1 2 1.introduction 3 2012 21 2012 1980 23 1980 70 «» -2012 2012 100 500 2012 2012 motivation the olympic movement s positive influence on the world and within the communities in which the games are held is beyond measure the olympic ideals have inspired cultures societies and entire nations the core of olympism is based on participation for all striving to do one s best and maximising human potential not merely in achieving victory we believe the staging of the 2012 olympic and paralympic games in moscow will reinforce these olympic values for our city allow a new generation of russians the honor of hosting the games and help to solidify the transformation of our country s new society for centuries moscow has been a crossroads of cultures where east meets west st basil s cathedral the bolshoi ballet and the poetry of pushkin are among our most enduring images that have inspired visitors and russians alike through the centuries and now as the world enters the 21st century our country is undergoing a period of dynamic social and economic change to express our vision for the 2012 olympic and paralympic games we must first honor our existing olympic legacy the 1980 olympic games enriched our country by teaching us that the greatest olympic gifts are hope dreams inspiration and friendship those games also left an astonishing array of sports infrastructure for our citizens which we have used extensively to promote sport in our country the ioc s increased emphasis on managing costs and ensuring olympic games sports infrastructure sustainability is a core principle of our bid and reflects our olympic legacy experience moscow s sustainable olympic legacy is clearly evident even today 23 years after the 1980 games over 70 of the games venues such as the luzhniky olympic complex are still in continual use providing sports attendance participation and training opportunities for the people of moscow and indeed all of russia our overall 2012 plan is to adapt modernise and utilise much of the existing olympic foundation in moscow in doing so we will address the expectations of the ioc while providing a world-class and modern games environment for the world s athletes the entire olympic family media and spectators russia has a long and highly successful history in international athletic competition the russian people have great pride in our olympic history and in fact 2012 will mark the 100th anniversary of russia s national team s participation in the olympic games over 500 olympic champions reside within the city of moscow and each is eager to play a role in the 2012 olympic and pa ralympic games and to welcome the world to moscow and the new russia moscow 2012 offers the olympic movement a historic opportunity to alter the course of a city its people and indeed an entire nation s future and to provide an enriching spectacle of sport culture and hospitality we are humbled by this opportunity and are committed to upholding the ideals of olympism for all future generations to come.

2 4 2012 « » 2012 1980 «-2012» 5 5-10 «» 10-15 «» 10-20 «» 15 «» « » 2012 23 2012 «-2012» 2012 2.concept 5 our 2012 olympic and paralympic games concept incorporates the moscow river and its inspirational role in the life of our city and region as a central theme of the games throughout history rivers have been natural gathering places for people as well as sources of cultural exchange our concept «olympic river» provides an extraordinarily compact and efficient operational plan the motivation for our plan is based upon the ioc s increased emphasis on building a cost-effective compact operational plan for the games while providing a sustainable sports legacy for the host city all 2012 olympic and paralympic sports will take place within the city along the moscow river maximising the convenience for athletes the olympic family the media and spectators even though most of our existing sports infrastructure already meets international standards we intend to undertake a modernisation programme to insure the highest possible quality of all venues this will minimise new construction and maximise utilisation of the 1980 olympic games legacy the moscow 2012 plan locates the main olympic venues within 5 complexes along the moscow river placing them within 5-10 km to each other with easy access to and from the city center by all modes of transportation the concept is anchored by the luzhniky olympic complex and its surrounding olympic park which will be the site of opening and closing ceremonies and the athletics competition the olympic village will be located approximately 10-15 minutes from luzhniky and 10-20 minutes from the other sports venues the krylatskoe complex unique in the world because of its location in the city of moscow is merely 15 minutes from the olympic village olympiisky complex is recognised as of one of the greatest multi-purpose sports complexes in europe and tushino the site of a planned new universal sports complex for the games make up the remaining sports complexes of the plan the expected benefit of our plan at games time is multifaceted most importantly our plan will insure the highest possible level of sporting excellence for athletes the olympic family spectators and the media this means short travel times to venues and athletic competition conducted in world class facilities russia s rich and varied history will provide a memorable cultural experience for all who attend or watch the games finally our «olympic river» concept will provide compelling stories and images for the media and tv audiences around the world post games we foresee a new and lasting olympic legacy for moscow which will contribute to an improved quality of life for our citizens and help to introduce a new and democratic russia to the world the infrastructure for the 2012 games will provide an ongoing catalyst for sports residential and commercial development and media infrastructure in moscow for many years to come over the past 23 years moscow has set the standard for efficient utilisation of olympic infrastructure and we intend to build upon that experience and foundation following the 2012 olympic and paralympic games close consultation with mayor luzhkov s office has ensured that the moscow 2012 plan is an integral part of the city of moscow s long-term plan the hosting of the 2012 olympic and paralympic games conforms to all approved plans of the city development and will provide additional impetus for their completion.

