anastasios sitsas eurobak chairman general manager of jti kazakhstan dear readers it is an honour to become eurobak chairman for 2011 and formally represent a signifi cant part of the foreign business community which contributes on the progress of the investment climate in kazakhstan since its establishment in 1999 our business association remains an effective platform for dialogue between the business and the government although the recent economic downturn created many challenges worldwide in kazakhstan we have observed a true intention of the state to maintain stable political and economic environment eurobak has played its role to facilitate this process the new political and economic commitments that the country has taken in the last 2 years will determine the future business environment first it is notable that in the osce summit in astana kazakhstan not only confi rmed its adherence to the principles of democracy but also proved its ability to lead a supranational organisation second the eurasian single economic commission eurasec which was formed on the basis of the customs union between kazakhstan russia and belarus is gradually taking shape as a long-term integration project this creates a unique opportunity for eu ­ eurasec relations since the former is the largest trade partner for most country-members of eurasec including kazakhstan it is my strong belief that in the future the kazakh-european relations will continue to strengthen and develop both parties are negotiating currently mutual projects in energy technology investments environmental protection and eurobak will continue to facilitate the expanding bilateral relations and remove any potential barriers eurobak will follow the previously settled agenda the work of our committees and meetings with the government and ministries representatives are priority for us in the coming calendar year our association will continue to develop itself as an interactive tool between the business and the authorities develop relations with key stakeholders and opinion leaders stimulate discussions and specifi c proposals which can improve investment and regulation environment and fi nally attract new active members finally i would like to ask you as members for your active participation in the life of association your ideas are valuable and make the difference in the quality of our activities and our contribution to the kazakstan economy and society 6

h.e norbert jousten ambassador head of the delegation of the european union to kazakhstan member of eurobak board of directors dear readers over the twenty year period since achieving independence in 1991 kazakhstan has undergone a remarkable transformation under the leadership of president nazarbayev kazakhstan s economy was open to foreign partners and was able to take full advantage of the opportunities provided by the extended period of international economic expansion and high commodity prices to emerge as a locomotive for the entire region the eu has progressively become kazakhstan s number one trading partner trade turnover between the eu and kazakhstan amounted to 20 billion in 2010 experiencing an increase of 31.7 compared to 2009 more than 50 of all kazakh exports go to the eu while 30 of all imports originate from the european union today the eu is also the biggest foreign investor accounting for more than half of kazakhstan s foreign direct investment having overcome the recent global financial crisis kazakhstan continues to move forward along the path of steady development the recent macroeconomic figures show strong recovery thanks to favourable prices for oil and other commodities the economy is also recording a big surplus in foreign trade kazakhstan has learnt its lessons from the economic crisis recognising that economic development solely based on mineral resources is unsustainable the government of kazakhstan has adopted an ambitious industrialisation and diversification programme the country s strategy 2020 and the state programme for accelerated industrial and innovative development serve this purpose the government is actively encouraging involvement of advanced technologies and investments within this programme european companies can provide a significant contribution in this regard the eu and kazakhstan have been partners since the country s independence the partnership between the eu and kazakhstan is a long-term commitment which will continue to bear fruit as it deepens both sides are currently negotiating an enhanced partnership and cooperation agreement to reflect the progress achieved and to tackle the challenges ahead as far as trade and investment are concerned we continue to advocate what we consider to be the essential parameters for future successful business cooperation predictable legislative and administrative framework the rule of law stable tax and labour laws are prerequisites for attracting foreign investments eurobak is a key player in fostering eu-kazakhstan business relations it provides support information and networking to european companies based in kazakhstan it is also involved in negotiations with kazakhstani authorities with respect to the elimination of market access barriers and to the protection of rights of foreign investors i encourage in particular new european businesses to call upon eurobak when they consider becoming active in kazakhstan i take this opportunity to thank outgoing eurobak chairman simen munter for his outstanding contribution and to congratulate the new chairman tassos sitsas i am convinced that tassos will continue to forge eurobak as a respected and dynamic business association www.eurobak.kz 7
