4 INDIAN MONTHLY / JAN 2015 ONE of the most controversial planning proposals could be over after Premier Daniel Andrews suspended work and ordered the disbandment of East West Link Authority. In a move that was deemed “reckless and arrogant” by Shadow Treasurer Michael O’Brien, Victorians are uncertain about the future of the Link and the potential $1 billion bill in compensation that could be owed for ripping up the contracts. The East West Link was an 18km tollway linking the western suburbs to the Eastern Freeway. The aim of the development was to reduce congestion, reduce travel time and employ Victorians in the construction field. But planning has been fraught with controversy and opposition relating to the transparency of the development, it’s effectively and a potential budget blow out. The Link was a contentious issue in the November 29 Victorian State election when Daniel Andrews vowed to tear up the contracts that are “not worth the paper they are written on”. The tension heightened in midDecember when the state government released the 229 page East West Links business case, which the Coalition refused to release under the Napthine Government. It described the potential benefits of the development. “(The East West Link) will support new patterns of economic development, residential growth and urban renewal, and deliver substantial economic benefits to the Victorian and national economy,” it said. But the business case was slammed by the state government and political commentators. An analysis was provided that included claims congestion could worsen, a poor cost-benefit ratio and a End in sight for the East West Link massive budget blow out. Pricing tolling charges and a report by the Herald Sun that the East West Link would take 56 years repay the cost of the development. Daniel Andrews has sensationally referred to the development as fraudulent and the Napthine government ‘cooked the books’ to increase the desirability of the Link to the public. He delivered on his pre-election promise and ordered to stop work on the plan. “I’ve written to the consortium and ordered that works be stopped on this botched and secretive project,” said Mr Andrews. Mr Andrews also confirmed in December that he will sit down with the developers who were to work on the East West Link and that construction work has been minimal on the project thus far. “Not a shovel of dirt has been moved on East-West Link,” Daniel Andrews told radio 3AW. “Everyone who signed up to contracts were given full and due notice of our different priorities. “We will sit down with the winning bidder with good faith and with good will. They build things and I have no shortage of things I want to get on and build.” The process of ending the East West Link is moving forward with the confirmation of the disbandment of the Linking Melbourne Authority, which managed East West Link, on 7 January. “During the previous Liberal Government, the men and women at the Authority did their best in difficult circumstances, working on a project that had a completely flawed business case. “Their skills will be better used helping the Andrews Labor Government remove 50 of our most dangerous and congested level crossings and building the transport system Victorians voted for,” said Mr Andrews. The contracts have not yet been released by the state government and it is still unclear how the contracts may not be legally binding, as claimed by Mr Andrews in September. With commitment to the end of the East West Link development by the state government, there is concerns about the potential repercussions of ceasing the project on an economic level. Despite criticism of the project, the backlash of the public from potential $1 billion compensation fees and threats by Prime Minister Tony Abbott to revoke $3 billion in East West Link funding is yet to reach full force. State Opposition leader Matthew Guy has publically questioned the contractual claims by Daniel Andrews. Criticism has also arisen over the 3,700 jobs that would have been created as a result of the Link. But it is Melbourne Sun Newspaper’s understanding that some of the potential construction job loss will be absorbed by work involved in the removal of 50 level crossings proposed by the Andrews government. “The Victorian people made their voices heard loud and clear. They don’t want an $18 billion tunnel, they want 50 level crossings removed,” said Mr Andrews. Criticisms have arisen on social media site Twitter criticising Daniel Andrews in response to a tweet made by Michael O’Brien. “Disgusting filthy politics. More interested in his own agenda than the people of Victoria. Need the link!” said Twitter user Iain Rossiter. But Twitter users have also criticised Liberal heavyweights for ‘rushing’ the contracts before the November election. “Explain to my (sic) why you needed to rush the signing of contracts? It’s your fine they will need to pay,” said BenDog in response to a tweet regarding ripping up the contracts by Michael O’Brien. “You mean the desperate signing of contracts just before an election they knew they would lose? Crony capitalists,” said Twitter user Nathan Lee. Throughout the political controversy, Tony Abbott has stood strong in his commitment to the East West Link. Daniel Andrews has said to be work “The message I’ve got from the Victorian people is that they actually want East West Link built,” Mr Abbott told ABC radio. “I would be disappointed if ultimately the East West Link doesn’t go ahead, but I know there are other projects that he is very committed to and we are happy to work together on all of this.” www.indianmonthly.com.au

