Lancashire Encounter was successfully piloted in 2015 and the first full scale festival was held in 2016, attracting 43,000 visitors. Last year saw the hugely popular Brief Encounter which kept the momentum going for this year. The festival is an authentic voice for Lancashire, celebrating the breadth of the county’s diverse cultural offer with a high quality, high profile arts offer. to Encounter a flavour of the festival. See and take part in some great experiences, including a Lancashire Choir on the Harris Balcony; interactive games on the Flag Market; or a fusion of dance and circus in Winckley Square. Saturday’s full scale experience The Harris is the festival hub and provides the perfect venue to host music, films, crafts, artists, short story slams, theatre and South Asian Arts plus plenty more. Find fabulous interactive installations from Matthew Harrison’s Actual Reality Arcade and Thrill Laboratory’s Virtual Reality Playground on the Flag Market. Once again the city centre will be transformed into a vibrant hub of activity, with five venues (Preston Flag Market, the Harris, Preston Outdoor Market,Winckley Square and Avenham Park) providing space where we can all be immersed into this world of creativity. Discover and explore the exciting and dynamic programme taking place across the weekend. Here’s a taster of things to come: Friday’s launch - showcase events Friday evening provides the perfect opportunity Watch the newly formed Lancashire Choir of 200+ performing on the steps of the Harris Balcony. Winckley Square Gardens will be transformed into an outdoor performance venue for the weekend featuring: Motionhouse and NoFit State Circus.The national and international touring companies are bring together their unique styles in BLOCK.Twenty oversized blocks are deconstructed and reformed into an infinite variety of shapes for the performers to play on, move with and explore. The Ancient Greeks had a stage in the centre of town called The Agora. It was a space for artists, philosophers, local business people and even the general public to say, sell or do practically anything they wanted to. Derelict are creating an Encounter Agora at Preston’s Outdoor Market. Pop in and check out Lancashire One - an evening of lively, fast-paced, warm-hearted entertainment that captures the authentic charms and voices of contemporary Lancashire. Sunday’s show-stopping day The Red Dream Parade through the streets of Preston will have a distinctly Lancashire feel. It’s being created by local artists and communities from across the region, taking inspiration from the red rose of the county. It all ends in an energised dance performance at Avenham Park of Akademi’s “Sufi:Zen” - a homage to the great works of the Sufi mystics. Ribble Valley Borough Council has put economic development at the top of its agenda, with the establishment of a dedicated economic development committee, appointment of an economic development and planning director charged with leading a team focused on growing the local economy and now the launch of a new web site, theribblevalley.org.uk. The new web site will help the council build on its track record in rural regeneration, which has already established Ribble Valley as a premier food and drink destination. It has the jaunty strapline Amazing Spaces, People and Places, and three main sections – Live,Work, Play – showcasing the borough’s many attributes and attractions to new, expanding and relocating businesses, and families. “Our economic development strategy is designed to draw investment into the A59 corridor that runs through Ribble Valley and we will be vigorously searching for businesses to relocate to the borough for a better working environment. “The new web site is an important part of that strategy, by showcasing what the borough can offer incoming families and new businesses.” Ribble Valley Borough Council’s economic development committee has already agreed to lobby for improved rail services between Clitheroe and Manchester, the reopening of the Clitheroe to Hellifield line and further improvements to broadband in the borough. Say you’ve seen it in The Property Scene August 2nd 2018 The Property Scene: 01200 404929 SHOULD I BUY A HOUSE WITH FLYING FREEHOLD 9 I am buying an old house (built around 1900) and my solicitor has just informed me that there is a “flying freehold” at the property relating to one of the bedrooms. The solicitor says it’s nothing to worry about and that I should simply take out insurance to protect me if anything goes wrong but I’ve never heard of this problem before. Should I be concerned? You’ve stumbled upon one of the more bizarre sideshows of property law, but don’t treat it as entertainment – it could scupper your house purchase. As a concept, it’s simple: a flying freehold is a tiny part of a freehold property that either reaches into, or is built on or over, a neighbouring house. You often find it with semi-detached houses, where an upstairs room lies directly above a shared outdoor passageway. In a case like this you will not be the owner of the ‘land’; you’ll simply be the owner of the piece of property that is over the land. Flying freehold issues are also often found inside adjacent households: for example, a first-floor bedroom that partly lies over a downstairs room in your neighbour’s property. A flying freehold can provoke all sorts of sticky legal issues regarding the cost of repairs to storm damage, say, or major DIY renovation, if your neighbours refuse access or protest at your plans. This is a grey area as far as the law is concerned and many lenders are hesitant about lending money where there is a flying freehold. However it often doesn’t have to be an issue at all, as long as you maintain friendly relations with your new neighbours in case of any future problems.And much can depend on whether your lender is happy about such a freehold: if they are, then all well and good, but if not, then they’ll probably ask for a very common type of cover known as ‘flying freehold indemnity insurance’. This is often easily provided by large insurers and shouldn’t cost more than a couple of hundred pounds; it’ll protect you from having to shell out if any neighbourly difficulties escalate into an expensive dispute. However – and this is where it can get tricky – some solicitors or lenders aren’t satisfied with indemnities, especially where the flying freehold looks like a major issue.You may run into demands for documents such as a ‘deed of access’ specifically allowing access in case of emergency, which must be agreed by all sides. Neighbours happy with a flying freehold for many years who now face being asked to sign new, complex legal documents can end up resenting the new owners – i.e. you. Check your lender’s position, and hope an indemnity insurance policy is acceptable; if not, you may face a long legal haul before moving in.
