dyess elementary school one team one mission every child august 22 2011 dear parents welcome to dyess elementary school we return with the highest hopes for a great and productive school year dyess elementary is named for col william e dyess a true american hero of world war ii and a native of albany texas abilene is fortunate to have a prominent united states air force base located on its western edge dyess elementary school was built in 1957 outside the south gate of dyess air force base to serve the children and families stationed at the facility the families of dyess air force base are a vital part of abilene and dyess elementary strives to provide an exemplary education for students as well as a link for military families to the community we are proud to serve our military families we believe that every child can succeed and we expect our students to achieve a foundation of academic and social skills that will enable them to be productive and successful citizens it is our goal to help every student meet his or her academic potential and become responsible self-disciplined individuals the defense of this country takes team work and so does the education of children through your support and cooperation parents and teachers working together can better achieve the goal of educating our children please be an active part of your child s education your visits to campus and suggestions are always welcome if we can serve you in any way please contact our main office sincerely michael e newton michael e newton principal

absences please call the dyess elementary attendance clerk at 690-3795 press 1 if your child is going to be absent if an absence is not reported to the office a call will be placed to your home or work during the school day note attendance is reported at 9:30 a.m each day in order for a student to be counted present he/she must be in school at the time attendance is taken if your child should miss part of a school day due to a doctor s appointment he/she will not be counted absent if you bring a note from your doctor upon your child s return to school the day of the appointment this applies to children who are in attendance at least part of the day doctor s notes should be turned in to the office and will be kept on file students who miss three or more consecutive days may need a doctor s note to return to school after school programs dyess elementary does not currently have any after school care programs on campus the following are programs that have provided pick up of students on our campus in the past dyess air force base youth center 696-4797 kids of faith learning center 695-8654 master lim tae kwon do academy 676-2222 small world of learning 692-7391 ymca after school care 692-7391 arrival we understand that some students need to report to campus early but for the safety and security of your child we ask that students not be left on campus before 7:20 a.m students who must arrive on campus before 7:50 a.m are to report to the gym and sit in an assigned location or go to breakfast entry into the school should be through the north doors the students will be dismissed to go to their classrooms at 7:50 a.m by the adults on duty the school cafeteria will be open at 7:20 a.m each day parents and students are asked to not enter the hallways prior to 7:50 a.m the time prior to 7:50 a.m is for teachers and staff to prepare for the school day if you need to talk to your child s teacher please do so during their scheduled conference time please allow your child to walk into the classroom and put up his/her belongings as your child will be encouraged to do this and will be proud to have this responsibility attendance regular school attendance is essential for the student to make the most of the educational process enabling him or her to benefit from teacher-led and school activities to build each day s learning on the previous day s and to grow as an individual absences from class may result in serious disruption of the student s mastery of the instructional materials therefore the student and parent should make every effort to avoid unnecessary absences we ask your help in keeping your child s absences to a minimum senate bill 1432 requirement if a student is absent from school without an excuse for 10 or more days or parts of days within a six-month period in the same school year or on three or more days or parts of days within a four-week period the parents and students are subject to prosecution attendance for credit to receive credit in a class a student must attend at least 90 percent 159 of 177 of the days the class is offered a student who attends fewer than 90 percent of the days the class is offered may be referred to the attendance review committee to determine whether there are extenuating circumstances for the absences and how the student can regain credit elementary students may be absent 9 days the first semester and 9 days the second semester for a total of 18 absences attendance is required on all federal and state holidays except those designated by the district as school holidays.