3 6 1980 1980 1980 romir research «» 2012 2 4 4 18 60 1546 2003 1000 2003 1 2012 · 89 · 90 2 2012 · 90 · 89 2012 3.publicopinion 7 the people of moscow and indeed all of russia share an overwhelming interest in welcoming guests from around the world while hosting friends family or international sporting and cultural events such as the olympic games russians are known for their hospitality since moscow s hosting of the olympic games in 1980 russians have regarded such events as large national holidays for us the 1980 games were not only a great sporting event but also an opportunity for social and cultural interaction with people from around the world this is a significant part of the 1980 games legacy and the people of moscow are eager to build upon that experience the president and government of the russian federation the commercial and business sector and the overwhelming majority of political parties and social organisations also enthusiastically support hosting the 2012 olympic and paralympic games in moscow we have contracted with romir research under the supervision of and based on the standards of the gallup organisation to undertake public opinion polls in moscow and across russia st petersburg novosibirsk nizhniy novgorod voronezh rostov-on-don yekaterinburg regarding hosting the 2012 olympic and paralympic games in moscow outside moscow 2 focus groups were held in each city each consisting of 4 men and 4 women aged 18-60 the moscow research was conducted by telephone interviews the all-russia poll of 1,546 respondents was conducted in october 2003 and 1,000 muscovites were polled in november 2003 respondents were asked 1 do you support the idea of hosting olympic and paralympic 2012 games in moscow · i do russia 89 · i do moscow 90 2 do you think the 2012 olympic and paralympic games will be properly organised · i am sure russia 90 · i am sure moscow 89 there is no discernable opposition to the proposal of hosting the 2012 games in moscow in fact during the research the only regret expressed by the inhabitants of other russian cities was that the 2012 olympic and paralympic games are not planned for their home towns this research both verifies and quantifies the overwhelming desire of muscovites and the russian people to welcome the olympic and pa ralympic games to moscow in 2012.

4 8 2012 2012 « 2012 » 23 29 2002 «-2012» 2012 «-2012» 2003 2003 i 2005 · 2004 ii 4.politicalsupport 9 the desire to host the 2012 olympic and paralympic games is actively supported at all levels of local regional and federa l government the idea to nominate moscow as an applicant city for the 2012 olympic and paralympic games originated with the moscow city government and personally with the mayor of moscow yuri m luzhkov the moscow government and moscow city council issued corresponding decrees «on the nomination of moscow as a host city applicant for the xxx olympic games» on 23 and 29 october 2002 respectively the moscow 2012 bid committee has already established strong relationships with local and regional associations throughout russia for example close interaction and cooperation exists between the moscow 2012 bid committee the moscow city government the russian olympic committee and the state committee for physical culture and sport of the russian federation moreover as required by the ioc federal and municipal authorities are eager and able to fulfil their specific responsibilities associated with the organisation and staging of the 2012 olympic and paralympic games in moscow the moscow 2012 project also has significant support on the federal level in april 2003 the nomination of moscow was confirmed by the presidium of the russian federation president s council on physical culture and sport in may 2003 russian federation prime minister mikhail m kasyanov gave official consent to the forwarding of the moscow application to the ioc prime minister kasyanov also signed a letter of guarantee on behalf of the russian government attached as letter i the moscow city government has agreed to finance the application phase in full and has also agreed to assume responsibility for obtaining the financing and managing the necessary olympic infrastructure development the city government activity has the full support of the business community many of whom are actively participating in the ongoing development of the moscow city infrastructure the business community also has expressed its willingness to invest in the creation and renovation of olympic sites the following federal election will take place in russia prior to july 2005 · election of the president of the russian federation march 2004 the commitment of the city of moscow and the russian olympic committee to respect and comply with all obligations set out in the olympic charter is contained in «the letter of guarantee» signed by moscow mayor yuri m luzhkov and roc president leonid v tyagatchev attached as letter ii

