rochester high school media center circulation policy i request to borrow materials any rochester high school student or staff member may borrow materials from the media center students will be asked to present their student id card ii student circulation books are checked out for a two week period and may be renewed for the length of time they are needed technology equipment may be checked out for in-school use for the day iii staff circulation staff may borrow books magazines videos and equipment for the time period that they are needed iv circulation limit students and staff are not limited to the number of materials borrowed except for situations where items must be shared e.g equipment or videos v overdue materials overdue notices are delivered through the student s third hour teacher items not returned within a semester s timeframe will be considered lost and the student will be issued a replacement fine.

rochester high school media center collection development policy i description this policy defines how the collection of media center materials will be maintained the subject areas to be purchased in and will serve as a guide for decisions regarding material selection material withdrawal budgeting and evaluating ii mission statement to encourage and advance student learning with services and resources that support the rochester high school instructional curriculum and the needs of the rhs community iii description of clientele the collection and services of the media center are available to the 1,700 students of rochester high school and its 120 staff members iv scope of the collection the media center focuses its collection development to the disciplines taught at rochester high school primary areas consist of language arts math science and social studies secondary areas are business health and wellness fine and performing arts industrial arts and world languages formats within the collection include books ebooks reference publications article databases periodicals and video materials collected are at level 2 which emphasizes current information multiple formats and breadth of scope v special collections the media center includes professional development materials as a part of its resources and contributes to the mission of supporting the professional staff vi acceptance of gifts the media center accepts materials given to the collection that are relevant to the subject areas provided that materials may be added or used as seen fit vii withdrawing materials removing obsolete materials from the collection will be done on a continuous basis and determined by specific criteria as stated in the withdrawal policy viii reconsideration of materials materials brought forth from the collection for reconsideration will be addressed as stated in rochester community schools regulation 2531 procedure for challenged materials steps will be taken as stated in this policy.

rochester high school media center selection policy i responsibility for selection of materials the media specialist has the responsibility to select materials for the collection pertaining to the criteria stated in this policy ii procedure for selection of materials 1 the media specialist will evaluate the existing collection on a continual basis as materials are being sought and requested 2 recommendations for purchases will be solicited from staff members with knowledge in the related subject areas 3 selection aids to be used are as follows a reviews from professional journals and online sources b publisher catalogs and recommendation lists c miscellaneous bibliographies 4 requests from students or staff will be considered providing the material meets selection criteria 5 gift materials will be examined and accepted or rejected based on the selection criteria as stated 6 selection will include the replacement of material still of value to the collection 7 materials selected shall support the mission of the media center rochester high school and rochester community schools iii criteria for selection of materials criteria for selection consideration are as follows 1 scope the intended purpose and depth of coverage 2 appropriateness of content to users interest level educational level and audience level intended for 3 value to the collection meets a user need or fills a need within the collection 4 format the amount of potential use it will receive in video hardcover softcover etc 5 arrangement its organization and how ideas are presented content should develop logically be arranged logically and given appropriate length 6 special features whether it provides any maps indexes glossary charts pictures visuals etc 7 accuracy of information check on facts opinions and current data provided 8 authority qualifications of the author and their reputation in the field 9 durability of information timelessness of the topic if the information is constantly changing less expensive formats may be bought 10 cost consideration for a less-expensive substitute.

rochester high school media center acquisition policy i all materials will be obtained from the most cost-effective and efficient source orders may be placed through educational material vendors in order to receive any quantity discounts and to consolidate shipping and handling charges materials may be purchased directly through the publisher when not available through other sources ii technology audio-visual equipment and supplies will be ordered through district-arranged distributors oakland schools remc bid distributors or independent vendors iii when there is an immediate need for materials funds may be used to make the purchase of materials from a local retailer rochester high school media center withdrawal policy i method of withdrawal the media center follows the crew method of selecting materials for purging created by joseph p segal in evaluating and weeding collections in small-medium sized public libraries the crew method ala 1980 crew is an acronym for continuous review evaluation and weeding ii purpose for withdrawal the media center chooses to evaluate the collection and select books for withdrawal for the following reasons 1 to locate books needing repair rebinding or replacement 2 to keep the information held within the collection up-to-date 3 to utilize space in the most efficient way and make room for new materials 4 to look for strengths and weaknesses of the collection by subject 5 to improve access to materials 6 to maintain a fresh inviting appearance for patrons iii frequency of withdrawal evaluation and weeding are done on a continual basis as materials are circulated their condition is examined by staff a thorough examination takes place each school year as materials are individually inventoried iv criteria for withdrawal criteria for withdrawal consideration are as follows 1 age of material 2 length of time since last circulation 3 physical condition 4 obsolete trivial or dated information 5 unneeded duplicate copy 6 superseded edition 7 unwanted gift 8 incomplete or unused volume set 9 periodical with no index or that has ceased publication 10 consideration of value to the collection and number of titles on the subject.