backpacks with wheels students with wheeled backpacks are asked to carry them from the outside doors of the school building to their classrooms for the safety of other students rolling backpacks present a tripping hazard to other students note wheeled backpacks will not fit inside classroom lockers bad weather please watch local television or listen to local radio for instructions about start times or closings delayed start means we will begin classes at 10:00 am our buses will run two hours later than normal times afternoon release times and buses will be the same as normal days school closings are usually announced before 6:00 am but please continue to monitor local television and radio sources days missed because of inclement weather will be added to the end of the school year may 25 and if needed may 26 bicycles scooters skateboards and wheelies all bicycles and scooters should be chained or locked upon arrival at school bicycles scooters and skateboards should not be ridden on the campus at any time for safety purposes children are asked to walk their bicycles scooters and skateboards across the campus when coming to and from school and wear a safety helmet skateboards are not allowed in the building shoes with wheels are not allowed to be worn at school buses and other school vehicles the district makes school bus transportation available to all students living two or more miles from school this service is provided at no cost to students bus routes and any subsequent changes are posted at the school further information may be obtained by calling rodney murphy at 677-1444 students are expected to assist district staff in ensuring that buses remain in good condition and that transportation is provided safely when riding the district vehicles students are held to behavioral standards established in this handbook and the student code of conduct student must · follow the driver s directions at all times · enter and leave the bus in an orderly manner at the designated stop nearest home · keep feet books instrument cases and other objects out of the aisle · not deface the bus or its equipment · not put head hands arms or legs out of the window hold any object out of the window or throw objects within or out of the bus · be seated while the vehicle is moving · wait for the driver s signal upon leaving the bus or van and before crossing in front of the vehicle when students ride in a district van or passenger car seat belts must be fastened at all times misconduct will be punished in accordance with the student code of conduct bus-riding privileges may be suspended or revoked calendar please refer to the attached 2011-2012 aisd school calendar for a listing of school holidays early release days teacher workdays etc please keep it posted for future reference because state law mandates school start and stop dates and requires a set number a school days aisd can not follow all federal and state holidays please be aware of the dates your child will be required to attend school even though you or your spouse may have a holiday cell phones students may possess cell phones but they must be tuned off and out of sight during the school day cell phones that are taken up will be handled in accordance to district policy the school is not responsible for lost or stolen items.

compulsory attendance state law requires that a student between the ages of 6 and 18 attend school as well as any applicable accelerated instruction programs extended year programs or tutorial session unless the student is otherwise legally exempt or excused if kindergarten first grade or second grade students are assigned to an accelerated reading instruction program under state law compulsory attendance applies to attendance in the reading program a court of law may also impose penalties against both the student and his or her parents if a school-aged student is deliberately not attending school a complaint against the parent may be filed in court if the student · is absent from school ten or more days or parts of days within a six-month period in the same school year or · is absent three or more days or parts of days within a four-week period conduct as required by law the board has adopted a student code of conduct that prohibits certain behaviors and defines standards of acceptable behavior both on and off campus and consequences for violation of the standards the student code of conduct and other campus rules will apply whenever the interest of the district is involved on or off school grounds in conjunction with classes and school-sponsored activities a copy of the student code of conduct is available on line or as a hard copy in the office counseling the school counselor is available to assist students with a wide range of personal concerns including such areas as social family and emotional issues or substance abuse the counselor may also make available information about community resources to address these concerns directory information the law permits the district to designate certain personal information about students as directory information this directory information will be released to anyone who follows procedures for requesting it those items defined by law as directory information may be given out unless you request in writing that directory information be withheld this objection must be made in writing to the principal within ten school days of the child s first day of this school year discipline the abilene independent school district has available on line or in hard copy at the campus office the student code of conduct booklet designed to inform parents and children of what type of student conduct is expected in the abilene independent school district please explain and teach the importance of good discipline when away from home if a problem at school persists you will be called upon to help with the corrective measures routine discipline problems are handled at school by the teacher parents are notified only when problems persist should the problem require formal disciplinary measures the principal will notify the parent in person and/or in writing dismissal to help ensure the safety of all students being dismissed at 3:00 p.m the following dismissal plan is used kindergarten and first grade students will be dismissed from the classroom outside door while second through fifth grades will be dismissed out the east door cafeteria of the middle hallway in the event of bad weather kindergarten and first grade will be dismissed through the front doors second through fifth grades will be dismissed through the east door next to the cafeteria bus students will meet the bus in the parking lot located at the east end of the building day care and dyess youth center students will meet their vans on the east end of the building in the loading zone of the north end of the parking lot.