The cut off for change of preferences is next Monday, 22 December. Victoria’s 47,000 VCE graduates and 13,000 VCAL certificate holders should consider the rewarding, skilled careers that a TAFE course can provide. Swinburne was one of the institutes hardest hit by the TAFE cuts. The Andrews Labor Government has previously announced $10 million in funding to reopen and refurbish the Lilydale TAFE campus. As at 2014, 100,372 students are in government-subsidised training at TAFE. The figure is down 18 per cent from the same time last year. Labor’s TAFE Rescue Fund will increase the number of students in our TAFE system. Mr Herbert remarked, “Victoria has some of the best universities in the country, but the Liberal TAFE cuts made it so much harder for students to find the hands-on courses they wanted.” “More skills and more choices mean more jobs for our kidsthat’s why we’re getting to work and saving straight away,” he added further. Under Labor, TAFE has a future and students have a choice LABOR’S $320 million TAFE Rescue Fund has already started flowing to TAFEs in need, as thousands of Victorians prepare to make one of the biggest decisions of their young lives. Premier Daniel Andrews joined Minister for Training and Skills, Steve Herbert, at Swinburne Hawthorn today to reassure our latest VCE graduates that the TAFE system has a strong future and that students have a real choice. In keeping with the Government’s election commitment, the Premier announced that the Treasurer has approved an advance of the first $20 million of the TAFE Rescue Fund, to appear in the Budget Update next week. Mr Andrews iterated, “I said out TAFE Rescue Fund would start flowing straight away and it has. The future of our TAFE system is too important for this to wait.” Labor’s TAFE Rescue Fund will save campuses across the state. It’s the first step to repair the damage of the previous Liberal Government’s cuts and closures and get our TAFE institutes back in the black. “We’re saving TAFE and making Victoria the Education State. Our kids deserve a real choice about their future and the best chance of getting a job,” said Mr Andrews. 6 INDIAN MONTHLY / JAN 2015 The government has started Tourist Visa on Arrival (TVoA) for the visitors of as many as 43 countries which is enabled by Electronic Travel Authorisation (ETA). Visitors from these countries will no longer have to queue up at local consulates. They can instead apply for their visas online and collect them at the airports. The purpose of Tourist Visa on Arrival is to facilitate foreign travellers visiting India. It was announced by India’s Home Minister Sri Rajnath Singh and Minister of State Tourism, Dr Mahesh Sharma. Earlier, only 12 countries were being offered TVoAs. Many foreign tourists had to wait for several weeks after submitting their application on whether they would be allowed to enter India. The new visa-on-arrival will be available at nine major airports in India including Bengaluru, Chennai, Kochi, Delhi, Goa, Hyderabad, Kolkata, Mumbai and Thiruvananthapuram. Tourist Visa on Arrival in India for Australia and 42 other countries such as Diplomatic, Official, Special and Service Passports are not eligible for TVOA service. • Not available to individuals endorsed on Parent’s/Spouse’s Passport i.e. each individual should have a separate passport. • Not available to International Travel Document Holders • Background should be plain Instructions for Tourist Visa Application ID No. and Passport No. light colored or white background. • Applicant should carry a copy on Arrival by ETA • Applicants can apply online at https://indianvisaonline.gov.in/visa/ tvoa.html • TVOA links can also be found in website of Ministry of Tourism, Ministry of Home Affairs, Ministry of External Affairs, Bureau of Immigration, Incredible India etc. • The online application should be submitted minimum 4 days in advance and maximum 30 days proposed date of travel. • Recent front facing photograph with white background and photo page of Passport to be uploaded while applying. • The application is liable to be rejected if the uploaded document and photograph are not clear and not as per specification. • A fee of US $60/- (+ bank transaction charges) per passenger to be paid online for the grant of ETA for Tourist Visa on Arrival. • Fee once paid is not refundable under any circumstance. • Online application will be processed only after fee is paid online. • Decision on TVoA Application will be conveyed by e-mail. Therefore, applicants are advised to ensure that correct e-mail address is provided. • Applicant can also track the status of their application online on TVoA website by selecting the link “VISA STATUS” and entering their of ETA along with him/her at the time of travel. • Tourist Visa on Arrival once issued is non-extendable, nonconvertible and not valid for visiting Protected/Restricted and Cantonment Areas. • Biometric details of the applicant will be mandatorily captured at the TVoA Counter at the Airport on arrival in India. Eligibility: Documents required to be submitted online along with application: • No shadows on the face or on the background. • Without borders. • Verification by Airlines while issuing boarding pass to ETA holder • Traveller holding ETA arrives at Airline Counter. • Carrier/Airline checks the genuineness /validity of ETA in the TVoA website (specific instructions will be issued separately to Carriers/ Airlines) • Once ETA is verified, the carrier/Airline