since the first days of kazakhstan gaining independence in the early stages of its development the oil and gas sector has been the main source of the country s economic growth and the government of kazakhstan has directly participated in developing the country s oil resources through the kazmunaygas national company therefore our mission is to ensure the maximum benefits for the country from participating in the development of the national oil and gas industry in the early 1990s kazakhstan inherited an outdated fragmented oil and gas industry infrastructure with virtually inoperative servicing now almost all the world s largest oil and gas companies from the u.s russia china and europe work in kazakhstan our country is surely among the elite of the world s hydrocarbon producers during the years of independence oil production in the country has increased almost four-fold to 80 million tonnes in 2010 in the near future kazakhstan will almost double production and will maintain this level for 25-30 years today kazmunagas national company accounts for almost 28 of the nation s liquid hydrocarbons production our strategic goal is to become one of the thirty largest oil companies in the world in terms of oil reserves and production to this end we are actively working to increase the resource base and production of oil for example last year we discovered an oil field within the liman block the reservoir is located 70 km west of atyrau under the southern slope of the novobogatinsk salt dome and in close proximity to the novobogatinskoye south-east oil field currently being developed by embamunaigas also in may this year a free oil and gas flow was obtained while testing the first exploration well in the kt 2 carbonate stratum at the urikhtau field this is the first onshore discovery for us in the past twenty years according to our experts preliminary estimates the prospective geological hydrocarbon resources of this newly explored pool total more than 200 million tonnes in addition in order to identify new areas for exploration survey operations kmg nc is implementing the integrated study of sedimentary basins of the republic of kazakhstan project the work is due to take three years and for the first time in the history of independent kazakhstan is being funded by kmg under the kazakhstan subsurface state geological survey programme undoubtedly the most significant increase in recoverable reserves and hydrocarbons production should be expected from the caspian sea resources until recently our country having a more than century-long history of oil industry development never practiced offshore development now kazakhstan has its own oil pearl the kashagan field in which kazmunaygas with a 16.81 share is one of the major participants we are also actively working on other offshore fields located in the kazakhstan sector of the caspian sea these are n projects where prospects of oil and gas have already been confirmed such as dzhambul satpayev and zhemchuzhiny also in 2011 we filed applications for licences with the ministry of oil and gas of the republic of kazakhstan for subsoil use rights on the abai isatai-chagala and ustyurt mertvy kultuk blocks in the next 5 years we anticipate the level of consolidated production with due account of the share of the company s participation in joint ventures to be at a level of 22-23 million tonne per year mainly due to production from the old fields from 2016 an annual increase in consolidated oil production by kmg nc is planned due to the opening of new fields and in 2020 it will reach 33.7 million tonnes per year in 2020 the new fields will account for as much as a 35 share of production over the years of independence kazakhstan has done a lot to develop an oil transport infrastructure and the head of state s idea to create a multi-vector oil transportation system in kazakhstan has been realised what progress has been made in this area over this period oil exports increased from 3 to 71 million tonnes per year and about 4,000 km of pipeline were constructed speaking about the most significant developments in this sphere we increased the capacity of the atyrau-samara pipeline and commissioned the cpc atasualashankou and kenkiyak-kumkol pipelines and finally in december 2010 the cpc shareholders took their final investment decision on the cpc expansion project the total throughput capacity of which will be increased from 28.2 million tonnes per year to 67 million tonnes per year including 52.5 million tonnes per year for kazakhstan oil tengiz and karachaganak produced oil will be supplied into the extended pipeline system and oil from new caspian oil fields such as the giant kashagan field in kazakhstan and from the filanovski field in russia is also expected as a result of the implementation of the expansion project in kazakhstan alone more than 2,700 temporary and 150 permanent jobs will be created in general all the works will be completed by 2015 work continues on the reconstruction and modernisation of the atasu-alashankou pipeline the completion of the nps-11 booster station is scheduled for september 2011 which will increase the pipeline throughput capacity to 12 million tonnes per year in the long-term as part of the phase ii implementation the full design capacity is expected to reach 20 million tonnes per year at alashankou at the same time given the phased increase in oil production extensive work is being carried out to create the kazakhstan caspian transport system kcts great importance