doctor s note for appointment and after an absence always bring a doctors note for any appointment to be kept on file in the office upon return to school a student absent for more than 3 consecutive days because of a personal illness must bring a statement from a doctor or health clinic verifying the illness or condition that caused the student s extended absence from school dress and appearance appearance is an important factor in developing and maintaining an attitude that is conducive to learning although student dress and grooming are primarily the responsibility of students and their parents establishing a proper atmosphere in which learning can be achieved to maximum effectiveness is the responsibility of the school a student s dress and grooming should be clean neat and in good taste at all times a student s appearance shall not create distraction from nor interfere with the normal orderly school program or of the management of any school program please review the aisd student code of conduct booklet for more specific guidelines concerning student dress please do not send children to school in short shorts tank tops spaghetti straps muscle shirts mesh shirts or tops without undershirts halter tops see-through clothing exposed mid-riff or backs bicycle shorts cut-off shirts or t-shirts that distract or advertise alcoholic beverages drugs vulgarity or violence including but not limited to professional wrestling students are not permitted to wear hats caps or sunshades in the building students are not permitted to have unusual hair styles such as mohawks spiked hair or unnatural colors in their hair clothing must be appropriately sized and worn at the natural waistline please see attachment emergency medical treatment and information if a student has a medical emergency at school or a school-related activity when the parent cannot be reached the school would need to have written parental consent to obtain emergency medical treatment as well as information about allergies to medications foods insect bites etc therefore parents are asked each year to complete an emergency care consent form please contact the school nurse to update any information that the nurse or the teacher needs to know an emergency card will be sent to you early in each school year please complete the front and sign the back so that we will be better prepared to meet any emergency that might involve your child please return this form to the child s homeroom teacher or the school nurse if your child has special needs or conditions please be sure that you give us that information should any of your phone numbers change it is very important that the parent notify the nurse and main office this will make it easier to reach you should your child become ill or have an emergency at school extracurricular activities clubs and organizations participation in school-related activities is an excellent way for a student to develop talents receive individual recognition and build strong friendships with other students participation however is a privilege not a right flowers and balloon bouquets flowers and/or balloon bouquets will not be delivered to students in the classroom gym or cafeteria please refrain from bringing such items to campus during school hours grading policy dyess elementary complies with the board of education approved grading policy see attachment

illness always notify the attendance office when your child is ill dyess elementary has a full-time registered nurse 690-3795 press 3 she or another designated individual will contact parents when there is a health-related problem if a student becomes ill during the school day the nurse will decide whether or not the student should be sent home and will notify the student s parent the nurse is under the supervision of the coordinator of nursing services of the abilene independent school district immunization a student must be fully immunized against certain diseases or must present a certificate or statement that for medical reasons or reasons of conscience including a religious belief the student will not be immunized for exemptions based on reasons of conscience only official forms issued by the department of state health services immunization division can be honored by the district exemptions based on medical reasons require a certificate from a u.s licensed physician stating that in the doctor s opinion the immunization required poses a significant risk to the health of the student effective august 1 2009 children attending school will be required to be vaccinated against hepatitis a all kindergarten students must show proof of having completed the hepatitis a series vaccine 2 doses before entering school the hepatitis a vaccine requires six 6 months to complete please send written certification from the doctor or clinic as new immunizations are received so the records may be updated law enforcement agencies when law enforcement officers or other lawful authorities wish to question or interview a student at school the principal will cooperate fully regarding the conditions of the interview if the questioning or interview is part of a child abuse investigation the principal will be present during the interview unless the interviewer raises what the principal considers to be a valid objection the principal will make reasonable effort to contact the parent unless it is deemed in the best interest of the child not to make notification lunch charges charges are made on an emergency basis only a limit of two consecutive charges will be granted in an emergency contact our cafeteria manager mrs gracie romo press 4 if you have any questions about breakfast or lunch charges will not be allowed the last two weeks of school lunches the district participates in the national school lunch program and offers students nutritionally balanced lunches daily free and reduced-price lunches are available based on financial need see the cafeteria manger to apply students are welcome to bring their lunch from home if desired students needing to purchase meal tickets are asked to do so in the cafeteria on monday morning immediately after arriving on campus prices are as follows breakfast $1.00 reduced cost 30 lunch $1.60 reduced cost 40 extra milk .25 low fat chocolate adult breakfast $1.50 adult lunch $3.00 adult tea .40 prices are subject to change texas public school nutrition policy states that all beverages and snacks not provided by school food service are not allowed to be provided to students anytime anywhere on school premises until after the end of the last scheduled class.

