the constitution of 1812 stated that the spaniards were no longer subjects but citizens free citizens and equal in rights and duties in this way it left behind the philosophy of the ancient regime and it gave freedom and popular sovereignty a more important role the cortes of cadiz brought the modern state to spain a state created to protect and spread through lawsuit civilian freedom and rights the cortes of cadiz without any doubt scattered the seed of what we are now as a society maría teresa fernández de la vega this is why the constitution of 1812 has always been the reference of spanish liberal democratic constitutionalism and it has had an outstanding ability to reunite around it the aspirations of freedom and equality of several generations of spaniards who looked forward to democracy and it still does two hundred years later we are going to commemorate this precious legacy the legacy of the basic values of dialogue respect and democracy on which our social coexistence is founded spain will become again the spreading force of democracy at an international level having as a reference the two cities that cherished our will of freedom san fernando as cradle of parliamentarianism and cadiz as cradle of constitutionalism and we are going to use this opportunity to show the world the treasures and the opportunities of our country treasures which we are going to rehabilitate and reassess and opportunities that we are going to relaunch with an ambitious project of new infrastructures for the economical growth of the bay of cadiz the bicentennial will arrive to an improved cadiz to a cadiz that will be ready to celebrate its history and to start a new future and in this purpose the work that we need to do we are doing it together because this commemoration it s a collective project it s a project that is heritage for all the cadiz natives all the andalusians and all the spaniards in this project all the national autonomic and local institutions are taking part to row in the same direction and with the same objective locate the bay of cadiz in the place in history that it deserves and to accomplish the promise of the future that its huge potential has for it.

all of this will be developed with the active participation of the citizens whom already live excited with the preparations of this big party and for good reason in 1812 cadiz entered in the annals of politics two centuries later we are going to commemorate this in the best way possible hearing the beautiful words of la pepa looking for the happiness of the nation and the welfare of all the ones who are part of it i don t have any doubt that we all will take a huge step towards this big target maría teresa fernández de la vega president of the national commission for the commemoration of the 1812 constitution bicentennial.

cadiz and san fernando have in sight a challenge that can make them unique cities and moreover without the need to come up with anything it s just necessary to use the prominence that they had two hundred years ago as democratic parliamentarianism and constitutionalism cradles starting a whole new social politic and economical revolution that launched them worldwide as centers of the democratic constitutionalism this challenge requires of course of the firm and unconditional support of public administrations and of the own citizens it s not an easy task but we have the seed and we only need to plant and take care of it to transform the bicentennial of la pepa not only in an institutional and academic celebration or in a party but also in a great opportunity of future for the bay the province of cadiz andalusia and spain luis pizarro medina our constitution of 1812 recognized for the first time separation of powers popular sovereignty right of education and the free speech all of them fundamental pillars of modern societies and today two centuries later we have in our hands being pioneers again using the heritage that those first deputies that promulgated the most modern magna carta until now bequeathed us the consortium for the commemoration of 1812 constitution bicentennial principal aim is precisely to recover that outstanding role as a freedom reference of cadiz and san fernando cities to get to consolidate this role several relevant political and institutional events are being prepared as celebrating the xxii latin american summit of heads of state and governments of 2012 in cadiz in which framework the consortium for the bicentennial will develop the universal declaration of cadiz where the foundations for a consideration about the actual situation of democratic constitutionalism and its values in the world will be placed we understand this declaration of cadiz inside the framework of the creation in cadiz of the democratic constitutionalism international observatory and our aim is that this declaration reminds as one of 2012 principal legacies and places cadiz in the institutional sphere permanently as core of the debate about rights and freedom but we do not want the celebration of the bicentennial to be an exclusively academic and politic celebration we rather open it towards the public with great cultural appointments as the celebration of the latin american culture congress we want to establish in cadiz a permanent venue of the house of america to organize classical music concerts plays of the time expositions congress and leisure activities as macro concerts with international artist and major sports events the appointment for 2012 is unavoidable but in the consortium we are not satisfied only with that we want 2012 to become the bay of cadiz and province great chance for economic development we want to

take the most of this historical occasion for it to take off and improve leaving and important legacy that will be not only limited to the recuperation of emblematic buildings as the oratorio of san felipe neri the san sebastian castle the mayor church or the zuarzo bridge but it will also mean and important transformation of cadiz and san fernando´s infrastructures and equipment with projects as the second bridge the arrival of the high speed train the tramcar the new hospital the enlargement of the harbor etc and this legacy is going to create a sensible economical driving force with the tourism competitiveness plan in which cadiz and san fernando´s constitutional vocation is going to be used as a touristic claim by the andalusian government all of this requires the implication of cadiz citizens it s very important that they realize about the historical social and politic relevance of 2012 as were the olympic games for barcelona or the universal exposition for seville the 1812 constitution bicentennial is a starting point to get to a future of prosperity and in this purpose it s essential that this celebration becomes a popular act the consortium has an important work ahead and of course we are not giving up on trying to reach our goal 2012 will be our year the year of spain of latin america of the whole world it will be the year when we will commemorate the recognizing of the civil rights and the liberties that we enjoy today in the democratic societies and in this prime year the leadership will belong to two sailor cities that were and still are exponents of freedom and concord in 2012 cadiz and san fernando will become an international epicenter and this will mark the start of a new era for both of them with the benefit that this means to andalusia and the rest of the country luis pizarro medina president of the consortium for the commemoration of 1812 constitution.

la pepa 12 la pepa the first european liberal magna carta will turn two hundred years old on march 19th 2012 on that date the origin of the civil rights and liberties in our country and the origin of the concepts of citizen and spain as we know them now will be commemorated the 1812 spanish constitution was enacted in the san felipe neri oratorio on saint joseph day that s why it s called la pepa because pepa is a common feminine nickname for joseph in spain this legislation became a whole democratic myth which influenced the drafting of several european constitutions and affected the constitutional core of most of american states after their independency la pepa was the first spanish constitution that established popular sovereignty division of powers and speech and of the press freedoms this means that two hundred years ago we pioneered implanting in a tangible way values liberties and civil rights that today are unquestionable and have become part of our idiosyncrasy as a nation two centuries later we must recall our historical memory and celebrate an event that has make our country one of the strongest democracies in the world.

14 la pepa consortium for the bicentennial the consortium for the commemoration of 1812 constitution bicentennial chaired by luis pizarro was created on march 2007 as management body of the national commission founded behind the honor chairmanship of their majesties the queen and the king of spain and the direct chairmanship of maria teresa fernandez de la vega the government first vice-president it s integrated by the state general administration the andalusian administration cadiz provincial council and the cadiz and san fernando city councils the consortium s functions are to recover rehabilitate restore document and research the arquitectonical historiographic or artisitical heritage elements that have any kind of relationship with the legislative assembly las cortes constituyentes and the cadiz constitution to enhance disseminate and spread the historical heritage linked to la pepa through expositions performances cultural and artistic activities didactic and audiovisual activities and design of intellectual institutional political and civilian actions focused on research and reflect debate and develop the worldwide democratic constitutionalism´s values and tools.
