FROM THE PRESIDENT’S DESK Dear Friends, The GST Committee, headed by Chief Economic Advisor, Mr Arvind Subramanian, has submitted its Report, based on which the Standard GST Rate is likely to be in the Region of 18 per cent, and the Lower Rate in the Region of 12 per cent. The Rate of ‘Sin’ Products is, of course, much higher. While this is perhaps a tad better than the worst fears of the Industry, it is more or less on what more sane Experts had suggested. However, as far as the Garment Industry is concerned, even if we were to presume Inclusion in the Lowest Slab – and one can only vigorously try for it – it can result in a significant price rise to the end Consumers. By Government calculations itself, the current Taxation Levels of the Industry are a little below nine per cent. If we are looking at a 12 per cent Rate, it will still result in a three per cent increase. Of course, if the Industry is put in the ‘Standard’ Rate, CHR@RSDQHRSGDNMKXONRRHAKDQDRTKS Ű CMAI is working hard to persuade the Government to give us at least a three to five year window to gradually take up our Rate to the 12 per cent Slab. We hope to be able to make the concerned Officials see our point of view. Two other Issues we are taking up are, (a) Removal of Garments from the Packaged Commodity Act, and (b) Stopping of Additional Quantities of Second-Hand Clothing coming into the Country. Our efforts to remove Garments from the Packaged Commodities Act have been going on for nearly 8 to 10 years, but have recently got a fillip with some recent Judgements in favour of the Spectacles Industry. The logic used by the Learned Judges is more or less on the lines of what we have been stressing for so long – that Garments are NOT in a Packaged form when sold to the Consumer, the Consumer has the full opportunity to try them on before Purchase, and there is really no ‘Best Before’ Date as far as Garments go. Packaging, whenever used, is only from a Protection perspective. As regards Second-Hand Clothing, there is a move to increase the licenses from the current level of below 10 in the Country to over 200. Everyone acknowledges that Large Quantities of Fresh Clothing comes into the Country under the garb of Second hand Clothing, and this opening up of the Licenses will spell Disaster for SGD#NLDRSHB(MCTRSQX Ű The recent flooding in Chennai has reached unprecedented tragic proportions, and the CMAI is extending its full support to the Relief efforts through our network of Retailers in Chennai. Clothing, Bed Sheets, Chatais, Medicines, etc., are being distributed by the Staff of our Retailers, and funded by us.