medication policy children who are on medication that must be taken at school are required to have a written request form filled out by the parent with the full instructions on how the medication is administered all medication prescriptions or over-the-counter drugs otcd must be given in the nurse s office and must be in the original container parent request for administration of medication by school personnel forms are available in the nurse s office and must be completed by the parent /legal guardian prior to administration at school both types of medication must be in a properly labeled original container abilene pharmacists are aware of this rule and will be happy to give you an extra labeled container for prescription medication if you ask if you wish for child to be given tylenol ibuprofen or other pain relievers you the parent must bring the medication to the nurse s office and sign a consent form the parent must provide the medications tylenol ibuprofen cough drops etc for the child any medication given for add/adhd must be brought to school by the parent and counted in the presence of nurse or other designated school personnel the number of pills must be documented in the student s record and signed by the parent each time add/adhd medication is brought to school the appropriate form must be on file in the nurse s office for your student to be given maalox chloroseptic benedryl and cough drops from the stock supply at school this also pertains to the use of triple antibiotic ointment 911 relief spray antiseptic towellettes camphophenique hydrocortisone cream 1 and peroxide a student with asthma or severe allergic reactions may be permitted to possess and use prescribed asthma and anaphylaxis medication at school only if he or she has written authorization form his or her parent and a physician the student must also demonstrate to his or her physician and the school nurse the ability to use the prescribed medication including any device required to administer the medication the parents and student must discuss the use of prescribed medication with the school nurse messages we do our best to hold classroom interruptions to a minimum during the school day morning announcements over the p.a system are made shortly after the 8:00 a.m bell last minute calls to school to give after school messages are very disruptive to classroom instruction messages will be given to children during the class time only on an emergency basis request for messages to the classroom must be made prior to 2:00 opting out of surveys and activities a parent has the right to receive notice of and deny permission for your child s participation in · any survey concerning the private information listed in parent rights section · school activities involving the collection disclosure or use of personal information gathered from your child for the purpose of marketing or selling that information · any nonemergency invasive physical examination or screening required as a condition of attendance administered and scheduled by the school in advance and not necessary to protect the immediate health and safety of the student exceptions are hearing vision or scoliosis screening or any physical exam or screening permitted or required under state law parent-teacher conference teachers have a conference period during the school day and will contact parents for appointments you may request a conference with your child s teacher any time you feel a need conferences are by appointment only to minimize interruptions during instruction to schedule a telephone or in-person conference with a teacher counselor or principal please call the school office at 690-3795 for an appointment.

parental rights your child will not be required to participate without parental consent in any survey analysis or evaluation ­ funded in whole or in part by the u s department of education ­ that concerns · political affiliations or beliefs of the student or the student s parent · mental or psychological problems of the student or family · sexual behavior or attitudes · illegal antisocial self-incriminating or demeaning behavior · critical appraisals of individuals with whom the student has a close family relationship · relationship privileged under law lawyers physicians ministers · religious practices affiliations or beliefs of the student or parents · income except when required by law to determine eligibility for special programs you will be able to inspect the survey or other instruments and instructional materials used in connection with the survey parties the room mothers provide one school party a year before the christmas holiday with the number of students we have birthday parties at school are not feasible we can not make exceptions please help us protect the instructional day for all students · invitations to non-school parties our school policy on issuing invitations to individual birthday parties is as follows if every student in the classroom will be receiving an invitation then the classroom teacher will be happy to assist in distributing the invitations however if only part of the class will be invited we ask that other arrangements be made the parent may hand out the invitations outside the classroom after the children are dismissed if they would like to do so we want to avoid hurt feelings because of school disruption please do not bring or send flowers balloon or cookie bouquets to school parents may not hand out any food items during lunch in the cafeteria pest management the district applies only pest control products that comply with state and federal guidelines this school periodically applies pesticides information concerning these applications may be obtained from the aisd maintenance department at 677-1444 pets because of potential allergic reactions and possible physical injury pets of any kind are not allowed on school property physical activity in accordance with district policy students in kindergarten through grade five will engage in moderate or vigorous physical activity for at least 135 minutes per week physical fitness assessment annually the district will conduct a physical fitness assessment of students in grades 3-5 at the end of the school year a parent may submit a written request to the office to obtain the results of his or her child s physical fitness assessment conducted during the school year pledges of allegiance and moment of silence texas law requires students to recite the pledge of allegiance to the united states flag and the pledge of allegiance to the texas flag each school day parents may submit a written request to the principal to excuse their child from reciting a pledge a moment of silence will follow recitation of the pledges the student may choose to reflect pray meditate or engage in any other silent activity so long as the silent activity does not interfere with or distract others state law does not allow your child to be excused from participation in the required minute of silence or silent activity that follows the pledge activities all students are asked to stand during the pledges and moment of silence.

