgraded to winter standards because most properties are used today only as summer resorts transportation klagenfurt is served by a high capacity and efficient transportation infrastructure two motorways northsouth a10 and the east-west al and two rapid rail lines have their junction in the centre of the region at villach final improvements to motorways and railways will be completed by 2005 the gateway airport is the klagenfurt international airport close to the city 15 minutes and equipped for all weather conditions to the maximum extent possible it will be dedicated to the olympic family three additional airports are planned as primary feeders into klagenfurt airport vienna 345 km venice 265 km ljubljana 105 km each venue is accessible by a minimum of two roads during the games a system of dedicated routes will be established with limited access on event days an event ticket will include the right to free public transportation within the region and parking will be free of charge for appropriately accredited persons transportation operations will be managed from a unified command control in klagenfurt manned by representatives of austria italy and slovenia and the organising committee due to the number of events in tarvisio kransjska gora and planica especially on certain days in addition to normal traffic between austria italy and slovenia the evaluation commission believes that it is essential that the tarvisio by-pass be completed 29

media and communication the main media centre mpc/ibc is to be located in the klagenfurt trade fairs complex with close access to rail transportation thirteen halls will be available 11 are existing with a total area of 52,000m2 and 1,800 parking spaces media representatives will be accommodated in hotels located throughout the olympic region with arrangements for technical services and 24 hour food service the bid committee stated that free transportation would be provided to and from each accommodation point the media centre and venues the austrian broadcasting company orf will be host broadcaster in cooperation with rai italy and rtv slovenia the broadcasting experience of these three companies is significant austria and italy have well-developed telecommunication infrastructures more work may need to be done in slovenia finance and marketing a finance the candidature file states that the federal government of austria guarantees 100 of the expenses relating to the obligations of organising the 2006 olympic winter games in a resolution of 14th may 1998 the national parliament gave the federal government the power of authority to commit its support to the bid this guarantee extends beyond the borders to italy and slovenia to ensure full financial security for the costs incurred in organising events in these countries the primary financial guarantees at this stage are that each of the three regions provinces or state have guaranteed the financing of the capital invest ments required in their area as well as a commitment to cover one third of a potential ocog deficit should klagenfurt be designated as host city the guarantee by the federal government of austria will be submitted to a vote by the national parliament of austria the ocog operating budget is based on past and future olympic winter games budgets as well as detailed assumptions and evaluation of the requirements certain expenditures have in the commission s opinion been underestimated further a risk of unrealized revenue of some us 20 million exists on the resale of the modular housing to be built for the olympic village however the revenue budget appears to be very conservative additional sponsorship and other marketing revenues are possible from the region of friuli-venezia giulia and there remains a potential for increase in ticket revenues b marketing the three region three country joint marketing programme will prove to be a challenge the plan is that the austrian noc will be the lead partner of the programme the three nocs have agreed that each of them receive one third of the total marketing revenues that accrue to the nocs irrespective of the individual contribution each national market brings to the overall marketing programme the joint marketing contract between the nocs and the bid committee is expected to be signed in march 1999 the bid committee does not foresee any particular problem in reaching agreement between the nocs and their national olympic winter sports federations on marketing related matters 30 in its budgeting the bid committee believes it has been rather conservative on the potential revenues that could be forthcoming from the italian market this is principally because they have been unable to obtain outright support or commitment from italian companies which are currently supporting the italian bid of turin further study and planning will be required in the field of ambush marketing the bid committee confirmed to the evaluation commission that airspace advertising is controlled by public authorities and that official permits are required for street vending ceremonies culture and olympism the opening and closing ceremonies will be held in an existing stadium in klagenfurt which will be reconstructed and enlarged to 35,000 seats medal award ceremonies will take place at klagenfurt s central square with the exception of bobsleigh and luge the co-operation of three neighbouring regions in three countries with rich cultural heritage offers great potential for a colourful and diverse cultural programme the nation-wide school programme for children between the ages of 6-14 on the values of olympism organised by the austrian olympic academy and supported by the noc is of particular interest a youth camp for 1,000 participants will be organised from 28th january to 26th february in the italian mountain resort of sella nevea in the region of friuli-venezia giulia the future ocog will contribute us 20 per person per day to subsidise costs all nocs will be invited to participate nb excerpted from the ioc evaluation commission report for the xx olympic winter games in 2006 published in january 1999.
