you may agree or disagree with the views below feel free to comment on them the commentaries do not necessarily reflect the position of vanguardians and are the opinions of the writer from the publisher sitting in the cat bird seat a very busy week even with a holiday lots happening in the shrinking city of glendale as the population reduces leaving fewer people to pay the bills and ever-increasing fees first off it was delightful to see my electronic media colleague larry zarian at foxys on thursday morning larry doesnt have me on his cable show any more because i dont let him be a mike hog he thought i looked great and i explained that when you are on the hunt for corrupt prey you look and feel fantastic at the vanguardians community forum we covered the importance of the political reform act statement of economic interest form 700 several sets were passed around the room that evoked numerous questions this opened the way for a discussion of councilmember ara najarians outburst against hooker margaret hammond and herbert molano regarding hate speech and cockroaches one of najarians supporters spoke up that najarian is going through emotional turmoil because of his divorce i mentioned that najarian told me he was upset about what was written about where he lived whether it was california nad lexington or with mother mary in lacanada his supporter blamed the divorce saying that he najarian had no place to live and had to go home to his mother of course i mentioned that he had to live in glendale in order to stay on the council and i was admonished for even questioning where he lived just another distraction i said that if he was emotionlly distraught maybe he should step down and get some therapy or counseling the city council health insurance covers that bottomline just like the cockroaches were a distraction of the real issues for instance on how najarian could vote against the public on emergency medical services and vote for up to 100 more employees shows where his head is meanwhile there is an urgency ordinance on the agenda during the afternoon session regarding what to do with the rda no doubt there will only be staff there making sure their jobs are safe last weeks council meeting ended at 7pm even with a large contingent from the korean sister city organization taking up 15-20 minutes of council time the public continues to complain that the mayor keeps insisting oral communications oc should be held after the important business of government concludes oral communications is guaranteed by the ralph m brown open meetings act oc could be at an earlier hour if awards and presentations would be moved to lets say 4pm that way the staff involved could go home without the extra burden of ot or compensatory time off and the few public speakers left could speak at an earlier hour restricting council and staff comments to 3 minutes and speaking about their governmental duties instead of pre-election visits to groups would also mean sticking to business i have yet to hear a report from weaver on the high speed rail committee or a report from friedman on the ethics and audit committees of the mwd on which she sits or a scag report by the way our new webmaster is creating a whole new web experience let him know what you want to see on it by sending him yours just click web if you can t drink a lobbyist s whiskey take his money sleep with his women and still vote against him in the morning you don t belong in politics jesse unruh and the same holds true for municipal unions and their pacs the foreboding city no it is not a misspelling it is a misapprehension worthy of the ming dynasty it is the city of glendale in a quagmire of bureaucrats ruling and taxing its public into eventual oblivion bureaucrats bureaucrats everywhere ruling everyone and everything in it they choose the elected officials and think up hundreds of ways of taking the publics money while they are at it theyll create for themselves the greatest fanfare the highest accolades where everybody toots his horn but where the real porcelain is set in the kiln of the highest benefits known to public officials in the civilized world 3

theyve chosen the citys leadership trained them on what to say and obliged them on what to do all in the successful effort to extract for themselves unheard of salaries incredible pensions and status not seen even in the china of the 1400s here is a sampling of glendale 2011 and how they rule the city manager gives mayor laura friedman her talking points so she says when proposition 13 came the city got stuck with low rates unlike other neighboring cities but they never show the public how property taxes went from $6 million to $80 million in a span of twenty years theyve taken nearly all of it for themselves the city manager gives councilman najarian his talking points so he says the economy has hit glendale hard and the budget shortfall is causing the citys budget problems but he never tells the public that government doubled its budget in the last decade increased pension benefits by hundreds of millions of dollars and its long-term debt by hundreds of millions more the city manager tells councilman weaver his talking points so he says calpers lied to us we didnt know just how bad our pension obligation would be hindsight is 20-20 but he doesnt tell you that the pension bonanza mistake he approved in 2001 he doubled in 2005 the city manager tells councilman quintero his talking points so the unofficial historian says we are one of the best run cities in the country we have some of the best city employees working for us we lose them unless we pay them compatible wages but he quickly forgets the history of police chief randy adams the millions of dollars lost in court cases due to police misconduct he remains mum on the outright income fable that ex-fire chief hinz gave on the efficiencies and millions in revenues that the publicly run ems would bring and so the bureaucracy rules tacking on more paperwork and creating more waste they impose more fees and