is attached to maritime shipping by the vessels of our subsidiary company kazmortransflot nmsc jsc incidentally this year kmtf was granted the status of national maritime carrier of kazakhstan which is indicative of its high importance for the country s economy our fleet consists of 19 vessels including 6 oil tankers 5 tugs and 8 barge platforms today maritime oil transport includes shipping of oil to the caspian seaports of makhachkala russia neka iran and baku azerbaijan kmtf is currently in negotiations to acquire two aframaxclass tankers to transport hydrocarbons to the world markets through the ports of the black mediterranean and baltic seas within the state programme for accelerated industrial and innovative development kazmunaygas is implementing a number of projects to reconstruct and refurbish domestic refineries how will the situation change in oil refining after the projects have been completed today the average index of complexity of kazakhstan s oil refineries is 4.67 which is lower than the average global value of 6.59 the average depth of processing is 68 and the manufactured products meet the requirements of euro 2 environmental standards as a result of the refurbishment the average index of complexity will increase to the world level of 10.2 and the depth of oil refining to 90 and the quality of motor fuels will comply with the euro 5 standard at the atyrau oil refinery two projects are being implemented to construct an aromatic hydrocarbons production facility phase i and an integrated high-level oil refining facility phase ii while kazakhstan imported more than 800,000 tonnes of highoctane gasoline and jet fuel in 2010 by 2016 we will completely meet the domestic demand and will start exporting which will mean that motorists will no longer suffer the problems that we currently have in terms of pol availability today about half the volume of gasoline and diesel fuel in kazakhstan is produced by kazmunaygas the share of jet fuel is 40 and the share in the retail petroleum products market is about 9 our main goal is to boost our share of the retail market to 30 by 2016 another project is the construction of a bitumen production plant in aktau which will produce at least 400,000 tonnes of high-quality bitumen per year the project started in june last year and will be completed in 2012 many of the world s oil and gas companies are major donors to scientific research and innovation deployment what are the company s plans in terms of the development and deployment of innovations we are planning to create an innovative cluster ­ that is a group of kazmunaygas innovative organisations and other scientific and engineering companies in kazakhstan mutually complementing one another and reinforcing competitive advantages as a result of this synergistic effect the kazmunaygas development plan up to 2015 provides for the development of innovative projects totalling kzt 45 billion this includes the operation of low commercial value fields as sites to test new technologies within the innovation and technology policy adopted by the company a drastic increase in spending on science and technology and on research and development is planned up to kzt 8.9 billion in 2015 and kzt 11.5 billion in 2020 by 2015 additional revenue of more than usd 2 billion is expected to be generated through innovation increasing to almost usd 2.9 billion in 2020 labour productivity growth through innovation will be usd 521,000 per person that is it will amount to a more than two-fold increase against 2010 to achieve these objectives plans are in place to set up an institute of petroleum engineering institute of information technologies and research centre of the kazakh oil and gas institute within the information technology park special economic zone the institutes are designed to simultaneously train 2,000 students graduates and doctoral students and for the work of 250 researchers it is almost impossible today to imagine a large company having no social programmes of its own the social responsibility of business today is not just words it is part and parcel of corporate strategy what social projects are being implemented by your company with regard to the social sphere last year the company paid taxes and other obligatory payments to the budget totalling kzt 413 billion in general the tax plan was over-fulfilled by 12 and the 2009 level was exceeded by 33 in the budget revenue of the republic of kazakhstan for 2010 the share of tax receipts from all the companies where kmg has direct and indirect participation amounted to approximately 25 in the national fund revenue the share of all companies with kmg participation is more than 64 in 2009 114 million u.s dollars were allotted for social projects and in 2010 usd 239 million while in 2011 the amount is expected to reach usd 317 million every year we subsidise supplies of reduced-price motor fuels for agricultural producers and fuel oil for heating for instance the total cost of subsidies last year amounted to about kzt 4 billion one of the company s main objectives is to meet public demand for gas we maintain stable prices for the domestic market which are significantly below market levels another important area of kmg s social activity is the promotion of a healthy lifestyle kmg sponsors almost all the major sports federations we have almost completed construction of 50 sports sites in astana almaty pavlodar shymkent and other cities the plans include the annual kazmunaygas national children s and