will issue Boarding Pass to the ETA holder. ABWI visited eight cities including Mumbai, Delhi, Chandigarh and Kolkata. Mr Robb said there was a long way to go and Mr Modi has assured of any hurdles that comes in the way. “This high-level delegation has shown the Indian business community that Australians are willing, as we would say, to put skin in the game,” Mr Robb said. The visit according to Mr Robb has been an important step towards unlocking the vast untapped potential in the relationship between India and Australia. This has included agreements between Woodside and the Adani Group on LNG supply, Wollongong University and Pandit Deendayal Petroleum University on mining excellence, the National Australia Australia India trade ties closer than ever: ABWI After his India visit, Trade and Investment Minister Andrew Robb believes a freetrade agreement between Australia and India is possible this year if the two Prime Ministers maintain the current level of political commitment. He said the two countries were on the cusp of a new dawn in their commercial relationship as he officially concluded up Australia Business Week in India (ABWI). It was designated to boost trade and investment between the two countries. Mr Robb iterated, “There is something special going on in India. The enormous vision of Prime Minister Modi has excited many people. Australia is looking forward to be a part of this very important period in India’s reemergence as a significant power.” After leading a 450-strong delegation of top Australian business leaders including Rio Tinto’s Sam Walsh and Gina Rinehart and also with Indian Prime Minister Modi and Finance Minister Arun Jaitley, Mr Robb was amazed at the enthusiasm on Indian side. 8 INDIAN MONTHLY / JAN 2015 Fake Buddhist Monks MINISTER for Consumer Affairs Jane Garrett is urging Victorians to be wary if stopped on the street by someone who looks like a Buddhist Monk asking for donations as it might be a scam. The scammers pretend to be Buddhist monks by shaving their heads and dressing in orange or yellow robes, although they have occasionally been seen in darker clothing. Several women have also been seen perpetuating this scam. The fake monks approach pedestrians and ask for money for prayer beads, amulets and spiritual guidebooks. Some have been known to carry a notebook to record donations and “bless’’ the donor. Ms Garrett commented, “They are not Buddhist monks, they are ripping off hard working Victorians and generous tourists for their own financial gain.” They often approach by bowing their heads and smiling, before pushing a plastic hologram picture of Buddha into the pedestrian’s hand and asking for cash. Ms Garrett added further, scamming cash from Victorians “Genuine monks do have a practice of having gifts or alms as a part of their religion but it is meant to be a generous donation of those who wish to give without any solicitation whatsoever.” The fake monks are focusing on areas popular with tourists, including the Melbourne CBD and surrounding areas such as South Wharf and Southbank. Consumer Affairs Victoria has also had reports of fake monks roaming suburbs including Sunshine and Preston. They often request as little as a few dollars to as much as $20. Buddhist monk Phuoc Dan of the Quang Minh Temple in Braybrook said that according to monastic rules laid down by Buddha 2500 years ago, monks were not allowed to ask for any money. Ms Garret said, “These heartless conmen operate by taking advantage of Victorian’s generosity.” She further added, “It is an important and worthwhile practice to donate money to charity but Victorians need to do their homework to ensure the fundraiser is legitimate.” Warning signs to avoid a charity scam • A collector makes a face-to-face approach but does not have any identification. • The collector cannot or will not give you details about the charity, such as its full name, address or phone number. • The collector becomes defensive when asked what the charity does and how much of the donation gets taken up by costs. • The collector asks for cash, will not accept a cheque or asks for any cheque to be made out to them rather than to the charity. • The collector does not want to provide a receipt or the receipt does not have the charity’s details on it Indian High Commissioner Biren Nanda met Victorian Premier Daniel Andrews “The values and the contribution of the Indian community in Victoria have made our state a better place.” INDIAN High Commissioner the Hon Biren Nanda and Premier of Victoria, the Hon Daniel Andrews met for a wide-ranging discussion to strengthen economic and cultural ties. The Consul General of India in Melbourne Ms Manika Jain and Advisor to the Premier, Mr Jasvinder Sidhu were also present. India and Victoria’s strong and longstanding ties are recognised by Mr Andrews and Mr Nanda and the meeting was held to further enhance the historic friendship. Mr Andrews iterated, “India and Victoria share more than economic ties- we have a special history built on our values of democracy, hard work and reward.” Mr Andrews spoke also about establishing partnerships in arts, education, culture and research and suggested smaller, more specialised and more frequent trade missions to India. Highlighting PM Modi’s recent visit to Australia, Mr Andrews stressed the importance of the Victorian Government’s inbound trade missions. “India is a growing high-tech nation and we must work together to establish partnerships in business, education and research to create jobs.” Mr Nanda spoke out about how