take home all of it they want more building construction but all the new property tax money goes right into their pockets and they keep on hiring and piling on the benefits to themselves men with guns and men in uniform were renown in the ming dynasty bureaucrats created their own closely held commercial world then they strangled trade and free commerce that was the side of the ming we often dont hear or the equivalent to the royalty to which we pay tribute in glendale glendale california and its management association they want to appear as nearly perfect royalty but they are nothing more than just another nasty dynasty learn chinese the real entrepreneurs are coming to rule us herbert molano click here for glendale today new content most people want the benefits of an accountable government but are afraid to work for accountability or to support those that do often because they fear retaliation or are the beneficiaries of the largesse or corruption of government your money or your life in one of the most memorable skits in comedy this question posed to jack benny by a would be robber remains as one of the funniest self-deprecating scenes that exude exemplary timing jack benny pauses folds his arms touches his face and then pauses to ponder what to answer he looks to the audience as if we are all in on the joke the crowd roars with laughter your money or your life that is the question the glendale fire department appears to be asking us the problem is that this question is neither a joke nor is it funny it is deadly serious money is at the center of most discussions dealing with the gfd money today and money tomorrow appears as the constant issue we find with the gfd the chief and his fire union but how often do they come to tell us about life saving issues in particular performance saving lives my searches through the gfd website for such performance information left me guessing i found a page of data in the glendale fire rescue news for march-april at the end of this internal magazine after all the birthday listing and social photo ops we get to the statistics chest pains heart attack 205 page 18 there you have it those are the kinds of incidences that we should all know so how many were actual heart attacks how many arrived alive at the emergency room dont bother looking you wont find it youll have a much easier time finding information about the fire v police hoops team results fire 102 pd 71 page 9 what is funny is that you hear them self-congratulate themselves before the city council as being among the best that is usually a signal for quintero and the other councilmen to chime in it is like pavlovs dog the gfd comes into the room council members salivate or swoon so where are the performance measures for the city of seattle we can do some quick searches here is what we know 4

seattle and king county medic one program is recognized as one of the nations best medic ones survival rates are easily found here on wikipedia survival rates based on clearly defined parameters shows up as trends graphs bystander witnessed vf/vt due to heart disease 49 so what is the equivalent survival rate for glendale why are these performance statistics never brought up before the city council or the general public i did manage to get a paper document on the first year the gfd collected the data though a similar measure as medic one was not presented it did show that less than 4 of heart attack ems calls resulted in survivability i have tried numerous times during the years to get performance reports similar to those of recognized best in class emergency programs in the nation but the usual reports show only the number of incidents per calendar period or average response times the seattle or miami programs are run by fire paramedics and i would bet my life on the high skill and competence of glendales own fire ems personnel that is not the issue here what is relevant to all residents and visitors to glendale is that management policies that raise the public profile of the gfd may result in delays that have dire consequences on the survivability of stroke and cardiac arrest victims all of seattles fire paramedics ride on emr rescue ambulances and not on fire engines miami has teams that rides on motorcycles and are on continuous active service throughout the city their response times are significantly better than glendales paramedics but seattle stands uniquely atop the ems world with their clear accountability to results does the patient survive imagine now that your father has a heart attack and you were to call 911 and the operator was to ask you we could send a 40-foot ladder truck a 50-thousand pound fire engine a rescue ambulance or a motorcycle there is little question that if there is traffic congestion the delays could add several minutes to response times and the most agile vehicle will reach your home fastest but to the citys management a fire truck and engine would be greater pr for the fire department they are more visible the more public relations augment their image the more money and benefits they can extract ems magazine recognizes seattle as the nations best read an article here where even in their own professional world performance stats do matter but during the city council budget session that should establish a link between money doled and performance accountability the performance measure disappears so back to jack benny and his confrontation to the would-be robber as jack ponders the question the robber keeps repeating his demand your money or your life exasperated jack replies wait a minute i am thinking well its time to stop thinking and delay facing the obvious we are paying through the nose for the fire and ems service twice as much as we did ten years ago the most experienced employees retire earlier and we get no performance results i cant decide whether to laugh or cry but if the ems program doesnt improve we may all die laughing and leaving our families much poorer herbert molano click here for glendale today new content