progress reports progress reports are issued to parents of a student whose grade average in any class is lower than a 70 or whose grade average in any class is deemed borderline by the aisd 70-74 on the wednesday following the first three weeks of each six week grading period unsatisfactory progress reports must be signed by the parent and should be returned to the school within 2 days 1st six weeks september 14 2011 nd october 26 2011 2 six weeks 3rd six weeks december 07 2011 th january 25 2012 4 six weeks march 21 2012 5th six weeks th may 09 2012 6 six weeks promotion and retention a student will be promoted only on the basis of academic achievement or demonstrated proficiency in the subject matter of the course or grade level to earn credit in a course a student must receive a grade of at least 70 based on course-level or grade-level standards at certain grade levels a student with limited exceptions will be required to pass the staar state test if the student is enrolled in a public texas school on any day between january 1 and april 15 and is a texas resident during the week that the taks is administered the first time · in order to be promoted to grade 6 students enrolled in grade 5 must have performed satisfactorily on the mathematics and reading sections of the grade 5 assessment tests in english or spanish in addition students in grade 5 must meet promotion standards established by the district in order to be promoted certain students some with disabilities and some with limited english proficiency may be eligible for exemptions accommodations or deferred testing for more information see the principal counselor or special education director p t a information we have an active pta here at dyess elementary and a strong volunteer program pta and volunteer information will be given out early in the school year reminders of the dates and times of pta meetings will be sent home with the children by the pta and in the monthly newsletter radios cd player cell phones electronic devices and games students are not permitted to possess such items as pagers radios cd players tape recorders camcorders dvd players cameras electronic devices or games or telecommunications devices with text messaging at school unless prior permission has been obtained from the principal such items will be taken up and the principal will determine whether to return the items at the end of the day or if parents will need to pick them up from the office students may possess cell phones but they must be tuned off and out of sight during the school day cell phones that are taken up will be handled in accordance to district policy the school is not responsible for lost or stolen items release of students during the school day students will not be called to the office to wait on a parent or guardian for any reason please allow time to process the student out of school students who need to leave during the school day must be signed out in the office by a parent guardian or someone who is listed as an emergency contact person with aisd the parent with the proper release slip will then be able to get the student from the classroom teacher students will not be released by the teacher without the proper slip from the office unless the principal grants approval because of extenuating circumstances a student will not regularly be released before the end of the instructional day at 3:00 because class time is

important doctor s appointments should be scheduled when possible at times when the student will not miss instructional time report cards report cards will be mailed home each six weeks on the following dates tentative dates kindergarten and first grade students do not receive report cards the first six weeks 1st six weeks october 05 2011 nd november 16 2011 2 six weeks january 04 2012 3rd six weeks february 22 2012 4th six weeks th april 18 2012 5 six weeks 6th six weeks may 30 2012 safety concerns student safety remains a top concern at dyess elementary all outside doors remain locked during the day and a sign-out procedure is in place during the school day students are released to go home at the 3:00 p.m bell please review your 3:00 p.m plan with your child so they are aware of what you would like for them to do after school any student who is unsure of transportation plans can come by the office and a telephone call to a parent will be made monitors will be outside to assist students please instruct your child to go to the office if assistance is needed or if they feel frightened or threatened searches in the interest of promoting student safety and attempting to ensure that schools are safe and drug free district officials may from time to time conduct searches such searches are conducted without a warrant and as permitted by law searches of desks or lockers may be conducted at any time there is reasonable cause to believe that they contain articles or materials prohibited by board policy whether or not the student is present student s desk and lockers are school property and remain under the control and jurisdiction of the school even when assigned to an individual student parents may or may not be informed of a search parents will be notified if any prohibited items are found in the student s desk or locker school day the school day for all students is 8:00 a.m 3:00 p.m early pick-up is strongly discouraged students are not to enter the building before 7:20 a.m after dismissal from school in the afternoon unless involved in an activity or tutorial under the supervision of a teacher students must leave campus immediately school-sponsored trips students who participate in school-sponsored trips are required to use transportation provided by the school to and from the event the principal may make an exception if the parent makes a reasonable written request that student be released to the parent or guardian because field trips are intended to be educational learning events and not social events parents may only attend with the approval of the classroom teacher and the principal state-mandated assessment tests students at certain grade levels will take state assessment tests staar in the following subjects as well as routine testing and other measures of achievement · mathematics annually in grades 3-5 · reading annually in grades 3-5 · writing including spelling and grammar in grade 4 · science in grade 5