6 12 2012 «-2012» « » 2012 80 « » 29 1999 20 « » 26 1996 1979 « » 837 20 2003 4 2003 6.legalaspects 13 the laws of the russian federation and the city of moscow do not contain any legal provisions that would prohibit or limit the organisation and conduct of the olympic and paralympic games the laws of the russian federation and the city of moscow are also sufficient to provide the organisation of the 2012 games however if awarded the games moscow 2012 will work with the federal and city authorities to enact legislation designed to enhance the protection of the already afforded olympic movement s intellectual property rights in addition to minimise any «ambush marketing» opportunities we intend to enact legislation which would among other things control the use of outdoor advertising before during and after the games and tighten the protection of sponsors rights the laws of the russian federation and the city of moscow do not require a referendum in order to host the 2012 olympic and paralympic games the primary legislation relating to sport in russia can be found in the federal law no 80-fz «on physical culture and sport in the russian federation,» dated 29 april 1999 and the moscow city law no 20 «on physical culture and sport» dated 26 july 1996 the russian federation is a party to and fully supports all relevant international agreements restricting or banning the use of illegal substances in sport in addition the distribution and sale of certain performance enhancing drugs is restricted by the laws regarding narcotics and psychotropic substances there has been a special anti-doping laboratory in russia since 1979 accredited by the ioc it operates in complete compliance with the requirements of the ioc medical commission and the world anti-doping agency wada one of the most important regulations relating to doping in sport can be found in «regulations on organisation and implementation of anti-drug control in the sphere of physical culture and sport in the russian federation,» certified by order no 837 of the russian federation committee on physical culture and sports as of 20 october 2003 the russian federation signed an agreement with wada on 4 january 2003 has met all its financial obligations and is actively cooperating with the agency the anti-doping code regulates all national and international competitions in russia and its rules are strictly observed.

8 16 2012 2012 2 70 30 70 30 8.gamesbudget 17 if moscow is selected as host city for the 2012 olympic and paralympic games the organising committee will be a nonprofit entity consistent with the ioc host city agreement guidelines the russian federation government the moscow city government the russian olympic committee the russian federation state committee on physical culture and sport and the ioc and its members in russia all will be represented in the organising committee the 2012 olympic and paralympic games will be financed through both private and public federal and municipal sources the portion of the games budget which is not provided by the ioc will consist of 70 private sources and 30 public sources a games budget shortfall if any is guaranteed by the city of moscow with respect to the required commitments from public authorities regarding government related services the city of moscow in cooperation with the federal government has agreed to provide the requisite security medical customs and other government related services at no cost to the ocog in addition the city of moscow will make available all sport and non-sport venues necessary for the games at no cost or a rental cost approved by the ioc the city of moscow has also agreed to arrange for the financing of the necessary infrastructure development and to cover the ocog economic shortfall if there is one government contributions as indicated above we anticipate that 30 of the games budget will be provided from public sources with regards to this public funding figure the city of moscow has agreed to provide 80 of the total and the federal government will contribute the balance 30 80 .

12 24 12.non-competitionvenues 25 «-2012» 80 70 000 20 olympic village moscow 2012 will utilise a single athlets village situated in a prestigious district of north-west moscow our objective is to provide a secure and relaxing home for the athletes that will assure quick and convenient access to the competition venues and the cultural sites of the city the olympic village site is situated on 80 hectares which will comfortably provide accommodations and green space for the over twenty thousand athletes coaches and officials all facilities will meet paralympic access requirements the design of the olympic village will meet the most modern environmental standards in materials water treatment and waste management systems onsite there will be a cafeteria with food options for different cultures from around the world a theatre recreational facilities internet kiosks retail stores a bank and a media centre a fully staffed and functional polyclinic is planned as well as facilities for noc s operations use after the games the olympic village will be converted to private housing the athlete s village will be financed by private sources in cooperation with the city of moscow s housing planning authorities the land will be provided by the moscow city government although no permanent additional athlete s village complex is planned we intend to provide short-term accommodation for sailing athletes at the sailing venue during their periods of competition walking distance of the athlete and media villages the fivestorey structure of 70,000 square meters will be located on a site of 20 hectares and contain the latest in broadcast technology and resources the site will have its own retail infrastructure multilevel system of uninterrupted power supply security service and parking main press centre mpc the mpc will be established in a separate building but adjacent to the ibc and also within walking distance of the olympic village the new five-storey structure will have a total of 40 thousand square meters of space and will be situated on 15 hectares the new facility will include working halls for journalists with total capacity of 1,200 seats a photocentre with photolab offices for media outlets and large publishing houses 12,000 m2 and a press-conference facility with 1,000 seats accredited media will have access to a multi-language restricted computerized information network with terminals not only in the mpc but situated throughout competition venues as well after the games the mpc will be utilised as a new resource for the media infrastructure of the city the construction of ibc and mpc projects will be financed by private investors in cooperation with the moscow city authorities 40 15 1200 12000 2 1000 international broadcasting centre ibc the television broadcast is the lens though which most of the world will view the 2012 olympic and paralympic games moscow 2012 plans to build a new state-of-the art ibc within «» 2012 .