rochester high school media center guidelines for student use of school computers 1 use of computers by students are to be used for school-related work and class assignments only this prohibits the use of computers for games music emails and web searches for any purpose other than teacher-authorized use 2 all student-created work must be school appropriate the computer may not be used for personal messages notes or any inappropriate or offensive material 3 students are prohibited from downloading of any kind 4 printers may be used to print school-related assignments only the color printer in the media center is available to students for .50 per page students are asked to print responsibly by doing the following · · · · proofread for printing typed documents proofread and spell check all work before printing to cut down on the number of unnecessary copies print selection only for printing information found online highlight within internet explorer and print only the text needed by choosing file print selection copy and paste for printing several pieces of information from different web sites copy and paste each selection into a word processor and print all on one document single copies only the media center photocopier can be used by students for 10 per page students may not make multiple copies with a networked printer 5 the rochester community schools acceptable technology use policy states specifically what students may/may not do when using technology in school an signed acknowledgement of this policy located on the back of student emergency cards is signed by each student s parent guardian and kept on file at rhs 6 misuse of school computers or technology equipment may result in student discipline and loss of computer use privileges any immediate discipline needs should be brought to the attention of the assistant principals guidelines for classroom use of computer labs reminding students of and reinforcing these guidelines will help to ensure the computers remain operational 1 do not schedule a computer lab for your class when a substitute will be present 2 do not allow food or drink in any of the labs or near building computers 3 assign numbers of computers to students before entering a lab or accessing the laptop carts students can then use the same computer number each time in the lab 4 for any equipment problems and concerns complete a technology work order request via school dude 5 be present at all times and circulate around the room as students work getting the most out of classroom lab time consider these tips when scheduling classes in the computer lab to increase productivity 1 review the objective with students and discuss expectations 2 specify what time of information is needed what the finished product should look like and what should be included then hold students accountable by incorporating these criteria into your grading 3 provide all needed directions and steps beforehand outlining steps can help students become and stay on-task reviewing them with students encourages both technical reading and self-directed learning 4 have students begin by brainstorming or pre-planning on paper first to eliminate wasting lab time 5 for any difficult parts of the lesson run through it as a class and provide templates or graphic organizers 6 prepare materials and distribute in advance so students may look them over and ask questions before lab time.