coming soon in her unique way la shannon lewis does the claims for damages in the city vanguardians has found that the claims are a harbinger of larger problems in 2008 la shannon looked into the claims and it was noted there were a high number of city operated vehicles in costly collisions a brief skimming of the claims indicates there is no change it is the little things that act as spotlights on problems vanguard is happy to have la shannon back on our team ba la shannon lewis more supporting information on the intellectual dishonesty of the glendale fire department in a glendale news press community commentary titled fire department critic is misinformed october 28 2008 glendale fire chief harold scoggins published a response to an earlier community commentary where i advocated staffing engine companies with three firefighters to provide firefighter safety while saving $5.4 million per year 5

scoggins article states philpott is incorrect when he states that firefighters cannot enter a burning structure until a second engine company arrives on scene a fire company staffed with four firefighters allows it to arrive at a fire emergency and start an aggressive interior fire attack without having to wait for the next arriving fire company chief scoggins explains the occupational safety and health administrations two-in two-out standard is enforced during interior firefighting operations it means that we need two firefighters on the exterior to be available to effect a rescue when two firefighters are on the interior a fire company staffed with four firefighters effectively meets this standard chief scoggins is correct when he states that osha enforces the law that requires the entry team to be comprised of a 2in 2-out team of firefighters for safety purposes chief scoggins is incorrect when he states that a four person engine company can make up a safe entry team and comply with osha that reality came crashing down on the gfd on august 3 2009 at a residential structure fire on chilton street two firefighters made an aggressive attack on the interior while the other two firefighters remained at the engine parked in the street this was done to comply with other safety standards set by the national fire protection association nfpa that requires the captain to remain outside the fire ground operations as the incident commander and the engineer assigned a fixed post at the controls of the water pump at the chilton fire the two that made entry encountered heavy smoke and heat at a second floor landing they became disoriented dropped their attack hose which was never found and one firefighter began to crawl on his hands and knees down the stairs while the other one lay on the floor unable to move because the two-out rapid rescue team was not in place the firefighter who remained immobile in the burning structure was severely injured when he was finally rescued by two burbank firefighters who arrived on the second engine company he had sustained burns to his torso and hands that required a three month stay at the grossman burn ward in sherman oaks according to an extensive investigation that followed the more severely injured firefighter nearly lost his life osha conducted a subsequent investigation and concluded that the gfd failed to provide the necessary safety requirements of four firefighters on the initial ground attack and issued the department a formal notice of violation this violation carries a $17,000 civil penalty but was waived because the osha investigation exceeded the time required in the statutes to impose a fine the delay was the result of the gfds effort to keep the violation hidden it is important to note that this is the first official violation of the 2-in 2-out issued by osha in modern california firefighting history should the gfd violate this procedure again as they did in the chilton fire osha may make a criminal finding citing willful intent chief scoggins community commentary also states two of the most significant areas of concern with the reduction of staffing involve public and firefighter safety which should not be compromised but scoggins confuses the safety issue with staffing had both of the first two arriving engine companies been staffed with three they would have had sufficient personnel to comply with the 2-in 2-out osha requirement and no firefighter would have been injured because they would have had a rescue team in place they would have also complied fully with the national fire protection association standards chief scoggins told the glendale city council on may 25 2011 that a new national institute of standards and technology nist study revealed that a four person engine company is 25 more efficient than a three person company on structure fires here is where intellectual dishonesty appears once again what he failed to say is that the study also revealed that the four person companies are only one percent 1 more efficient in rescuing someone inside and only two percent 2 more efficient in putting water on the fire the one and two percentages represent several seconds in time the fire chief says it is too great of a risk to staff engines with three firefighters and that four should not be compromised but the chilton fire puts the safety issue in a new perspective by allowing a four person engine to attack a structure fire scoggins almost lost one of his own firefighters and was formally sanctioned by osha intellectual dishonesty occurs when a public official decides to omit important information in order to guide a desired outcome the fire chief has an open invitation to discuss and debate this issue in a public setting away from the city council meetings whose format protects city officials from public scrutiny but he will continue to decline invitations because his intellectual dishonesty will be exposed on two fronts engine company staffing on medical and fire calls and his new ems model that will ultimately cost lives bruce philpott the penalty good men and women pay for indifference to public affairs