student records both federal and state law safeguards student records from unauthorized release of information pertaining to student performance grades test results and disciplinary records such information is considered confidential educational records release is restricted to · the parents whether married separated or divorced unless parental rights have been legally terminated and if the school is given a copy of the court order terminating these rights · district staff members who have what the federal law defines as a legitimate educational interest in a student s records · a school to which a student transfers or in which he or she subsequently enrolls virtually all information pertaining to student performance is considered confidential educational records the parent or guardian may review your child s student records which include but are not limited to the following attendance records test scores grades disciplinary records counseling records medical records formal student evaluations and state assessments summer school students who fail a core subject for the year are eligible to attend summer school in order to be promoted to the next grade level a student must have an average of 60 or higher in the failed subject for the year and successfully complete summer school students in third and fifth grade who failed the first two attempts of staar testing must retake the test and pass in order to be promoted the next grade level students must pass third grade reading and fifth grade math and reading to be promoted staar remediation is available during summer school tardiness we follow the state guidelines concerning absences as set forth by the texas state legislature see aisd code of conduct booklet children may enter their classrooms at 7:50 a.m each morning with the school day officially beginning at 8:00 am students who arrive at school after 8:00 a.m are counted tardy please help your child to be at school on time those students with habitual tardiness and/or absences may be referred to the district s attendance officer tardiness is counted after 8:00 textbooks state-approved textbooks are provided to students free of charge for each subject or class books must be covered by the student as directed by the teacher and treated with care a student who is issued a damaged book should report the damage to the teacher any student failing to return a book issued by the school loses the right to free textbooks until the book is returned or paid for by the parent however the student will be provided textbooks for use at school during the school day please help your child to keep up with all issued textbooks and library materials throughout the year textbooks are expensive some are as expensive as $49.00 please help us stress the importance of taking care of school materials traffic issues the delaware gate has been designed to be a pedestrian walk-through gate by dyess air force base typically the gate is open from 7:00 to 8:45 in the morning and again from 2:30 to 3:45 in the afternoon parking on campus is limited and is dedicated for staff use adjustments in the flow of traffic will take place after school starts and we have a better understanding of the issues cdc and youth center walk students to theirs vans on base weather permitting during inclement weather they will be parked in the east parking lot along the north curb aisd buses will be parked at the end of the walkway next to the cafeteria parking on both sides of jennings street is allowed please avoid using the front drive please discuss with your child children your plan for afternoon pick up safety in and around vehicles is a major concern remember to be courteous to students and parents as they move around the campus.

video cameras state law permits the school to make a video or voice recording of your child without parental permission of the following circumstances · when it is to be used for school safety · when is relates to classroom instruction or a co-curricular or extra-curricular activity · when it relates to media coverage of the school visitors parents and others are welcome to visit dyess elementary school for the safety of those within the school and to avoid disruption of instructional time all visitors must first report to the main office and pick up a visitor s pass and go through a security check prior to going on campus visits to individual classrooms during instructional time are permitted only with approval of the principal and teacher and so long as their duration or frequency does not interfere with the delivery of instruction or disrupt the normal school environment all visitors are expected to demonstrate the highest standards of courtesy and conduct disruptive behavior will not be permitted note parents needing to pick up their children during the school day must first stop at the main office to sign the child out as a safeguard for our school children the students can not and will not be allowed to leave with anyone not on the approved adult contact list the adult must show identification and sign the student out all visitors must present a photo id driver s license to the office and wear a visitor s pass at all times while on campus withdrawing from school three day notice students can be officially withdrawn from school by only a custodial parent or legal guardian the school requests notice from the parent at least three 3 school days in advance so the records and documents may be prepared the parent may obtain a withdrawal form from the office.