rochester high school media center educational use of videos programs from a video two different types of videos may be shown according to the copyright law 1 when the school owns a video that they have purchased public performance rights 2 when a legally-obtained video either purchased or rented falls under the educational fair use guidelines public performance rights definition the right to show a video to several people in a public setting purchasing these kind of rights is usually made when purchasing from an educational video distributor these granted rights are usually reflected in the cost to make it known at the time of purchase that a public performance is the intended use for a video include for educational classroom use on the p.o when purchasing the p.o acts as the license unless other documentation is issued by the company educational fair use definition the right to show a video without permission of or payment to the copyright owner that falls under the educational fair use section of the copyright law the federal copyright act public law 94-553 title 17 of the united states code section 107 of the educational fair use law states · in order to qualify as educational fair use the viewing must meet the following criteria a must be directly tied to instructional objectives and subject matter being taught at that time may not be used for entertainment purposes b must be a face-to-face teaching situation both teacher and students present in the room c must take place in a classroom d all students in the room must be engaged in the activity · this law may apply to videos stating for home use only programs taped from television two different types of taping 1 off a cable channel or national network channel that has granted public performance rights to educational institutions 2 taping a locally-broadcast program from a local television station uhf vhf stations cable or network channels that grant educational viewing rights two different scenarios here a the broadcasting station gives schools the right to tape the show and makes it known to schools this pertains to cable channels and national network channels that allow schools to copy their shows and keep them for a stated amount of time to re-use in the classroom the time limits are often one year but can be from 6 months to indefinitely the monthly magazine cable in the classroom is devoted to exactly that and many cable channels participate i.e a&e c-span discovery the history channel etc the abc network also publishes periodic magazines with taping rights and lesson ideas for teachers b a teacher would like the rights to tape an upcoming program sends a request to the company and is given the rights when it is a channel not listed in cable in the classroom you can request permission in advance to record the show and use it in a classroom addresses to tv and cable networks and sample request letters are available in the media center locally-broadcast programs this pertains to television shows that were produced and broadcast to our local viewing area only i.e good morning detroit local news shows etc referred to as off-air programs the limitations for showing a program that was locally broadcast are · the taping must be used for classroom instruction within 10 days of its taping · the tape must be erased after 45 days · the tape may be used only once · the taping may not be edited videos not covered under educational fair use · · duplicated copies of a purchased or rented videotape where no sale of the tape was made these videos have been unlawfully copied tapings off television from a cable channel or national network station when no educational rights have been given.

rochester community schools guidelines for the use of commercial videos introduction the use of videos analog or digital to deliver or enrich instruction is an important tool available to staff as part of the instructional process in order for there to be consistency across the district in the effective use of these instructional videos and in order to abide by copyright law the following procedures are in place to assist staff and administrators in their decision-making process involving video use effective use of video as an instructional tool the following procedures are to be followed by all staff in the use of instructional videos in the classroom · all videos must have direct curriculum relevance videos used for entertainment purposes such as large group viewing in the gym pta nights etc must have public performance licenses purchased ahead of time before the video may be legally used for large group viewing teachers must first preview the video to determine how the information is integral to their curriculum staff also needs to determine if this is the best medium to present the material to be learned videos must be evaluated as being age and grade appropriate videos must be free of content and stereotype biases staff is encouraged to explore the district s digital media subscription i.e united streaming for appropriate resources and a viable alternative to full feature videos/movies these guidelines apply to videos movies dvds and any clips/excerpts of these formats · · · · · video ratings videos that come from non-educational vendors and use the motion picture rating system must be selected by the following rating system elementary level only g-rated videos may be shown without prior parental and administrator permission and must be curriculum-related in order to meet the copyright law pg-rated videos must have administrator approval and parental permission slips completed before showing to children pg-rated videos must be curriculum-related in order to meet the copyright law middle school level g and pg made after 1984 rated videos may be shown without prior parental permission but must be curriculumrelated in order to meet copyright law all pg-13 and pg­rated movies made before 1984 rated video materials are allowed only in 8th grade and must be related to the curriculum being taught with prior written approval by the building administrator and with parental permission being obtained ahead of showing time no r nc-17 or x-rated videos will be shown this includes clips from the videos high school level g pg and pg-13 rated videos may be shown without parental permission but must be curriculum-related in order to meet copyright law no r-rated videos/movies will be shown this includes clips from the videos see exemption process below r-rated videos/movies available in pg-13 edited version may be more age appropriate and better meet the instructional need please consult with your media specialist and/or secondary program consultant for guidance in this choice no nc-17 or x-rated videos/movies will be shown this includes clips from the videos.