Victorian businesses can expand their operations in waste management, food technology, basic infrastructure, shipping and components manufacturing. New online visa trials to increase number of Indian tourists to Australia A new pilot program for online lodgement of sub-class 600 visas for Indian business and tourism visitors has been launched by Minister for Trade and Investment Andrew Robb. The program is on a trial basis and will be rolled out through some selected travel agents. Mr Robb said, “India is one of the world’s fastest growing outbound travel markets. This trial will make it easier for Indian visitors to apply for visas to travel to Australia.” “Under the Australian Government’s national tourism strategy, Tourism 2020, India has the potential to contribute between $1.9 and $2.3 billion annually to our tourism industry by 2020. That’s why in the first half of 2015, the Australian Government is rolling out a trial of online visa applications to capitalise on this rapidly growing visitor market and create jobs,” added Mr Robb. Mr Robb is leading Australia’s largest ever trade mission to India for Australia Week in India from January 9-16 January. “The trade mission and this visa trial are putting runs on the board under the Australia-India Memorandum of Understanding on Tourism I signed during Prime Minister Modi’s visit to Australia in November last year.” Under the MoU, Australia and India will work together to encourage cooperation and information sharing on Tourism policy and encourage cooperation between tourism stakeholders in Australia and India. Australia is an attractive and popular destination for Indian visitors. For the year ending September 2014, Indian visitors to Australia reached 189,866, an increase of 14.5 per cent on the previous Year. Another source said, “The flypast will be conducted and as per earlier decided protocol only twin engine planes and copters will be flying.” The civilian flights at Delhi will be affected for a period of some 90 minutes but that happens on each Republic Day when the flypast is taking place. This is done as the IAF and Navy planes fly in from various airbases and rendezvous with civilian flying can be dangerous. 18 fighter jets, five aircraft and 10 helicopters will take part in the flypast this year, flying at heights from 60-metre to 300-metre above the ground. It will include the Navy’s first supersonic fighter Sukhoi-30MKIs and Jaguars, which will take off from different airbases in north India and converge over the Rajpath. The police will also pitch in and take over security of the hotel and its premises before the arrival. It is also believed that the hotel will be closed for bookings from January 21. Some rooms at the Taj Palace Hotel have also been booked for the President’s staff. “The threat perception is extremely high and Obama features on the hit list of the IS and the Al-Qaeda. Security has been doubled this Republic Day and armed commandos and snipers are on high rise. According to the sources, Rs 1.5 crore has been sanctioned just for renting high-tech CCTV cameras and 80 face recognition cameras will be installed near India Gate. An advanced security liaison meeting will be held between the Central Intelligence Agency, the Intelligence Bureau and the Delhi Police to review security arrangements. The four including a minor, identified as Sudhir, Mandeep, Manish and Deepak were allegedly murdered and then set on fire inside the car which was found in Bahadurgarh area of Jhajjar district in Haryana. The car bore a Delhi registration numberDL 8C AF 7229 The victims were the residents of Mitrao village in Najafgarh, Delhi. The case looks like a case of gang rivalry as the parents of the victims stated that the four were first kidnapped and then murdered. Police suspect that the four were murdered and their bodies along with the car were set ablaze to conceal their identities and destroy the evidence. More details are awaited. Resham Fatma, 16 will be conferred with the highest of the National Bravery Awards instituted by the Indian Council for Child Welfare on republic Day. A student of 12th grade, Fatma had been kidnapped by her mother’s cousin on the way to her coaching class. She remarks, “I was forced into a car and my uncle had several knives with him, big ones like butcher’s knives. He wanted to marry me but when I refused, he brought out a yellow fluid and poured it over my head. That time, I didn’t know what it was till the time it started burning and fumes emerged. I had shut my eyes.” The uncle didn’t even left her after that and grabbed her by the neck and tried to cut her throat. “I don’t know where I got that strength from but I managed to break free and got off the car. I asked an auto-rickshaw driver to drive me to the police and the hospital,” she added. Fatma suffered many burns on her face, large part of scalp and leg. Fatma’s maternal uncle and guardian, Irfan Ahmed Siddiqui said, “She was very depressed. Consumer Affairs Victoria is working with police and immigration officials, along with interstate consumer agencies, to find and stop the con men who often speak in Irish accents. The new Labor Government is targeting the con men and a new television, radio and print campaign developed with Crime Stoppers will inform people of the tricks con men use before they and the money vanish. Meanwhile the State Government is also getting involved in the fight against fakes. Ms Garrett has advised, “Never pay cash up front for a promised job. People have the law on their side when they refuse demands.
