manhattan housing authority executive director s remarks on behalf of the board of commissioners staff and residents of the manhattan housing authority i am pleased to present this annual report for our agency the manhattan housing authority remains a high performing agency with exceptional ratings in the section 8 management assessment program semap the public housing assessment system phas scores are increasing and through the hard work of dedicated staff the program has made great strides in progressing toward the high performing rating the manhattan housing authority strives to make a difference in the community we serve through collaboration with other agencies in the community dedicated staff and volunteers we are able to ease the burden for individuals and families that have been hard hit by the great recession it is also through the support and guidance of the seven individuals appointed by the mayor and city commission of manhattan to serve on the board of commissioners that we are able to manage and administer our programs effectively these individuals serve without compensation and are charged with charting the direction of the agency acting as advocates for local affordable housing programs ensuring fiscal integrity and adopting policies that govern the housing authority each year it is with renewed determination that the housing authority strives to meet its challenges head on confident in our ability to achieve what must be achieved to provide decent safe and affordable housing to income eligible residents of the manhattan community in an efficient ethical and professional manner the coming years will present many challenges to meet our mission with the promise of funding cuts forthcoming however we will adjust our sails and move forward continuing to provide a much needed commodity affordable housing in our community our board and staff remain dedicated to our mission and we are proud to share the highlights of 2010 in this year s annual report joann r sutton phm hcvs 1

manhattan housing authority highlights 2010 the past year was both eventful and productive for the manhattan housing authority below are some highlights of housing authority achievements in 2010 allocated and expended all american recovery and reinvestment act funds by fye 12/31/10 completed four major capital improvement projects in four public housing communities brought all units in compliance with the city of manhattan rental inspection program requirements increased expendable fund balance operating reserve to 6.38 months increased reserve level in section 8 hcv program administrative fees completed independent audit for fye 12/31/09 with no findings completed khrc compliance reviews for the gardens at flint hills and fhi improvements lihtc properties with no findings awarded $100,000 in tbra funds through khrc completed utility allowance review for public housing and section 8 hcv programs revisions approved by board of commissioners applied for section 8 hcv and public housing family self-sufficiency coordinator funding applications pending as of 12/31/2010 applied for family unification program fup section 8 hcv funding application pending as of 12/31/2010 participated in various community events to increase awareness of mha programs reviewed and revised various policies as necessary for all programs including the schedule of charges for tenant caused damages for public housing and lihtc programs one strike drug and criminal offense policies for section 8 hcv and public housing programs held block party events for all public housing and lihtc residents 2

american recovery and reinvestment act of 2009 the american recovery and reinvestment act arra of 2009 provided the manhattan housing authority with $468,163 in additional capital fund program revenue for improvements to public housing properties the use of arra funds was closely monitored by the department of housing and urban development hud in accordance with the stringent obligation expenditure and reporting requirements of the act with the help of dedicated staff of the housing authority and the hud field office in kansas city ks and the support of the manhattan housing authority board of commissioners we are proud to say that all funds received from the recovery act were expended on time in an ethical and professional manner and utilized to the maximum benefit of our communities and our residents these funds allowed several capital improvement projects to be completed in 2010 projects funded from arra will benefit the residents of the manhattan housing authority s public housing communities for years to come and because these projects were awarded to local contractors these funds have been kept at work in our local economy the use of arra funds assisted in the creation of four jobs and the retention of seven jobs in our local area the chart below shows projects completed with arra funds in 2010 $77,402.00 16.5 $1,209.74 0.3 $228,565.36 48.8 hvac hw heaters hudson circle pottawatomie court $102,480.90 21.9 electrical upgrades baehr place siding guttering hudson circle pottawatomie court replace roof carlson plaza $58,505.00 12.5 carlson plaza replace trash comp 6

manhattan housing authority residents participants the opportunity for affordable housing provided by the housing authority s programs makes a profound difference in the lives of many not only by those directly receiving housing assistance but also by their families friends and the greater manhattan community when an individual or family has a decent safe and affordable place to live they gain the stability security and dignity that come from having someplace they can truly call home the residents of our public housing and lihtc communities and the participants of our section 8 housing choice voucher program are a diverse group they include elderly and disabled residents with fixed incomes students who are able to complete their college degree because they have affordable housing and working single and twoparent families who could not otherwise afford to rent or own a home within manhattan the information on the following pages will provide a clearer picture of the statistical break down of those assisted by the housing authority however we know that the residents and participants of our programs are much more than what can be described by charts and graphs they are all unique individuals who help to make working for the housing authority a special and rewarding task we would like to thank all of our residents and program participants for helping to make 2010 a great year 8