unrated foreign films/documentaries must be previewed by staff before student viewing and must be approved as part of the curriculum additional requirements the use of videos by clubs and other district sponsored activities must adhere to the above rating use guidelines and have the appropriate public performance license exemption appeal process any questions or concerns must be addressed to the building administrator or media specialist teachers believing a course is best served through the use of certain videos/video clips outside the rating guidelines above may pursue an exemption through their principal who will forward the request to the assistant superintendent for instruction/designee any teacher denied the use of certain videos/movies/dvds and clips through this avenue may request a panel of three administrators and three teachers one of whom will be the secondary program consultant to hear his/her appeal a decision by the panel will be rendered within three school days all approvals are valid for a specific course and will be cited on the related curriculum resource materials copyright law guidelines for video use it is legal to · videotape programming off-air from tv broadcast channels that are not paid premium channels if the program is to be used in direct face-to-face instruction in a classroom channel examples include 2 4 7 9 20 50 56 and 62 · keep a videotape that was taped off-air whether made at school or at home for a maximum of 45 calendar days then it must be erased and arrangements made to purchase a copy if the tape was positively evaluated during the 45 days the building media specialist should be contacted for further information use home use only videotapes if they are legal copies and are being used as an integral part of the classroom curriculum write the company that produced a video program and ask for permission to use their program in the classroom under the circumstances indicated in the letter · · it is not legal to · videotape cable programming from paid premium channels such as cinemax hbo tmc etc · · videotape cable or satellite programming that is not approved for classroom use use videotapes in a classroom as an entertainment or a reward unless the videos have public performance rights in all situations videos must be integral to the learning occurring in the classroom edit programming taped from off-air cable or satellite sources that privilege belongs to the copyright holder only you may fast forward to the parts that are pertinent to your curriculum change the format of a program without the written permission from the copyright holder from a videotape to dvd or from audio tape to cd for an example · · attachments 1 staff checklist for use of instructional videos 2 video parental permission slip

staff checklist for use of instructional videos 1 all video/dvds are to be scheduled through the building media department using the building video distribution system any exceptions must be approved by the building administrator 2 preview tape/dvd for content appropriateness and curriculum relevance a determine how this video meets the course content b check to see that this video is legal and meets copyright law if you have copyright questions contact your building media specialist c verify the rating of the video meets district requirements building media specialists and program consultants can help obtain edited versions d make sure that the content of the video is age appropriate e if there is any sensitive/controversial content in the video be prepared to justify its educational relevance f look at the technical quality of the video such as the audio and video signal and make sure that the medium does not interfere with the content being delivered 3 all videos that come from non-educational vendors and use the motion picture rating system must be included on your class syllabus a exceptions for new releases during a school year must be approved by the building administrator and have signed parent permission regardless of the video rating 4 any concerns about a video should be discussed with your building administrator media specialist and/or program consultant.

addendum to staff checklist for use of instructional videos 1 buildings building ptas or individual teachers who offer students and/or their families a movie night need to make sure a public performance license is in place check with your building media specialist to confirm that one exists for your building 2 when deciding to show a rated movie/video to a group of students a consult the curriculum adoption materials and determine whether the item is listed in the resource materials list b if yes see your building media specialist to obtain a copy or secure a time for the movie/video to be shown via the head-end system c if a copy is not available for use in your building contact the secondary program consultant to receive the materials needed d return the copy of the video/movie to the person you received it from e it is not advisable for individual teachers to house approved video materials for their course/subject if there are not enough versions available for all instructors of the course/subject a better system is to house the video materials within the building s professional library in the media center for sign out f make colleagues teaching the same course/subject in your building aware of the availability of resource materials whenever possible for the sake of consistency when appropriate g in the case of high school remember that edited versions of r-rated movies are the preferred resource to be used plan ahead for their use refer to the entire staff checklist for use of instructional videos be sure to get parent permission slips signed h if the r-rated movie is not available in an edited version please refer to the exemption appeal process outlined in the guidelines for the use of commercial videos 3 video clips available via united streaming generally comply with all district video guidelines if unsure please refer to the entire guidelines for the use of commercial videos 4 video clips available via youtube or other web-based venues may or may not comply with the district guidelines for the use of commercial videos it is in the teacher s best interest to share potential materials with his/her course/subject colleagues building media specialist district program consultant and/or building administrator before using them use the district guidelines for the use of commercial videos in such cases 5 video clips or excerpts produced by the teacher should comply with copyright law again it is in the teacher s best interest to share potential materials with his/her course/subject colleagues building media specialist district program consultant and/or building administrator before using them use the district guidelines for the use of commercial videos in such cases for a clear explanation of copyright laws talk with your building media specialist 6 if teachers require students to produce multi-media projects it may be appropriate to place restrictions that are in alignment with the district video use guideline on the source and rating levels of commercial videos clips and excerpts used by the students it is good practice to preview student multi-media projects prior to viewing by the entire class for a clear explanation of copyright laws talk with your building media specialist.
